    HIV+ alcohol users remain an underserved group at high risk for medication non-adherence and rapid disease progression, medication toxicities, organ failure, and poor viremic control leading to increased risk of transmission and premature death. It has been estimated that the effective implementation of alcohol interventions for HIV+ individuals may reduce the rates of new infections by nearly 20% and extend life by up to 15 years in some at-risk and patient populations respectively. This new initiative seeks to advance knowledge of the effective implementation and comparative effectiveness of alcohol-focused interventions among HIV+ individuals. Multiple factors need to be investigated, including potentially important patient and provider characteristics, and the organizational, financial, and structural factors that facilitate or inhibit the delivery of evidence-based services for HIV+ individuals with a range of alcohol use disorders. The overall goal is to inform clinical decision-making that will enhance treatment outcomes and reduce harms associated with interventions for HIV+ individuals with alcohol use disorders. This solicitation is divided into two parts, one or both of which an applicant may choose to address. These parts include: 1) comparative effectiveness research focused on understanding factors related to patient engagement in appropriate alcohol and HIV care and retention in treatment; and 2) modeling and testing alternative approaches to the implementation of effective interventions to reduce HIV disease transmission and progression. This announcement addresses the need to further develop patient- centered approaches for making informed health care decisions and to improve research on health care delivery and outcomes.

    The current FOA aims to support HIV preventive interventions in Mozambique targeting KP and OVP in provinces of Mozambique characterized by high prevalence of HIV, rapid development and increasing number of multinational companies, transport corridor areas, high mobility and transient male workforce, increased tourism, and increased HIV risk from commercial sex work and transactional sex, which together constitute some of the main factors driving the epidemic in Mozambique. A successful FOA respondent will support the adoption of combination prevention approaches targeting behavioral, biomedical, and structural interventions to ensure effective reach and impact on target population. Interventions aim to increase knowledge of HIV and sexually transmitted infections (STIs) among KP and other priority populations, reduce sexual risk behavior, increase knowledge and access to preventive commodities among target population. Interventions will also promote HIV testing and counseling (HTC) and create demand for the uptake of HTC services by KP and OVC, increase access to HIV, STI and tuberculosis (TB) services in addition to other health care services, and support access to universal coverage of HIV treatment for all eligible PLHIV within KP and OVP.

    The purpose of this program is to prevent and reduce substance abuse (SA) and transmission of HIV/AIDS among at-risk populations, including African American, Hispanic/Latino, Asian American/Pacific Islander (AA/PI), and American Indian/Alaska Natives (AI/AN) young adult (ages 18-24) populations. To meet the needs of these populations, CSAP expects MSIs to partner with one or more community-based organization(s) (CBO) to provide integrated substance abuse (SA), Hepatitis-C (HCV), and HIV prevention programs. The objectives of this program support the four primary goals of the National HIV/AIDS Strategy which include: 1) reducing new HIV infections, 2) increasing access to care and improving health outcomes for people living with HIV, 3) reducing HIV-related disparities and health inequities, and 4) achieving a coordinated national response to the HIV epidemic.

    The purpose of the HIV CBI program is to support an array of activities to assist grantees in building a solid foundation for delivering and sustaining quality and accessible state of the science substance abuse and HIV prevention services. The program aims to engage community-level domestic public and private non-profit entities, tribes and tribal organizations to prevent and reduce the onset of SA and transmission of HIV/AIDS among at-risk populations, including racial/ethnic minority youth and young adults, ages 13-24. SAMHSA is particularly interested in eliciting the interest of college and university clinics/wellness centers and community-based providers who can provide comprehensive substance abuse and HIV prevention strategies. These strategies must combine education and awareness programs, social marketing campaigns, and HIV and viral hepatitis (VH) testing services in non-traditional settings with substance abuse and HIV prevention programming for the population of focus. All grantees must be prepared to serve the community in which they are located.

    This notice announces the opportunity to apply for funding under the fiscal year (FY) 2019 RWHAP Integrated HIV/AIDS Planning and Resource Allocation Cooperative Agreement. The purpose of this cooperative agreement is to provide tools, training and technical assistance to RWHAP Parts A and B recipients and their planning bodies. RWHAP Parts A and B recipients and planning bodies submit Integrated Plans/ Statewide Coordinated Statements of Need (SCSN) to HRSA and the Centers for Disease Control and Prevention (CDC) in response to legislative and programmatic requirements. Recipients and planning bodies must use Integrated Plans/SCSN to better inform and coordinate HIV prevention and care program planning, priority setting, resource allocation, and continuous quality improvement efforts to meet the HIV service delivery needs within their jurisdictions. The primary goals of this cooperative agreement are to ensure that RWHAP Part A and B recipients and planning bodies: 1) develop an Integrated Plan/SCSN for their jurisdiction that reflects the community's vision and values regarding how best to develop a comprehensive and coordinated system of HIV prevention and care that can address unmet need among people living with HIV (PLWH); and 2) use the Integrated Plan/SCSN as a guide to end the HIV epidemic within their jurisdiction.

    CDC, in collaboration with the National AIDS Control Program/Department of AIDS Control, has successfully laid the foundation for quality standards and approaches within India's vast HIV laboratory network through a previous five-year laboratory strengthening funding opportunity announcement (FOA). Many achievements were made during the course of the five-year project period, including accreditation of national and state reference labs. This follow-on FOA is expected to build upon and sustain previous accomplishments through onsite mentoring and in service staff training with an eye to higher quality services and scale up. A plan will be developed to facilitate laboratory quality at the grassroots level for 12,000 + Integrated HIV Testing and Counseling Centers (ICTCs). This shall be done through trainer/mentor creation within the HIV laboratory network to assist peripheral laboratories in implementing minimum quality standards. Given its expanded technical assistance (TA) scope, it is also expected to build the capacity and assure quality in a phased manner for HIV related tests like CD4 enumeration, HIV viral load and STI through strengthening leadership and mentoring capacity within the laboratory network. Now in Phase IV of its HIV/AIDS response, the Government of India (GoI) is keen to address any gaps in testing coverage.

    EMPOWER is a five-year program with the goal of preventing new Human Immunodeficiency Virus (HIV) infections in targeted populations in PEPFAR priority districts in Malawi. EMPOWER will strive to increase use of proven, high impact, HIV prevention interventions by high-risk and underserved populations. A further objective is to identify undiagnosed HIV-infected persons (HIV case-finding) and link them to life-saving antiretroviral treatment (ART). Through EMPOWER, USAID plans to award up to five cooperative agreements to implement four related HIV prevention components: (1) Voluntary Medical Male Circumcision (VMMC); (2) DREAMS Adolescent Girls and Young Women (AGYW) Services and HIV Case-Finding (3) Comprehensive Condom Programming (CCP).     NIDA is interested in research that addresses research gaps related to the delivery of integrated treatment services for HIV and opioid use disorder (OUD) among the justice-involved population in the US, with a goal of improving treatment management and implementation. A quarter of people with HIV pass through the justice system each year, making it an important system for HIV prevention and treatment. Community re-entry from incarceration is a time of heightened risk for opioid relapse, mortality, HIV risk behaviors, and discontinuation of HIV treatment. Given these elevated levels of risk, justice-involved PWID should be prioritized for screening and linkage to the full continuum of HIV prevention and treatment services, including Pre-exposure prophylaxis (PrEP) and highly active antiretroviral therapy (HAART). There is a need to better understand the effectiveness of the clinical interventions as received in this population, as well as the methods by which those interventions are delivered (navigation/mobile services).

    This notice announces the opportunity to apply for funding for the Ryan White HIV/AIDS Program's (RWHAP) Reducing Stigma at Systems, Organizational, and Individual Client Levels in the Ryan White HIV/AIDS Program administered by the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB). HRSA will fund one cooperative agreement to develop a training and technical assistance program to reduce stigma for people with HIV on multiple levels throughout the health care delivery system, including on an individual client level. The program will focus on implementing various stigma-reducing approaches with an emphasis on cultural humility. The overall aim of the activities is to increase cultural humility in care and treatment settings for people with HIV to improve linkage, retention in care, and viral suppression.
