This publication announces the National Aeronautics and Space Administration (NASA), Headquarters, Aeronautics Research Mission Directorate (ARMD) plans to release the Fiscal Year (FY) 2015 version of the NASA Research Announcement (NRA) entitled, "Research Opportunities in Aeronautics (ROA)", NNH15ZEA001N. Detailed requirements, including Proposal Due Dates will be stated in Appendices that address individual Thrust Areas. The initial release of this ROA 2015 NRA includes ones solicitation (ACP1) in Appendix A.5 for the Advanced Composites Project. Additional appendices will be posted as Amendments to the ROA NRA and will be published as requirements materialize throughout the year. The FY 2015 ROA NRA (NNH15ZEA001N) can be accessed from the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) website, (http://nspires.nasaprs.com/ ), by going first to "Solicitations", and then to "Open Solicitations". Once Amendments are available interested parties can access Open Solicitations, click on NRA NNH15ZEA001N, and then click on "Amendments". Under the FY 2015 ROA NRA ARMD will continue solicitation of foundational and systems-level research proposals for four programs within ARMD: the Advanced Air Vehicles Program, the Airspace Operations and Safety Program, the Integrated Aviation Systems Program, and the Transformative Aeronautics Concepts Program. The Advanced Air Vehicles Program (AAVP) conducts cutting-edge research that will generate innovative concepts, technologies, capabilities, and knowledge to enable revolutionary advances for a wide range of air vehicles. The Airspace Operations and Safety Program (AOSP) develops and explores fundamental concepts, algorithms, and technologies to increase throughput and efficiency of the National Airspace System (NAS) safely. NRL's Broad Agency Announcement (BAA) issued under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulations (FAR). Proposals may range from theoretical studies to proof-of-concept to include fabrication and delivery of a prototype. However, this is limited to research procurements for which it would be impossible to draft an adequate RFP in sufficient detail without restraining the technical response and thus hindering competition rather than expanding it. BAA topics include all NRL sites located in the Washington, DC area, the Stennis Space Center, MS, and Monterey, CA. Proposals submitted in response to a BAA announcement that are selected for award are considered to be the result of full and open competition and are in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." NRL is interested in receiving proposals for the research efforts described under this BAA. This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any proposal preparation costs. The cost of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18.

The OFRN Round 5 Opportunity Announcement is focused on expanding Ohio's research and development capabilities across the state's academic institutions and business in support of Ohio-based federal partner needs, which ultimately promotes Ohio's economic growth. OFRN Round 5 Areas of Interest (AOIs) include topics in Unmanned Aerial Systems (UAS), Artificial Intelligence, Human Factors, Data Analytics and Space Commercialization. "Solicitation of Proposals to Conduct Research Using Microgravity Simulation Devices" NASA Research Announcement (NRA) Appendix D - NNH16ZTT001N-MS NRA This National Aeronautics and Space Administration Research Announcement: "Solicitation of Proposals to Conduct Research Using Microgravity Simulation Devices" is an Appendix to the NASA Omnibus Research Announcement ROSBio-2016 (NNH16ZTT001N NRA). This Appendix solicits proposals that will use microgravity simulation devices to test specific hypotheses regarding the effects of altered gravity on biological systems, including cells, tissues, microorganisms, plants, and whole organisms. Proposing investigators will have the option of using the Microgravity Simulation Support Laboratory (MSSL) at the Kennedy Space Center, or using microgravity simulation devices at other locations. Proposals must address Space Biology research emphases, visions, and goals identified in the ROSBio-2016 Omnibus NRA or in the Space Biology Science Plan 2016-2025, and/or recommendations from the Decadal Survey.
