This Funding Opportunity Announcement (FOA) encourages applicants to develop innovative research applications on prescription drug abuse, including research to examine the factors contributing to prescription drug abuse; to characterize the adverse medical, mental health and social consequences associated with prescription drug abuse; and to develop effective prevention and service delivery approaches and behavioral and pharmacological treatments. Applications to address these issues are encouraged across a broad range of methodological approaches including basic science, clinical, epidemiological, and health services research to define the extent of the problem of prescription drug abuse, to characterize this problem in terms of classes of drugs abused and combinations of drug types, etiology of abuse, and populations most affected (including analyses by age group, race/ethnicity, gender, and psychiatric symptomatology). Studies on individual- and patient-level factors, prescriber factors, and/or health system factors are encouraged, as are studies on all classes of prescription drugs with high abuse liability, including analgesics, stimulants, sedative/hypnotics and anxiolytics. Researchers are further encouraged to study the relationship between the prescription medication, the indication for which the medication was prescribed (e.g., pain, sleep disorder, anxiety disorder, obesity), and the environmental and individual factors contributing to abuse.

The Executive Office of the President, Office of National Drug Control Policy (ONDCP), and the Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) are accepting applications for Fiscal Year (FY) 2019 Drug-Free Communities (DFC) Support Program grants. By statute, the DFC Support Program has two goals: Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth*. Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) is accepting applications for fiscal year (FY) 2018 Strategic Prevention Framework - Partnerships for Success grants. The purpose of this grant program is to address one of the nation's top substance abuse prevention priorities; underage drinking among persons aged 9 to 20. At their discretion, states/tribes may also use grant funds to target up to two additional, data-driven substance abuse prevention priorities, such as the use of marijuana, cocaine, or methamphetamine, etc. by individuals ages 9 and above. SPF-PFS is designed to ensure that prevention strategies and messages reach the populations most impacted by substance abuse. The program extends current established cross-agency and community-level partnerships by connecting substance abuse prevention programming to departments of social services and their community service providers. This includes working with populations disproportionately impacted by the consequences of substance use; i.e., children entering the foster care system, transitional youth, and individuals that support persons with substance abuse issues (women, families, parents, caregivers, and young adults).

The goal of this FOA is to enhance the diversity of the drug abuse research workforce by providing dissertation awards on topics related to the study of basic and clinical neuroscience, development, epidemiology, prevention, treatment, services, or women and sex/gender differences as they relate to drug abuse. In recognition of International Overdose Awareness Day, the Charles Koch Foundation seeks to support research projects (e.g. papers, conferences, workshops, etc.) that explore innovative, community-based solutions that are targeted at destroying the root causes of substance abuse. To that end, we are actively soliciting proposals for projects to consider innovative solutions that seek to alleviate substance use disorders. We are especially interested in research that: - Addresses innovative ways to help individuals overcome substance use disorders, prevent drug overdoses, and increase the willingness of individuals to seek treatment for substance abuse. - Explores the root causes of addiction and substance use disorders as well as innovative means to prevent substance abuse by remedying these root causes. - Addresses the unintended consequences of current approaches to reduce drug overdoses and substance abuse. - Examines solutions that offer a proactive approach to fighting addiction rather than a reactive approach focusing on treatment and recovery. - Explores opportunities to reduce the stigma associated with substance use disorders and celebrate success in overcoming addiction and substance abuse.

The Native American Elder Justice Initiative (NAEJI) will address the need for more culturally appropriate information and community education materials on elder abuse, neglect, and exploitation in Indian Country. It is expected that activities carried out under NAEJI will address at least one (1) of the following needs: a) Identify, develop and disseminate information and strategies on effective collaborations between tribal and non-tribal entities to address suspected cases of abuse, neglect, or exploitation; b) Assist Tribes in the development of tribal codes that protect seniors, building on existing work to develop model codes and an implementation toolkit, and maintaining examples of tribal codes to share with those creating or updating their own codes; c) Identify and develop tribally produced elder abuse prevention resources, and other informational materials for professionals and tribal members on elder abuse, neglect, and exploitation that are culturally appropriate to Tribal perceptions of abuse and Tribal values;

The purpose of this FOA is to encourage behavioral intervention development research to test efficacy, conduct clinical trials, examine mechanisms of behavior change, determine dose-response, optimize combinations, and/or ascertain best sequencing of behavioral, combined, sequential, or integrated behavioral and pharmacological (1) drug abuse treatment interventions, including interventions for patients with comorbidities, in diverse settings; (2) drug abuse treatment and adherence interventions for use in primary care; (3) drug abuse treatment and adherence interventions that utilize technologies to boost effects and increase implementability; (4) interventions to prevent the acquisition or transmission of HIV infection among individuals in drug abuse treatment; (5) interventions to promote adherence to drug abuse treatment, HIV and addiction medications; and (6) interventions to treat chronic pain. Research of interest includes but is not limited to Stage II and Stage III efficacy research.

The Comprehensive Opioid Abuse Program Training and Technical Assistance (TTA) Program establishes a comprehensive, coordinated, balanced strategy through enhanced grant programs that would expand prevention and education efforts while also promoting treatment and recovery. Through this solicitation, BJA intends to select five training and technical assistance (TTA) providers to support the Comprehensive Opioid Abuse Program (COAP). Providers will deliver TTA to tribal, state and local criminal justice and substance abuse treatment agencies nationwide, prescription drug monitoring programs (PDMPs), and their partner agencies in sites selected through the Comprehensive Opioid Abuse Site-based Program solicitation, and to communities nationwide impacted by the opioid epidemic. The TTA providers will work collaboratively within the COAP TTA Network.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), is accepting applications for fiscal year (FY) 2013 Strategic Prevention Framework Partnerships for Success cooperative agreements (SPF-PFS). The SPF-PFS is designed to address two of the nation's top substance abuse prevention priorities: 1) underage drinking among persons aged 12 to 20; and 2) prescription drug misuse and abuse among persons aged 12 to 25.

The National Institute on Drug Abuse (NIDA) supports a program of longitudinal cohorts to address emerging and high priority research on HIV/AIDS in the context of injection and non-injection substance abuse.  These cohorts provide a strong resource platform for current and future collaborative efforts with other investigators to address emerging questions related to HIV pathogenesis, prevention, and treatment in the context of substance abuse, as well as to foster the creativity and efficiency of investigator-initiated research projects. The diverse research activities among these cohorts include basic immunologic, and virologic studies, as well as studies on HIV prevention and treatment, and the co-morbidities and co-infections associated with HIV and substance abuse.  NIDA has determined that a coordinating center (CC) is needed in order to take advantage of these rich sources of data and bio-specimens and optimize collaborations among both the cohort investigators and other researchers not funded under the cohort program. In addition, the CC is expected to establish a virtual repository, and facilitate the leadership of the cohorts steering committee (SC), consisting of representatives from the NIDA-funded cohorts and NIDA staff. At this time, NIDA is soliciting  cooperative agreement applications for a CC to support the collaborative efforts of the cohorts that are currently funded by NIDA.

Opioid analgesics are widely prescribed for the treatment of pain patients. The increase in prescription opioids abuse, misuse and diversion warrants the support of new approaches designed to reduce their non-medical use. Among potentially important steps towards the goal of safer opioid analgesics are the efforts to reformulate medication so that an individual would not be able (abuse resistance) or would not want (abuse deterrence) to divert the prescription drug, and to create innovative medication dispensing devices/gadgets. This FOA represents a focused effort of the National Institute on Drug Abuse (NIDA) on preventing diversion and misuse at the patient level.

This Funding Opportunity Announcement (FOA) invites applications from researchers with broad expertise to study the consequences of alcohol consumption on immune function with a goal toward improving the outcome of patients who abuse alcohol. Alcohol abuse has long been associated with increased susceptibility to opportunistic infections. This association has led to extensive research demonstrating that alcohol abuse has a profound and negative impact on immune cell number and function and development of immune defense against pathogens. This pattern of drinking differentially affects the outcome of alcohol abuse: binge alcohol consumption suppresses host innate immune defense; chronic alcohol consumption suppresses most immune functions including phagocytic activity of macrophages and development of adaptive immune defense, yet paradoxically activates chronic inflammation.  Cumulative evidence now also supports a role for alcohol-induced immune alterations, in particular inflammation, in a wide range of alcohol related illnesses involving organ or tissue injury. In some cases, interventions against such alcohol-induced immune dysfunctions, such as anti-oxidant supplements and probiotics, are found to be effective in improving the clinical outcome. A comprehensive understanding of alcohol-induced immune dysfunctions and the underlying mechanisms is critical for developing effective diagnostic, preventive, and treatment approaches.  

BJA and SAMHSA are accepting applications for fiscal year (FY) 2015 for grants to enhance court services, coordination, and evidence-based substance abuse treatment and recovery support services of adult drug courts. The purpose of this joint initiative is to allow applicants to submit a comprehensive strategy for enhancing drug court services and substance abuse treatment. Through this solicitation, applicants are competing for two grant awards (a grant from SAMHSA and a separate grant from BJA) for both criminal justice and substance abuse treatment funds with one application. In order to fulfill all of the requirements for this grant program, applicants should comply with the requirements outlined in this announcement as well as those incorporated by reference in the Requirements Resource Guide. These grants are authorized under 42 U.S.C. § 3797u, et seq., and section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Substance Abuse Topic Area HP 2020-SA and SAMHSA's Strategic Initiative on Trauma and Justice. Drug courts funded through this grant may use federal funding and matched funding to serve only nonviolent offenders1 and must operate the adult drug court based on BJA's and the National Association of Drug Court Professionals' publication Defining Drug Courts: The Key Components, which addresses the statutory requirements. This opportunity provides drug court applicants the flexibility to identify the most appropriate evidence-based court (service/docket) model on which to base the drug court, in order to accommodate the needs and available resources of that jurisdiction, so long as the model conforms to the 10 key drug court components (see pages 9-11 of this solicitation), which describe the basic elements that define drug courts. (See page 8 for a definition of "evidence-based.")

The purpose of the HIV CBI program is to support an array of activities to assist grantees in building a solid foundation for delivering and sustaining quality and accessible state of the science substance abuse and HIV prevention services. The program aims to engage community-level domestic public and private non-profit entities, tribes and tribal organizations to prevent and reduce the onset of SA and transmission of HIV/AIDS among at-risk populations, including racial/ethnic minority youth and young adults, ages 13-24. SAMHSA is particularly interested in eliciting the interest of college and university clinics/wellness centers and community-based providers who can provide comprehensive substance abuse and HIV prevention strategies. These strategies must combine education and awareness programs, social marketing campaigns, and HIV and viral hepatitis (VH) testing services in non-traditional settings with substance abuse and HIV prevention programming for the population of focus. All grantees must be prepared to serve the community in which they are located.

The purpose of this funding opportunity announcement (FOA) is to provide competitive grant funds for regional partnership grants (RPGs) to improve the well-being of children affected by substance abuse. These targeted grants will be awarded to regional partnerships that provide through interagency collaboration and integration of programs and services, activities and services that are designed to increase the well-being of, improve permanency outcomes for, and enhance the safety of children who are in out-of-home placements or are at risk of entering out-of-home placements as a result of a parent's or caretaker's substance abuse. Applicants are expected to have a collaborative structure in place that is capable of building a region's capacity to meet a broad range of needs for families involved with both substance abuse treatment and the child welfare system. Per the legislative requirements, RPGs are required to select and report on performance indicators and evaluation measures to increase the knowledge that can be gained from the program. Partnerships will: Use specific, well-defined, and evidence-based programs that are also trauma-informed and targeted to the identified population; Conduct an evaluation that is sufficiently rigorous to contribute to the evidence base on service delivery, outcomes and costs associated with the project's chosen interventions; and Participate in the national cross-site evaluation, which includes an implementation and partnership study, an outcomes study, and an impact study.

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) invites applications to evaluate the cumulative and progressive effects on brain structure and cognitive/behavioral function of combined HIV infection and alcohol abuse. This project has recruited and longitudinally tracked a large cohort of individuals with HIV infection, or alcohol abuse, or the comorbid condition. As members of this cohort are growing older and living well longer due to antiretroviral medications, this project is well suited to address several questions of current interest in the HIV-AIDS research community. These questions include the effects of coinfection with the Hepatitis C virus, the involvement of peripheral neuropathy as a factor in frailty, potential neurotoxic effects of antiretroviral medications, and interactive effects with advancing age on sensory and motor functioning.

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program funds formula grants to all 56 States and U.S. territories for support of residential, jail-based, and aftercare treatment services delivered to offenders with substance abuse problems by State and local providers. In 2008, Section 102(a) of the Second Chance Act (SCA) amended the RSAT Program funding legislation to require an aftercare component, and Section 102(c) mandated a study on aftercare services by NIJ. NIJ seeks applications for a study of the use of funds on substance abuse and related aftercare services by the Department of Justice under the RSAT Program, currently managed by the Bureau of Justice Assistance.
