    The Administration on Intellectual and Developmental Disabilities (AIDD) within the Administration for Community Living (ACL), U.S. Department of Health and Human Services (HHS) forecasts the possible availability of Fiscal Year (FY) 2017 funds to make five-year grants to up to forty- two entities designated as University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD). These grantees carry out four core functions: (1) interdisciplinary pre-service preparation and continuing education of students; (2) community services, including training, technical assistance, and/or demonstration and model activities; (3) research; and (4) dissemination of information. UCEDDs are interdisciplinary education, research and public service units of universities, or public or not-for-profit entities associated with universities that implement the four core functions addressing, directly or indirectly, one or more of the areas of emphasis (e.g., quality assurance, education and early intervention, child care, health, employment, housing, transportation, recreation and other services available or offered to individuals in a community, including formal and informal community supports, that affect their quality of life).

    We call for proposals to investigate key challenges faced by literacy, communication, rhetoric, and writing instructors and administrators in their classrooms and programs. Proposals should directly address the impact that their research might have on disciplinary and public conversations about these topics. They must also convey results in at least two final products: one that is addressed to a scholarly audience of researchers and teachers in the field and one for a clearly specified audience beyond those in the field.     The goal of this Federal Funding Opportunity (FFO) is to support the education of K-12 students and the public so they are knowledgeable of the ways in which their community can become more resilient to extreme weather events and/or other environmental hazards, and become involved in achieving that resilience. Many U.S. communities are increasingly contending with issues related to preventing, withstanding, and recovering from disruptions caused by extreme weather and other environmental hazards (U.S. Department of Commerce FY2014-FY2018 Strategic Plan). These hazards include but are not limited to severe storms, tornadoes, hurricanes, flooding, heavy precipitation events, persistent drought, heat waves, increased global temperatures, acidification of the ocean, and sea level rise (Weather-ready Nation: NOAA's National Weather Service Strategic Plan 2011; Melillo et al., 2014). These extreme weather and climate events put stress on infrastructure, ecological systems, and the humans that live in the impacted places. U.S. communities can become more resilient to such events by exploring the hazards they face, assessing their specific vulnerabilities and risks, considering options, prioritizing and planning, and finally taking action (U.S. Climate Resilience Toolkit). This process is typically performed by scientists and municipal planners, but in order for resilience to occur, other members of a community must have some understanding of the hazards they face and how to mitigate them, both at the individual and the community level.

    The NPS is the lead federal agency assigned the principal responsibility for administering three federal historic documentation programs: the Historic American Buildings Survey (HABS), the Historic American Engineering Record (HAER), and the Historic American Landscape Survey (HALS). The documentation programs and their associated collections are among the largest and most heavily used in the Prints and Photographs Division of the Library of Congress. Through this agreement, the NPS , Intermountain Region, is seeking to work with a cooperator to expand the documentation of heritage sites to include: producing 3D high definition digital documentation of resources through LiDAR scanning, photogrammetry and other state-of-the-art technologies, including 3D point clouds, 3D visualizations, 3D models, 3D reconstructions, 3D virtual tours and 3D animated fly-throughs; training and employing students to produce 3D digital documentation; developing educational and interpretive content associated with the 3D digital images; creating virtual learning opportunities through web-based applications for research; archiving and managing digital data in accordance with National Archives and Records Administration (NARA) standards; providing free access to the data via a website designed for use by the general public; and hosting and maintaining that website.

    The New Civics initiative invites research proposals that ask critical questions about how education can more effectively contribute to the civic development of young people. As a start, we ask what experiences, environments, and contexts help young people, from all walks of life, develop the habits, skills, understandings, and dispositions that encourage informed participation in civic affairs. In so doing we seek to connect to a tradition of civic education inside schools, both to reassert its legitimacy as a primary aim of public schooling, and to reimagine what civic education might include. Yet civic development also occurs outside classrooms and schools, and we underscore our interest in research about civic action and learning in those contexts as well. Our ultimate aim is to contribute to educational improvement by supporting high-quality research studies that can lead to better-designed, more effective programs, policies, practices, and settings that prepare young people to act and to do so in informed and reasoned ways.
