    This Funding Opportunity Announcement (FOA), issued by the Office of Population Affairs (OPA), invites applications from public or private nonprofit entities to conduct research that will lead to feasible and effective strategies to increase access to quality Title X family planning services among hard to reach populations or provide family planning services in resource limited areas, as well as among individuals who misuse opioids and/or other substances, including those with substance use disorders (SUDs). Applicants should address only ONE priority area per application, but an entity may submit multiple applications. If an applicant submits more than one application for the same focus area, then only the last application submitted for that focus area will be considered. Priority areas for these research grants are as follows: 1) Innovative family planning clinical service delivery models that can be used to increase access to quality Title X family planning services among hard to reach populations or provide Title X family planning services in resource limited areas. 2) Meeting the family planning needs of women and men who misuse opioids and/or other substances, including those with substance use disorders (SUDs), so they can prevent or achieve pregnancy when desired. Applicants must clearly identify in the project narrative which focus area the proposal addresses.

    In Uganda, key and priority populations (KP/PP) have a higher prevalence of HIV and more difficulties accessing prevention and care services. This NOFO will improve the development, implementation, and monitoring of accessible, appropriate, and targeted HIV combination prevention for KP/PP in Uganda. This NOFO will result in an increased use of these services by KP/PP, which will result in these high risk sub-populations attaining the 90-90-90 goals and achieving epidemic control by 2020. The recipient will provide technical assistance (TA) to CDC comprehensive regional implementing partners (IPs) on developing, monitoring, and evaluating new ways to provide combination prevention to KP/PP; implementing and evaluating a nationwide training on gender and sexual identity; and cascading a KP training nationwide to health workers to reduce stigma and discrimination. Strategic information (SI) activities, including improving the collection of routine surveillance data, mapping KP/PP hotspots, and evaluating interventions will support the development and implementation of accessible, appropriate, targeted combination prevention for KP/PP. The recipient will support the Ugandan Ministry of Health (MOH) to improve surveillance of HIV in KP/PP (including population size estimates and bio-behavioral studies) and develop comprehensive guidelines for service provision to KP/PP.

    The purpose of this FOA is to stimulate much needed research in an important area of public health significance: prevention of new HIV infections among adolescents at risk, and the identification of, linkage to and retention in care of, and long term viral suppression among youth living with HIV in low-to-middle income countries. These settings must have an HIV epidemic density defined by UNAIDS estimates as either a country 1) in which at least 200,000 people are living with HIV and the number has not decreased by more than 5% over the last 2 consecutive years of available data or 2) has an HIV prevalence of 3% or more. The UG3/UH3 Phased Innovation Awards Cooperative Agreement involves 2 phases. Funding for a UG3 phase will be used to demonstrate sufficient preparation, feasibility and capacity to meet foundational milestone targets specific to the work proposed. A UG3 project that meets its milestones will be administratively considered by NICHD and prioritized for transition to the UH3 award. Applicants responding to this FOA must address objectives for both the UG3 and UH3 phases.
