A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for food safety training, education, and technical assistance. The purpose of this Cooperative Agreement is to contribute to the knowledge base of and development of food safety systems globally due to the increasingly diverse and complex food supply.  This Cooperative agreement will: 1) Enhance and broaden FDA's ability to address global food safety and public health issues associated with food, 2) Provide opportunities to leverage additional resources among WTO member countries, 3) Support the FDA's Food Safety Modernization Act (FSMA) and its International Food Safety Capacity Building Plan, which emphasizes the concept of preventing food safety- related problems before they occur and the importance of establishing strong relationships and mutual support among all stakeholders, including multilateral organizations, to improve worldwide food safety.  4) Support global research on improving best practices to build effective food safety systems in low- and middle-income countries.

FDA announces the availability of funding and requests applications for Grants to Enhance Food Safety: National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program for fiscal year (FY) 2015 to address the needs of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers, especially as they relate to the implementation of the FDA Food Safety Modernization Act (FSMA).  Projects will help increase their understanding and adoption of established food safety standards, guidance, and protocols. The current FOA solicits applications from FDA's Veterinary Laboratory Investigation and Response Network laboratories for research related to emerging public food safety issues identified by the Vet-LIRN network office (VPO), for equipment and personnel necessary to expand laboratory capability and capacity, and for other related activities. This cooperative agreement program is intended to build domestic laboratory capacity as put forth in the Food Safety Modernization Act (FSMA), by developing the Vet-LIRN laboratory Network capabilities and capacity to investigate potential animal foodborne illness outbreaks.

This AFRI Challenge Area promotes and enhances the scientific discipline of food safety, with an overall aim of protecting consumers from microbial and chemical contaminants that may occur during all stages of the food chain, from production to consumption. This requires an understanding of the interdependencies of human, animal, and ecosystem health as it pertains to foodborne pathogens. The long-term outcome for this program is to reduce foodborne illnesses and deaths by improving the safety of the food supply, which will result in reduced impacts on public health and on our economy. In order to achieve this outcome, this program will support single-function Research Projects and multi-function Integrated Research, Education, and/or Extension Projects, and Food and Agricultural Science Enhancement (FASE) Grants that address one of the Program Area Priorities (see Food Safety RFA for details).

This cooperative agreement funding opportunity is a continuation towards the development of the Integrated Food Safety System (IFSS) National Curriculum Standard (NCS) for the various jobs within the human food, animal food, and laboratory regulatory programs (retail food, human manufactured food, animal food, produce, milk, lab, and shellfish) with the ability to expand into other program areas as directed (pharmaceuticals, medical devices, radiological health, imports, bioresearch monitoring, tobacco, leadership and management or other training programs OTED, is or becomes responsible for); continuation of conducting course deliveries, researching and assessing stakeholder training needs; researching the effectiveness of current training models; development of a curriculum tracking database; and the design, development and/or evaluation of new or existing web and classroom courses, materials, and job aids for classroom or field training as directed.

This Environmental Health Specialists Network (EHS-Net) research opportunity seeks to develop and sustain a network of environmental health program staff, in collaboration with epidemiologists and other public health professionals, to identify retail food safety research practice-based priorities focused on identifying and preventing foodborne illness risk factors, and to conduct the research. The Cooperative Agreement announced in this FOA represents the continuation and further refinement as well as expansion of well-established collaborations between WHO and FDA, through OIP, in support of data-driven and science-based public health, science-based and research strategies and approaches that align well with FDA domestic and global goals. This cooperative agreement is expected to contribute to the knowledge base of the current regulatory efforts in support of food and medical products safety and quality globally and address specific challenges and fill gaps in the global efforts to ensure said safety and quality of such products.

FDA announces the availability of funding and requests applications for National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program: Regional Center Grants to Enhance Food Safety for fiscal year (FY) 2016. The intention of this program is to begin building an infrastructure that will support a national food safety training, education, extension, outreach, and technical assistance system and provide significant opportunities for funding through subcontracts and for partnerships with eligible stakeholder groups, including community-based and non-governmental organizations.

The activities undertaken under this Cooperative Agreement would be targeted to training FDA's regulatory counterparts who commit to doing further training in their respective countries, academia, and industry representatives. By training regulators, IICA would be providing up-to-date information on FDA FSMA requirements, as well as good agricultural practice knowledge. If regulators or appropriate government institutions become trainers of the Alliance curriculum, they could possibly offer the training at lower costs, which can be a prohibitive factor for smaller business entities in understanding and implementing FSMA produce safety standards.

The purpose of this study is to: 1) collect information on practice patterns in special populations to assess possible barriers to generic substitution ; 2) compare clinical practice (e.g., drug product manipulation prior to administration, co-administration with another food or drug) with labeled drug administration information in the assessed populations to identify factors that raise issues for safety and effectiveness with generic substitution; and 3) analyze the impact of product-level, patient-level, and provider-level factors on generic drug substitution. The outcome of this study will help identify research needs, support FDA's regulatory science efforts to monitor and ensure successful generic substitution, and provide evidence to assure the public on generic drug safety and effectiveness.

Over the past three years, we have expanded our programming beyond its past focus on physical activity, urban farms, and local food. We're still committed to these areas, and they'll be considered under this RFP. But our program as a whole aims to have broader impact and reach more spaces in the community. That's why we are inviting projects that address issues in the following domains: Built Environment, Community Safety, Environmental Exposures, Healthy Behaviors, and Social/Economic Factors. We are especially interested in projects that advance resident- or youth-led initiatives, and projects that seek to influence and strengthen local policies that impact residents' health.

The goals of this Cooperative Agreement Grant are to continue the development of the Integrated Food Safety System (IFSS) National Curriculum Standard (NCS) for the laboratory competency and curriculum frameworks, further work on the development and validation of competency statements, and create, develop and deliver courses to IFSS laboratorians nationwide.
