The U.S. Department of State's Bureau of East Asia Pacific Affairs (EAP) announces an open competition for an environmental award of up to 246,850 to support a local and regional small-scale public health project in the Lower Mekong countries of Southeast Asia. Under the Lower Mekong Initiative (LMI) EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) work together to improve human health thereby promoting economic growth throughout the region. Guided by the specific objectives from the LMI 2016-2020 Master Plan of Action, this project seeks to combat Antimicrobial Resistance (AMR) through the development of National AMR Resistance Action Plans. In addition to demonstrating expert knowledge of health challenges, existing programs, and topics related to AMR in the Lower Mekong Region, project applications should address three or more of the following environmental areas of focus: * National AMR programs * Antimicrobial resistance * Public Health: infectious diseases and/or Antimicrobial resistance * Sustainable economic development * Adaptation to changing public health conditions, e.g., endemic and epidemic pathogens * Supporting the One Health Initiative by improving the understanding of disease ecology and the connectedness between human health and the larger ecosystem, strengthening surveillance systems, and bolstering national communication across animal, human, and environmental health sectors. * Global Health Security Agenda (GHSA) * World Health Organization's Global Action Plan on Antimicrobial Resistance * WHO's International Health Regulations. * Risk management * Evidence-based policy development * Development of new technology for application to environmental health issues Proposed project activities may take place only in following countries: Burma; Cambodia; Laos; Thailand; or Vietnam.

The Pancreatic Cancer Action Network is accepting applications for its 2018 Catalyst Grant program. The program, which aims to encourage and support junior faculty in the pursuit of pancreatic cancer research and establish a career path in the field, provides grants of up to $500,000 over three years to junior investigators who have yet to secure their first significant research funding. Research projects may be basic, translational, clinical, or epidemiological in nature but must have direct applicability and relevance to pancreatic cancer. Grant recipients not only receive financial support for their funded research but also are invited to join the network's Community for Progress, a mentorship program that works to advance the goal of increasing survival rates and improving outcomes for pancreatic cancer patients. To be eligible, applicants must have a doctoral degree (PD, MD, DO, DC, ND, DDS, DVM, ScD, DNS, PharmD, or equivalent) in the biomedical sciences (or in a field applicable to health science research) and not currently be a candidate for a further doctoral degree. In addition, at the start of the grant term on July 1, 2018, applicants must hold a faculty position with the title of assistant professor, instructor, research assistant professor, or the equivalent.

NIJ is seeking applications for funding research and evaluation projects that will improve our knowledge on how to identify, prevent, and reduce white collar crime in the United States. There are many types of offenses that may be classified as white collar crime. This solicitation focuses on three types of white collar crime: health care fraud, cyber-crime against individuals, and elder fraud. NIJ will support scientifically rigorous research and evaluation projects that will advance our understanding of white collar crime and effective approaches for identifying, preventing, investigating and prosecuting white collar crime related to health care fraud, cyber crime against individuals, and elder fraud and financial exploitation. This solicitation supports the U.S. Department of Justice’s strategic goals associated with enhancing national security and promoting the rule of law, integrity and good government.

The purpose of the Crop Protection and Pest Management program is to address high priority issues related to pests and their management using IPM approaches at the state, regional and national levels. The CPPM program supports projects that will ensure food security and respond effectively to other major societal pest management challenges with comprehensive IPM approaches that are economically viable, ecologically prudent, and safe for human health. The CPPM program addresses IPM challenges for emerging issues and existing priority pest concerns that can be addressed more effectively with new and emerging technologies. The outcomes of the CPPM program are effective, affordable, and environmentally sound IPM practices and strategies needed to maintain agricultural productivity and healthy communities

This transformation offers great promise for improved wellbeing and prosperity but poses significant challenges at the complex intersection of technology and society. The goal of the NSF Smart and Connected Communities (S&CC) program solicitation is to accelerate the creation of the scientific and engineering foundations that will enable smart and connected communities to bring about new levels of economic opportunity and growth, safety and security, health and wellness, and overall quality of life.

The goal of the interagency Smartand Connected Health (SCH): Connecting Data, People and Systems program is to accelerate the development and integration of innovative computer and information scienceand engineering approaches to support the transformation of health and medicine. Approaches that partner technology-based solutions with biomedical and biobehavioral research are supported by multiple agencies of the federal government including the National Science Foundation (NSF) and the National Institutes of Health (NIH). The purpose of this program is to develop next-generation multidisciplinary science that encourages existing and new research communities to focus on breakthrough ideas in a variety of areas of value to health, such as networking, pervasive computing, advanced analytics, sensor integration, privacy and security, modeling of socio-behavioral and cognitive processes and system and process modeling. Effective solutions must satisfy a multitude of constraints arising from clinical/medical needs, barriers to change, heterogeneity of data, semantic mismatch and limitations of current cyberphysical systems and an aging population.Such solutions demand multidisciplinary teams ready to address issues ranging from fundamental science and engineering to medical and public health practice.

The Centers for Disease Control and Prevention (CDC) works to protect the U.S. from health, safety and security threats, both foreign and domestic. Specifically, CDC works with its partners to monitor health, detect and investigate health problems, conduct research to enhance and implement prevention strategies, develop and promote sound public health policies, promote healthy behaviors, foster safe and healthful environments, respond to current and emerging threats, and provide public health leadership and training. CDC's role as the nation's health protection agency is to operate 24/7 in order to keep people healthy and safe. The agency accomplishes this goal by working to: detect and respond to new and emerging health threats; address the biggest health problems causing death and disability; move science and advanced technology into actions to prevent disease; promote health and safe behaviors, communities and environments; develop leaders by training the public health workforce; and understand the health pulse of the nation.

The overall scope, goal of the program(s) to be funded under the award(s) resulting from this APS includes: establishing standby capacity by strengthening and augmenting preparedness and readiness of and between potential responders from national and/or international NGOs organizations, PIOs, academic and private institutions, improving technical capacity and coordination for an integrated, effective multi-sectoral response to an infectious disease outbreak that becomes humanitarian emergency. Applicants should build internal mechanisms to improve their institutional capacity to rapidly deploy in response to an infectious disease outbreak that becomes a humanitarian emergency, support organizational capacity to augment or pivot response efforts to keep up with changing needs, and/or to provide support to coordination L3 responses that includes actors from multiple agencies or sectors (i.e. Health, Nutrition, WASH, Agriculture and Food Security, Protection). USAID/OFDA recognizes other ongoing capacity building initiatives supported by other donors that are focused on governments; this APS is specifically focused on building non-governmental capacity in the humanitarian aid community.

The Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate is responsible for the implementation and administration of the Fire Prevention and Safety Grant (FP&S) Program. The purpose of the FP&S Grant Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards by assisting fire prevention programs and supporting firefighter health and safety research and development. The program guidance document provides potential applicants with the details of the requirements, processing, and evaluation of an application for financial assistance for eligible activities.

The 2014-2016 Ebola Virus Disease (EVD) outbreak in Liberia exposed the acute vulnerability of Liberia's public health system. Limited laboratory capacity and resources, including lack of diagnostic capacities to test for infectious diseases, an unreliable blood supply with inadequate blood services, and poor to non-existent infection prevention and control (IPC) resources and practices in health facilities and laboratories left the Liberian health system unprepared for the EVD outbreak. Significant investments and gains have been made since 2014 to strengthen Liberia's public health system; however, the system remains fragile. The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, continues to support health system strengthening activities, further building Liberia's capacity to prevent, detect, and respond to disease outbreaks at their source. This NOFO supports activities to strengthen laboratory capacities, further developing a competent laboratory workforce and expanding diagnostic capacities, reinforced through laboratory quality management activities; improved blood transfusion practices to build and maintain quality blood transfusion services; and strengthening infection prevention and control practices, with the goal of reducing transmission of epidemic prone diseases and antimicrobial resistance within healthcare facilities. These activities align with Global Health Security Agenda priorities in preventing, detecting and responding to potential public health threats. In order to continue efforts to maintain and expand Liberia's capabilities to prevent, detect, and respond to potential infectious disease outbreaks, CDC, the GOL, and partners must work to ensure a rapid diagnosis of infectious diseases.

The Grant Programs Directorate administers the Fire Prevention and Safety (FP&S) Grant Program as part of the AFG Program. The purpose of the FP&S Grant Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards by assisting fire prevention programs and supporting firefighter health and safety research and development. FP&S Grants are offered to support projects in two activities: (1) activities designed to reach high-risk target groups and mitigate the incidence of death, injuries, and property damage caused by fire and fire-related hazards ("Fire Prevention and Safety Activity") and (2) research and development activities aimed at improving firefighter safety, health, or wellness through research and development that reduces firefighter fatalities and injuries ("Firefighter Safety Research and Development Activity"). The Partnership for the Development of Eastern Congo (P-DEC) Program seeks an integrated set of cross-sectoral interventions. Through a cohesive and holistic approach, P-DEC Program aims to amplify the impact of USAID investments and complement other planned interventions by the Government of the DRC and external actors in the public and private sectors. The purpose of the P-DEC Program is therefore to address the development emergency in eastern Congo through a multi-year, multi-sectoral initiative that will build community trust, strengthen the resilience of individuals and communities, fortify existing governance structures, and create opportunities for long-term development and self-reliance of local communities. These activities may also reach across a range of partner types - from public-private partnerships to capacity-building of local organizations. USAID envisions an approach centered around two geographically defined planning and implementation phases. While geographically defined, the phases are not sequential, nor are they strictly defined technical categories; they are fluid, and are conceptual in nature. The approach also focuses on urban and peri-urban areas with large populations, existing transportation networks, and a level of security and stability necessary for implementation.

The Microsoft Foundation is inviting applications for its Dissertation Grants program. The program supports PhD students at North American universities who are underrepresented in the field of computing and pursuing research aligned to the research areas carried out by Microsoft Research. Through the program, recipients will receive funding of up to $25,000 for the 2020-21 academic year as well as an invitation to the PhD Summit, a two-day workshop in the fall held at one of Microsoft Research's labs where fellows will meet with Microsoft researchers and other top students to share their research. The purpose of this Notice of Funding Opportunity Announcement (NOFO) is to strengthen district, state and national public health systems in India to sustain and continue advancement of Global Health Security Agenda (GHSA) priorities to prevent, detect, and respond to disease threats across the country. This NOFO will help augment and transition GHSA assisted activities increasingly to Government of India (GoI) including, but not limited to the following Ministry of Family Health and Welfare (MoHFW) institutions: National Centre for Disease Control (NCDC); National Health Mission (NHM); and Indian Council of Medical Research (ICMR). Other key institutions include the Ministry of Fisheries, Animal Husbandry and Dairying (MoFAD); the National Disaster Management Authority (NDMA); and the All Indian Institute of Medical Science (AIIMS). This NOFO will focus on supporting logistical and technical requirements in five core public health capacities among these GoI institutions: antimicrobial resistance (AMR); workforce development capacity; surveillance and outbreak response; safe laboratory systems and diagnostics; public health emergency response capacity. Also, this NOFO will support GHSA governance efforts within the GoI for effective implementation of GHSA activities and International Health Regulations (IHR) compliance.

Nigeria has a projected estimated population size of 203,452,505 (July 2018), which makes Nigeria the most populous nation in Africa. The country's National Health Act 2014 (NHA 2014) was signed into law on October 31, 2014 and provides a legal framework for the regulation and management of Nigeria's national health system, however, much work is needed to operationalize the law. Monitoring and mitigating recurring infectious disease outbreaks, as well as detecting and controlling emerging infectious diseases, will be impacted by multiple factors that include inadequate surveillance and response systems, weakened or non-existent infrastructure and health systems and poor coordination among stakeholder agencies. Nigeria is a major gateway to many global destinations. In July 2014, the index case in the Nigeria Ebola Virus disease outbreak arrived at the international airport in Lagos, Nigeria. This index patient potentially exposed 72 persons at the airport and the hospital where he was admitted. The Federal Ministry of Health (FMoH), with guidance from the Nigeria Centre for Disease Control (NCDC), declared an Ebola emergency and rapidly implemented a response using all available public health assets and resources. An Ebola Incident Management Center (a precursor to the current Emergency Operations Center) was established to rapidly respond to the 2014 outbreak. Using an Incident Management System (IMS) to coordinate the response and consolidate decision making, largely contributed to helping contain the Nigeria outbreak early.

Consolidating and organizing public health expertise and systems within a National Public Health Institute (NPHI) is a successful way for countries to carry out essential public health functions and improve their accountability and efficiency. The CDC, with over 70 years of experience as the U.S. NPHI, is helping countries around the world increase surveillance, laboratory, and outbreak response capacity to improve recognition of and response to health threats. An NPHI coupled with stronger local outbreak detection and response capabilities offers a sustainable solution for building global public health capacity, achieving global health security, and increasing public health impact. This Notice of Funding Award (NOFO) seeks to build upon activities supported by CDC through partnerships with Ministries of Health, National Public Health Institutes, and organizations that have capacity by providing technical assistance supporting the establishment and development of strong NPHI's globally. The CDC seeks to continue strengthening NPHI's so that they are credible, technically expert, apolitical and prioritize the protection of the publics' health.

Every year, tens of thousands of refugees and 500,000 immigrants resettle to the U.S. from overseas. CDC's Division of Global Migration and Quarantine (DGMQ) is focused on improving the health among immigrants (including Special Immigrant Visa holders), asylees, parolees, survivors of victims of torture, human trafficking victims, and refugees through public health partnerships, science, and response. These newcomers can be particularly at-risk populations, often marginalized from public health surveillance, and from preventive treatment and health care in their home countries and countries of temporary asylum. DGMQ is looking for new approaches to outreach to these newcomer populations to analyze healthcare needs, improve health literacy, and better inform clinicians of best practices in caring for these individuals. This funding opportunity will advance the Centers of Excellence in Refugee Health to the Centers of Excellence in Newcomer Health to improve newcomer health outcomes, increase healthcare provider capacity, and to increase evidence-based health policy decisions around these populations. The Centers of Excellence in Refugee Health (2015-2020) developed a secure data repository of health information of recently arrived newcomers, assisted CDC in the revision of health screening guidelines for these populations, and created an online tool to assist clinicians with the CDC health screening guidelines.The Centers of Excellence in Newcomer Health will focus on two or more areas including 1) the use of the multi-state/regional surveillance network to determine which health issues are most prominent amongst newcomer populations in the short and longer term; 2) the development of clinical training tools, presentations, and webinars to inform US clinicians of the new CDC screening recommendations; 3) the development of health orientation materials for newcomers; and 4) the development and enhancement of health information materials for clinicians and newcomers.
