The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

Nicotine is a substance that occurs naturally in tobacco leaves. American Blend cigarettes use three different types of tobacco ranging in nicotine content:  (1) Flue-cured tobacco with leaf ranging from 15 to 45 mg/g and stem from 3 to 7 mg/g, (2) Burley tobacco with leaf ranging from 15 to 50 mg/g and stem from 3 to 7 mg/g, and (3) Oriental tobacco with leaf ranging from 5 to 20 mg/g (this type is not stemmed).  Given these ranges and common blending approaches, the nicotine content in most American Blend cigarettes ranges from 14 to 27 mg/g. There exists the possibility that future governmental regulations will require a significant reduction in the concentration of nicotine in tobacco products. Existing extraction technologies can reduce the amount of nicotine by 90% but are very expensive, or they eliminate the sensorial characteristics and flavor compounds of tobacco as well. NineSigma's client desires a cost-effective technology to significantly lower levels of nicotine in tobacco leaves by 50% or more.

The purpose of this Funding Opportunity Announcement (FOA) is to accelerate research evaluating electronic cigarettes (e-cigarettes, electronic nicotine delivery systems, ENDS) as a potential means of reducing the risks associated with combustible tobacco use. This goal will be achieved by funding clinical studies that use the newly-developed NIDA Standard Research E-cigarette (SREC) to examine potential risks and benefits associated with e-cigarette use in current tobacco smokers. Ultimately, this FOA aims to evaluate whether e-cigarettes can reduce the risks associated with combustible tobacco use and to establish the NIDA SREC as a standard to which other e-cigarettes can be compared. Studies submitted to this FOA should examine the effects of the SREC on multiple behavioral and health biomarkers in current tobacco smokers and may include examination of whether e-cigarettes can reduce the negative health impacts of conventional tobacco use, and / or examine their effects on craving and dependence. Funding will be contingent upon the FDA Center for Tobacco Products (CTP) determination that the studies fall under their regulatory jurisdiction. Furthermore, funding will require that CTP accepts the use of the NIDA SREC as an Investigational Tobacco Product (ITP) in the proposed study, or determines that an ITP is not required. Studies funded by this FOA are expected to rapidly increase understanding of whether e-cigarettes reduce the risks associated with tobacco use. Additionally, these studies may provide significant data to inform e-cigarette public health policy decision-making.

Tobacco use remains the leading preventable cause of disease and death in the United States. More than half of smokers attempt to quit each year, but fewer than one in ten succeed. Evidence-based cessation treatments, including individual, group, and telephone counseling and seven FDA-approved cessation medications, exist, but are underutilized. The Centers for Disease Control and Prevention, National Center for Chronic Disease Prevention and Health Promotion, Office on Smoking and Health is announcing the opportunity to apply for funds for a competitive, non-research cooperative agreement to provide technical assistance to state tobacco control programs and other partners to translate the science of tobacco control cessation into public health action in order to further increase the rate of cessation among tobacco users in the United States. The funded organizations will accomplish this by providing technical assistance to state tobacco control programs and other partners to 1) Implement health systems change initiatives that seek to integrate tobacco dependence treatment into routine clinical care, including care of persons with behavioral health conditions; and 2) Improve state quitlines' infrastructure, operations, and services to further enhance their effectiveness and efficiency, increase state quitlines' reach, especially among populations experiencing tobacco-related disparities, broaden the range of cessation services offered by state quitlines, and enhance quitline sustainability.

The campaign will focus on a priority population of low-income, African American adults who use tobacco in Greater Cincinnati's urban core. The ultimate goal is to encourage members of the priority population to reduce tobacco use or quit completely, offering substitutes for tobacco use and celebrating those who reduce or quit tobacco.  The marketing and community relations campaign will need to employ both traditional media tactics (i.e. radio, bus advertising, social media ads) and nontraditional tactics (i.e. public art and built environment installations, events, community relations). Interact for Health is open to two models: A sole organization to cover the entire scope of the campaign. One lead organization, working with partners, to cover the entire scope of the campaign. Applicants should note that the Request for Applications for an external evaluator for the marketing and community relations campaign is happening simultaneously.
