    The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support Religious Freedom globally. "Religious freedom" refers to the right set out in Article 18 of the International Covenant on Civil and Political Rights, including the freedom to adopt a religion or beliefs, change your beliefs, practice and teach your beliefs (which may include through publications, public and private speech, and the display of religious attire or symbols), gather in community with others to worship and observe your beliefs, and teach your beliefs to your children. Proposed programming must be responsive to restrictions on religious freedom and must be in line with the U.S. Government's religious freedom, democracy, governance, and human rights goals. Helpful resources for applicants include the annual country-specific International Religious Freedom Reports https://www.state.gov/international-religious-freedom-reports/ and annual country-specific Human Rights Reports https://www.state.gov/reports/2018-country-reports-on-human-rights-practices/. Applicants will be responsible for ensuring program activities and products are implemented in accordance with the Establishment Clause of the United States Constitution. DRL programming will engage youth to foster an environment of greater inter-communal and intra-communal respect and peaceful coexistence among religious communities in Pakistan promoting the rights of all people to live free from discrimination, abuse, and violence on account of their religious identity, practices, or affiliation.     AUTHORITY: Grant making authority for the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) is contained in the Soviet-Eastern European Research and Training Act of 1983 (22 U.S.C. 4501-4508, as amended). PURPOSE: Congress determined that independently verified factual knowledge about the countries of Eastern Europe and Eurasia is critical to the national security of the United States, the furtherance of its national interests in the conduct of foreign relations, and the prudent management of its domestic affairs. Congress further concluded that providing a stable and dedicated source of financial support for Title VIII functions supplementing other Federal, State, local, regional, and private sector funding is critical to maintaining this important research and training on a long-term, national scale. The development and maintenance of U.S. expertise on these regions depends upon a national capability for advanced research by highly trained specialists with in-country experience. These specialists are a national resource available for service in and out of Government. In order to guarantee the existence of that knowledge and the capability to sustain it, certain essential functions are necessary, including: a. graduate training; b. advanced research; c. public dissemination of research data, methods, and findings; d. contact and collaboration among Government and private specialists; and e. American specialists? firsthand experience of the countries of Eastern Europe and Eurasia, including on-site advanced training and research to the extent practicable. Kluge Fellowships - The John W. Kluge Center (Library of Congress) - 0 views

    The Library of Congress invites qualified scholars to conduct research in the John W. Kluge Center using the Library of Congress collections and resources for a period of up to eleven months. Established in 2000 through an endowment of $60 million from John W. Kluge, the Center is located in the splendid Jefferson Building of the Library of Congress. The Kluge Center furnishes attractive work and discussion space for Kluge Chair holders, for distinguished visiting scholars, and for post-doctoral Fellows supported by other private foundation gifts. Residents have easy access to the Library's specialized staff and to the intellectual community of Washington. The Kluge Center especially encourages humanistic and social science research that makes use of the Library's large and varied collections. Interdisciplinary, cross-cultural, or multi-lingual research is particularly welcome. Among the collections available to researchers are the world's largest law library and outstanding multi-lingual collections of books and periodicals. Deep special collections of manuscripts, maps, music, films, recorded sound, prints and photographs are also available.     A new funding program is proposed to accelerate the testing, evaluation, and implementation of innovative approaches to human services interoperability and data sharing. Funding would support local or state pilot projects to identify effective and efficient solutions, and develop model practices for broader adoption. The goal is to provide agencies with resources and technical support to experiment and innovate, particularly in challenge areas previously identified by the states through the ACF regional meeting and ReImagine HHS initiatives. OPRE technical assistance will also be provided to grantees to help document outcomes and promote replication. Providing agencies with financial incentives and directed assistance, even moderate in scope, can often have an outsized impact on efforts to strengthen and modernize service delivery.     In 2016, the National Science Foundation (NSF) unveiled a set of "Big Ideas," 10 bold, long-term research and process ideas that identify areas for future investment at the frontiers of science and engineering (seehttps://www.nsf.gov/news/special_reports/big_ideas/index.jsp). The Big Ideas represent unique opportunities to position our Nation at the cutting edge of global science and engineering leadership by bringing together diverse disciplinary perspectives to support convergence research. As such, when responding to this solicitation, even though proposals must be submitted tothe Division of Emerging Frontiers in the Directorate for Biological Sciences (BIO/EF),once received, the proposals will be managed by a cross-disciplinary team of NSF Program Directors. The purpose of the Understanding the Rules of Life: Epigenetics (URoL:Epigenetics) program is to enable innovative research and to promote multidisciplinary education and workforce training in the broad area of epigenetics. The URoL:Epigenetics program is a widecollaborationacross Directorates/Offices within the National Science Foundation with a focus on understanding the relationship between epigenetic mechanisms associated with environmental change, the resultant phenotypes of organisms, and how these mechanisms lead to robustness and adaptability of organisms and populations. Understanding the Rules of Life (URoL): PredictingPhenotypeis one of NSF's 10 Big Ideasand is focused on predicting the set of observable characteristics (phenotype) from the genetic makeup of the individual and the nature of its environment.

    The Preservation and Access Education and Training program is central to NEH's efforts to preserve and establish access to cultural heritage collections. Thousands of libraries, archives, museums, and historical organizations across the country maintain important collections of books and manuscripts, photographs, sound recordings and moving images, archaeological and ethnographic artifacts, art and material culture collections, electronic records, and digital objects. The challenge of preserving and making accessible such large and diverse holdings is enormous, and the need for knowledgeable staff is significant and ongoing.     The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a cooperative agreement to support the exchanges and building of lasting ties between high school students from countries with significant Muslim populations and the people of the United States. The agreement will also fund exchanges for American youth that will immerse them in the cultures of several selected countries with significant Muslim populations while living and attending high schools abroad. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) and public institutions may submit proposals for the Kennedy-Lugar Youth Exchange and Study Overseas Components to: (1) recruit and select international students from designated countries (referred to herein as "inbound" participants) and American students (referred to herein as "outbound" or "YES Abroad" participants); (2) identify host families and schools and provide programs and support to American participants in approximately thirteen countries overseas; (3) provide orientations to all groups; (4) coordinate travel and logistics; (5) liaise with U.S. embassies and natural families; and (6) provide follow-on alumni programs that promote civil society, leadership, and mutual understanding. Pending the availability of funds, ECA intends to award one cooperative agreement for approximately $17,250,000.

    The Embassy of the United States of America in Guatemala's Public Affairs Section (PAS) invites interested individuals and non-profit organizations from Guatemala and the United States to submit proposals for projects requesting funding. A panel comprised of Embassy staff members will review each complete proposal received before the deadline of midnight, Wednesday, February 20, 2013 and select five to eight proposals for funding. At least one, but no more than three, of the selected proposals will be from individuals or organizations who have never received U.S. Government funding. All applicants will be notified of the outcome of their application by March 31, 2013. Please note that selected proposals will have to complete additional forms and registration documents within thirty days of notification in order to receive funding.     The Humanities Collections and Reference Resources (HCRR) program supports projects that provide an essential underpinning for scholarship, education, and public programming in the humanities. Thousands of libraries, archives, museums, and historical organizations across the country maintain important collections of books and manuscripts, photographs, sound recordings and moving images, archaeological and ethnographic artifacts, art and material culture, and digital objects. Funding from this program strengthens efforts to extend the life of such materials and make their intellectual content widely accessible, often through the use of digital technology. Awards are also made to create various reference resources that facilitate use of cultural materials, from works that provide basic information quickly to tools that synthesize and codify knowledge of a subject for in-depth investigation. HCRR offers two kinds of awards: 1) for implementation and 2) for planning, assessment, and pilot efforts (HCRR Foundations grants).
