The United States Agency for International Development (USAID), through the Regional Contracting Office in Kyiv, Ukraine is seeking applications from qualified U.S. or Non-U.S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-USG organizations for funding of an activity entitled "Support TB Control Efforts in Ukraine." The purpose of Support TB Control Efforts in Ukraine Activity is to reduce the TB epidemic in Ukraine through early detection, appropriate care, and prevention for people living with TB, DR-TB and HIV/TB. The Activity will increase case detection and improve diagnostics, treatment and care for patients living with TB, DR-TB and HIV/TB co-infection. The Activity will be implemented in close cooperation with, and in support of, the National Center for Public Health of the Ministry of Health (MOH) of Ukraine. The Activity will improve the system for TB, DR-TB case diagnosis, including contact tracing, treatment initiation, treatment completion, and improved data reporting, collection and analysis.

Through this Addendum to the Global Development Alliance (GDA) Annual Program Statement (APS), No. APS-OAA-16-000001 (the GDA APS), USAID/Ukraine is making a special call for the submission of Concept Papers focused on stimulating innovation in the health sector through public-private alliances, and to drive broader innovation supporting more inclusive, sustainable growth in Ukraine, specifically in areas relevant to USAID's 2018-2023 Country Development Strategy.

Reduction in donor funding for HIV programs in Ukraine calls for the urgent development and implementation of more sustainable and cost-effective Medication-Assisted Treatment (MAT) organization models. The goal of this funding opportunity announcement (FOA) is to provide targeted technical assistance (TA) to MAT programs in Ukraine to improve the sustainability and quality of programs and the long-term health outcomes of MAT clients. 

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

Improved Quality and Sustainability of Medication Assisted Treatment in Ukraine under the President's Emergency Plan for AIDS Relief (PEPFAR).

The key element of the national HIV/AIDS program is ART scale up contributing towards strategic goals of treatment cascade. This project will build on the successful creation of a HIV medical information system through the ACCESS project by scaling up implementation of the MIS to treatment sites in all 12 PEPFAR focus oblasts, including capacity building of healthcare workers, improving information management, analysis and use. The project will also develop and implement a laboratory information system module. In addition, the project will work with the treatment sites to implement quality improvement and facility index testing activities in coordination with other PEPFAR and Global Fund supported activities. The major expected project results are 1) functional HIV MIS is operated by a GOU affiliated Operator at treatment sites in the 12 PEPFAR priority regions and Vinnitsa; 2) MIS data used by sites, GoU, PEPFAR , and other stakeholders; 3) laboratory module implemented; 3) quality improvement activities are implemented at all supported treatment sites; 4) high coverage facility index testing is performed at supported sites.
