The RCMI Research Coordination Network (RRCN), formerly known as the RCMI Translational Research Network (RTRN), was established in 2007 to enhance collaboration across RCMI institutions. The network is designed to engage all stakeholders in the RCMI institutions, increase the quality and efficiency of basic biomedical, behavioral, and clinical research, facilitate study participant recruitment and retention, and increase the efficiency of the implementation and dissemination of research advances to improved health outcomes among minority and health disparity populations. Maintaining the longstanding networking and collaboration with the RCMI grantee community is key to the continued success of this program. The purpose of this funding opportunity announcement (FOA) is to provide infrastructure and research funding to support overall network coordination and collaboration, and to expand the Research Coordinating Center (RCC) and Data Coordinating Center (DCC) functions of the RRCN.

The proliferation of mobile and Internet-of-Things (IoT) devices, and their pervasiveness across nearly every sphere of our society, continues to raise questions about the architectures that organize tomorrow’s compute infrastructure. At the heart of this trend is the data that will be generated as myriad devices and application services operate simultaneously to digitize a complex domain like a smart building or smart industrial facility. A key shift is from edge devices consuming data produced in the cloud to edge devices being a voluminous producer of data. This shift reopens a broad variety of system-level research questions concerning data placement, movement, processing and sharing. Importantly, the shift also opens the door to compelling new applications with significant industrial and societal impact in domains such as healthcare, manufacturing, transportation, public safety, energy, buildings, and telecommunications. Edge computing is broadly defined as a networked systems architectural approach in which compute and storage resources are placed at the network edge, in proximity to the mobile and IoT devices.

The purpose of this funding opportunity announcement (FOA) is to increase the impact of NICHD-funded research within the scientific mission of the NICHD Population Dynamics Branch (PDB) by providing research infrastructure to: promote data sharing; support the development of procedures and technologies for data sharing; disseminate best practices in data sharing; provide a resource that catalogs NICHD-funded data available for secondary analysis; and promote the secondary analysis of data collected through NICHD grants to research teams outside the original grantees.

The LEAP HI program challenges the engineering research community to take a leadership role in addressing demanding, urgent, and consequential challenges for advancing America's prosperity, health and infrastructure. LEAP HI proposals confront engineering problems that are too complex to yield to the efforts of a single investigator --- problems that require sustained and coordinated effort from interdisciplinary research teams, with goals that are not achievable through a series of smaller, short-term projects. This Funding Opportunity Announcement (FOA) is soliciting requests for access to dental practice-based research network (PBRN) resources for developmental/exploratory, pilot, and/or survey studies to be conducted in the to be conducted in the dental PBRN. Successful applicants will be given access to the NIDCR-funded dental PBRN infrastructure.

The purpose of this FOA is to: 1) strengthen violence and injury prevention public health infrastructure through the enhancement of state/local health department and partner staff competencies in program planning, policy, evaluation and developing and sustaining collaborative partnerships and 2) increase the adoption and implementation of public health violence and injury prevention policy and program strategies based on the best available evidence. This cooperative agreement will support the activities of all state and territorial health department violence and injury prevention programs and the broader violence and injury prevention program at CDC.

This funding opportunity announcement (FOA) invites Exploratory/Developmental Phased Innovation (R21/R33) grant applications to support research and/or infrastructure needs leading to more accessible and affordable hearing health care (HHC). The proposed research aims should lead to the delivery of better healthcare access and outcomes and be directed to solutions that are effective, affordable and deliverable to those who need them. Outcomes and health services research are also responsive to this FOA. This FOA provides support for up to two years (R21 phase) for preliminary/development studies, followed by possible transition of up to four years of expanded research and development support (R33 phase). The total project period for an application submitted in response to this FOA may not exceed five years. This FOA requires measurable R21 milestones.

The purpose of this FOA is to support an initial series of activities over a 3-year period to build the foundation for enhanced collaborations across NIA's 6 centers programs. These collaborations are intended to leverage NIA's substantial investments by fostering the development of novel interdisciplinary efforts in aging research. This opportunity will provide resources to build additional infrastructure and establish specific collaborative activities that could include, but are not limited to, information and data exchange, meetings and conferences, pilot studies, research opportunities for beginning investigators, visiting scholar programs, dissemination, and other collaborative efforts. The successful awardee will involve all 6 centers programs.

This NIH Common Fund initiative will establish national service centers to increase research capacity for molecular structure determination by high resolution cryoelectron microscopy (cryoEM).  The centers will address Common Fund infrastructure and workforce goals for cryoEM by providing access to state-of-the-art equipment, technical support, and cross-training for the production and analysis of high-resolution data.  The centers will offer equal-opportunity nationwide access to services through an open application process.

This Funding Opportunity Announcement (FOA) invites grant applications for Environmental Health Sciences Core Centers (EHS CC).  As intellectual hubs for environmental health research, the EHS CC is expected to be the thought leaders for the field and advance the goals of the NIEHS Strategic Plan (http://www.niehs.nih.gov/about/strategicplan/). The Core Centers provide critical research infrastructure, shared facilities, services and /or resources, to groups of investigators conducting environmental health sciences research.  An EHS CC enables researchers to conduct their independently-funded individual and/or collaborative research projects more efficiently and/or more effectively. The broad overall goal of an EHS CC is to identify and capitalize on emerging issues that advance improving the understanding of the relationships among environmental exposures, human biology, and disease.  The EHS CC supports community engagement and translational research as key approaches to improving public health. 

The primary goals of the INBRE program are to: 1) build on the established multi-disciplinary research network with a scientific focus to strengthen the biomedical research expertise and infrastructure of the lead and partner institutions; 2) build and increase the research base and capacity by providing support to faculty, postdoctoral fellows and graduate students at the participating institutions; 3) provide research opportunities for students from primarily undergraduate institutions, community colleges and TCCUs as appropriate and serve as a "pipeline" for these students to continue in health research careers within IDeA states; and 4) enhance science and technology knowledge of the state's workforce.

PEPFAR South Sudan collaborates closely with the Republic of South Sudan (RSS) Ministry of Health (MOH) and other key partners to implement the HIV/AIDS National Strategic Plan (NSP) and has developed a five year PEPFAR strategy for the RSS. By targeting geographic areas with high HIV prevalence, PEPFAR will assist the RSS to reach the HIV programmatic goal/tipping point of 16,000 net new HIV patients on treatment and an annual reduction of new HIV infections to below 13,000 by 2017. A primary objective to reach this goal requires improved availability and quality of HIV services for families and other high-impact populations using a public health approach. Under this funding opportunity announcement (FOA), PEPFAR South Sudan prioritizes working in collaboration with the MOH to implement the following approaches: 1) expand HIV testing and counseling (HTC) through high-yield testing approaches, 2) improve access to ART services for pregnant and breastfeeding mothers, their partners, and children, 3) strengthen pediatric HIV testing, care and treatment within a family centered approach, and 4) advance the development of a sustainable infrastructure for South Sudan's workforce. This FOA solicits a combination of capacity building and mentorship for the RSS MOH at the national, state and local levels as well as through direct service delivery to complement the MOH, Global Fund and other partner efforts to scale-up HIV prevention, care and treatment programs in South Sudan.

India is home to the third largest number of people living with HIV/AIDS (PLWH) in the world. There are an estimated 2.09 million people living with HIV. The Government of India (GoI) has undertaken a robust scale up of its antiretroviral treatment (ART) program, starting from eight ART centers in 2004 to over 420 centers now in 2014. Currently, over 750,000 PLWH are on ART out of 1.1 million eligible for treatment. Despite scale up success, several challenges remain for the ART program to achieve the expansion it envisages over the next five years. These include human capacity issues, loss of patients from detection to enrollment in HIV care, and late HIV detection and retention. At every stage, over 200,000 patients are lost from testing to enrollment in care, to retention in care and then to treatment. Although progress has been made in the implementation of the HIV-TB program, there are several gaps that need to be addressed. The linkages between HIV/AIDS and the Revised National Tuberculosis Control Program (RNTCP) are suboptimal, particularly in northern states due to limited capacity and infrastructure. Only 61% (2014) of TB patients were screened for HIV and knew their HIV status in the last one year. Of those identified as HIV positive, 85% were linked to ART. However, the concern is that the referral from HIV testing and care facilities to RNTCP is quite low.

The national response to the HIV epidemic in Swaziland has undergone dramatic changes and achieved major milestones up to date. As the epidemic matures in Swaziland and the country shifts from emergency response to scale-up of prevention interventions and universal access to care and treatment, the technical needs of the country are also evolving. Monitoring trends, identifying and addressing knowledge gaps, and strengthening the country's long-term capacity to use epidemiological tools to produce strategic information are now recognized as important priorities moving forward. Currently, Swaziland lacks coordinated infrastructure and capacity to formulate and address research questions that will inform programmatic and policy decisions. In addition, the country needs a robust epidemiological surveillance system for communicable and non-communicable disease to enable the detection of and efficient response to disease outbreaks. The overall goal of this FOA is to strengthen the capacity of Ministry of Health (MoH) and Ministry of Economic Planning and Development (MoEPD) to produce and effectively use epidemiological, surveillance, and research data in the Kingdom of Swaziland.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) and Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Statewide Peer Networks for Recovery and Resiliency (Short Title: Statewide Peer Networks for R&R) grants. The purpose of this grant program is to create and/or enhance statewide networks that represent mental health and addictions recovery communities to improve access to and the quality of behavioral health systems, services, treatment and recovery supports statewide. Formal SAMHSA-funded networks already exist in many states for specific recovery and family communities; this program is designed specifically to bridge and unify recovery networks for mental health consumers, families of children with serious emotional disturbance and youth, as well as those in recovery from addictions. Current SAMHSA-funded Recovery Community Services Program-Statewide Networks (RCSP-SNs), and current and formerly-funded Statewide Consumer Networks (SCNs) grants and Statewide Family Networks (SFNs) will work together to enhance and promote cross-service system, peer workforce, and infrastructure development that is recovery-focused and resiliency-oriented. This program builds on the FY 2014 program for RCSP-SNs, SFNs, and SCNs to develop intentional, collaborative efforts via Memoranda of Agreement (MOA) and sharing of fiscal resources. The intent of this program is for RCSP-SN, SFN, and SCN grantees within a state to form a collaboration that will develop a strategic plan, share resources, engage in cross-training, increase capacity to affect behavioral health systems change at the state and local levels, and to improve behavioral health outcomes for persons in recovery from serious mental illness and/or substance use disorders, and family members of children with serious emotional disturbances and youth/young adults. FDA announces the availability of funding and requests applications for National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program: Regional Center Grants to Enhance Food Safety for fiscal year (FY) 2016. The intention of this program is to begin building an infrastructure that will support a national food safety training, education, extension, outreach, and technical assistance system and provide significant opportunities for funding through subcontracts and for partnerships with eligible stakeholder groups, including community-based and non-governmental organizations.

This announcement solicits applications for the Rural Health Network Development Planning Grant Program (¿Network Planning¿).   The purpose of the Network Planning program is to assist in the development of an integrated healthcare network, if the network participants do not have a history of formal collaborative efforts.  Health care networks can be an effective strategy to help smaller rural health care providers and health care service organizations align resources and strategies, achieve economies of scale and efficiency, and address challenges more effectively as a group than as single providers.  The Network Planning program promotes the planning and development of healthcare networks in order to: (i) achieve efficiencies; (ii) expand access to, coordinate, and improve the quality of essential health care services; and (iii) strengthen the rural health care system as a whole.  The health care system is undergoing a significant amount of change and this can be particularly challenging for small rural providers.  The goals of the Network Planning program represent ways to help rural providers better serve their communities given changes taking place in health care, as providers move from focusing on the volume of services to focusing on the value of services.  This program brings together key parts of a rural health care delivery system, particularly those entities that may not have collaborated in the past under a formal relationship, to work together to establish and improve local capacity and coordination of care.  Furthermore, this program supports one year of planning with the primary goal of helping networks create a foundation for their infrastructure and focusing member efforts to address important regional or local community health needs.
