This Funding Opportunity Announcement (FOA) encourages applicants to develop innovative research applications on prescription drug abuse, including research to examine the factors contributing to prescription drug abuse; to characterize the adverse medical, mental health and social consequences associated with prescription drug abuse; and to develop effective prevention and service delivery approaches and behavioral and pharmacological treatments. Applications to address these issues are encouraged across a broad range of methodological approaches including basic science, clinical, epidemiological, and health services research to define the extent of the problem of prescription drug abuse, to characterize this problem in terms of classes of drugs abused and combinations of drug types, etiology of abuse, and populations most affected (including analyses by age group, race/ethnicity, gender, and psychiatric symptomatology). Studies on individual- and patient-level factors, prescriber factors, and/or health system factors are encouraged, as are studies on all classes of prescription drugs with high abuse liability, including analgesics, stimulants, sedative/hypnotics and anxiolytics. Researchers are further encouraged to study the relationship between the prescription medication, the indication for which the medication was prescribed (e.g., pain, sleep disorder, anxiety disorder, obesity), and the environmental and individual factors contributing to abuse.

BJA and SAMHSA are accepting applications for fiscal year (FY) 2015 for grants to enhance court services, coordination, and evidence-based substance abuse treatment and recovery support services of adult drug courts. The purpose of this joint initiative is to allow applicants to submit a comprehensive strategy for enhancing drug court services and substance abuse treatment. Through this solicitation, applicants are competing for two grant awards (a grant from SAMHSA and a separate grant from BJA) for both criminal justice and substance abuse treatment funds with one application. In order to fulfill all of the requirements for this grant program, applicants should comply with the requirements outlined in this announcement as well as those incorporated by reference in the Requirements Resource Guide. These grants are authorized under 42 U.S.C. § 3797u, et seq., and section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Substance Abuse Topic Area HP 2020-SA and SAMHSA's Strategic Initiative on Trauma and Justice. Drug courts funded through this grant may use federal funding and matched funding to serve only nonviolent offenders1 and must operate the adult drug court based on BJA's and the National Association of Drug Court Professionals' publication Defining Drug Courts: The Key Components, which addresses the statutory requirements. This opportunity provides drug court applicants the flexibility to identify the most appropriate evidence-based court (service/docket) model on which to base the drug court, in order to accommodate the needs and available resources of that jurisdiction, so long as the model conforms to the 10 key drug court components (see pages 9-11 of this solicitation), which describe the basic elements that define drug courts. (See page 8 for a definition of "evidence-based.")

The Executive Office of the President, Office of National Drug Control Policy (ONDCP), and the Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) are accepting applications for Fiscal Year (FY) 2019 Drug-Free Communities (DFC) Support Program grants. By statute, the DFC Support Program has two goals: Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth*. Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The purpose of this funding opportunity announcement (FOA) is to encourage behavioral intervention development research to test efficacy, conduct clinical trials, examine mechanisms of behavior change, determine dose-response, treatment optimization, and/or ascertain best sequencing of behavioral, combined, sequential, or integrated behavioral and pharmacological (1) drug abuse treatment interventions, including interventions for patients with comorbidities; (2) drug abuse treatment and adherence interventions; (3) drug abuse treatment and adherence interventions that utilize technologies to boost effects and increase implementability and sustainability; (4) interventions to prevent the acquisition or transmission of HIV infection among individuals in drug abuse treatment; (5) interventions to promote adherence to drug abuse treatment, HIV and addiction medications; and (6) interventions to treat substance misuse and chronic pain. Research of interest includes but is not limited to Stage I research.

Research of interest includes but is not limited to Stage II and Stage III efficacy research.

In recognition of International Overdose Awareness Day, the Charles Koch Foundation seeks to support research projects (e.g. papers, conferences, workshops, etc.) that explore innovative, community-based solutions that are targeted at destroying the root causes of substance abuse. To that end, we are actively soliciting proposals for projects to consider innovative solutions that seek to alleviate substance use disorders. We are especially interested in research that: - Addresses innovative ways to help individuals overcome substance use disorders, prevent drug overdoses, and increase the willingness of individuals to seek treatment for substance abuse. - Explores the root causes of addiction and substance use disorders as well as innovative means to prevent substance abuse by remedying these root causes. - Addresses the unintended consequences of current approaches to reduce drug overdoses and substance abuse. - Examines solutions that offer a proactive approach to fighting addiction rather than a reactive approach focusing on treatment and recovery. - Explores opportunities to reduce the stigma associated with substance use disorders and celebrate success in overcoming addiction and substance abuse.

This Funding Opportunity Announcement (FOA) is to provide support for research Centers that (1) conduct drug abuse and addiction research in any area of NIDA's mission, (2) have outstanding innovative science, (3) are multidisciplinary, thematically integrated, synergistic, and (4) serve as national resource(s) to provide educational and outreach activities to drug abuse research communities, educational organizations, the general public, and policy makers in the NIDA research fields It is expected that a Center will transform knowledge in the sciences it is studying. Incremental work should not be the focus of Center activities; rather, new and creative directions are required. The P50 Center of Excellence is expected to foster the career development and mentoring of new investigators who would be given meaningful roles to play in the Center projects. A goal of this program is to create NIDA Centers that are national community resources for furthering drug abuse research by sharing their findings, their data, and their resources as appropriate for researchers to use and build upon and to advance research in this field

Opioid analgesics are widely prescribed for the treatment of pain patients. The increase in prescription opioids abuse, misuse and diversion warrants the support of new approaches designed to reduce their non-medical use. Among potentially important steps towards the goal of safer opioid analgesics are the efforts to reformulate medication so that an individual would not be able (abuse resistance) or would not want (abuse deterrence) to divert the prescription drug, and to create innovative medication dispensing devices/gadgets. This FOA represents a focused effort of the National Institute on Drug Abuse (NIDA) on preventing diversion and misuse at the patient level.

The National Institute on Drug Abuse (NIDA) intends to solicit proposals from offerors having the capability to identify and quantify drugs and their metabolites in biological fluids and tissues such as plasma/serum, urine, sweat, saliva, hair and brain and other tissues. These drugs may include cannabinoids, opiates, amphetamines, l alpha acetyl methadol (LAAM), naltrexone, methadone, cocaine, phencyclidine, anabolic steroids, opioid peptides and peptidomimetics, benzodiazepines, and other drugs and their metabolites. The concentrations of such drugs and metabolites usually appear in biological materials at ng/g or ng/ml levels and therefore require the use of state-of-the-art chromatography methods for separation and highly sensitive instrumentations for identification and quantification, such as gas chromatography-mass spectrometry (GC-MS), liquid chromatography-mass spectrometry (LC-MS), and liquid chromatography-tandem mass spectrometry (LC-MS-MS).

This FOA invites applications to investigate the underlying mechanisms and CNS consequences of the interactions on inflammasome assembly and activation under the comorbidity of acute or chronic drug abuse and HIV-1 infection. Applications proposing to study only the effects of drugs of abuse or only the consequences of HIV-1 infection will be considered non-responsive to this FOA. Basic and preclinical research projects are appropriate. Addictive substances of interest include: opioids, nicotine, cocaine, methamphetamine, stimulants, prescription drugs, cannabinoids, alcohol, or combinations of these drugs.  However, applications focused solely on alcohol exposure will be considered non-responsive to this FOA.

The Comprehensive Opioid Abuse Program Training and Technical Assistance (TTA) Program establishes a comprehensive, coordinated, balanced strategy through enhanced grant programs that would expand prevention and education efforts while also promoting treatment and recovery. Through this solicitation, BJA intends to select five training and technical assistance (TTA) providers to support the Comprehensive Opioid Abuse Program (COAP). Providers will deliver TTA to tribal, state and local criminal justice and substance abuse treatment agencies nationwide, prescription drug monitoring programs (PDMPs), and their partner agencies in sites selected through the Comprehensive Opioid Abuse Site-based Program solicitation, and to communities nationwide impacted by the opioid epidemic. The TTA providers will work collaboratively within the COAP TTA Network.

It supports research that is high-risk and potentially high-impact that is underrepresented or not included in NIDA's current portfolio. The proposed research should: (1) test a highly novel and significant hypothesis for which there are scant precedent or preliminary data and which, if confirmed, would have a substantial impact on current thinking; and/or (2) develop or adapt innovative techniques or methods for addiction research, or that have promising future applicability to drug abuse research.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), is accepting applications for fiscal year (FY) 2013 Strategic Prevention Framework Partnerships for Success cooperative agreements (SPF-PFS). The SPF-PFS is designed to address two of the nation's top substance abuse prevention priorities: 1) underage drinking among persons aged 12 to 20; and 2) prescription drug misuse and abuse among persons aged 12 to 25.

The National Institute on Drug Abuse (NIDA) supports a program of longitudinal cohorts to address emerging and high priority research on HIV/AIDS in the context of injection and non-injection substance abuse.  These cohorts provide a strong resource platform for current and future collaborative efforts with other investigators to address emerging questions related to HIV pathogenesis, prevention, and treatment in the context of substance abuse, as well as to foster the creativity and efficiency of investigator-initiated research projects. The diverse research activities among these cohorts include basic immunologic, and virologic studies, as well as studies on HIV prevention and treatment, and the co-morbidities and co-infections associated with HIV and substance abuse.  NIDA has determined that a coordinating center (CC) is needed in order to take advantage of these rich sources of data and bio-specimens and optimize collaborations among both the cohort investigators and other researchers not funded under the cohort program. In addition, the CC is expected to establish a virtual repository, and facilitate the leadership of the cohorts steering committee (SC), consisting of representatives from the NIDA-funded cohorts and NIDA staff. At this time, NIDA is soliciting  cooperative agreement applications for a CC to support the collaborative efforts of the cohorts that are currently funded by NIDA.

This Funding Opportunity Announcement (FOA) for R34 applications seeks to support: (a) pilot and/or feasibility testing of innovative new, revised, or adapted prevention intervention approaches to prevent or delay the initiation and onset of drug and alcohol use, the progression to misuse or problem use or alcohol and other substance use disorder, reduce drinking and driving and deaths related to impaired driving, and the drug- or alcohol-related acquisition or transmission of HIV infection and viral hepatitis among diverse populations and settings; and, (b) pre-trial feasibility and acceptability testing for prevention services and systems research. It is expected that research conducted via this R34 mechanism will consist of studies that are a pre-requisite for preparing and submitting subsequent applications for larger scale drug or alcohol abuse prevention and/or drug- or alcohol-related HIV prevention intervention studies. This R34 FOA does not support applications for which the sole focus is development of intervention protocols, manuals, or the standardization of protocols. Any intervention development work must be imbedded within a pilot/feasibility study. Of particular interest is prevention research that addresses current public health priorities and priority settings and systems.

This FOA does not support applications for which the sole focus is development of intervention protocols, manuals, or the standardization of protocols. Any intervention development work must be imbedded within a pilot/feasibility study. The purpose of this FOA is to conduct research to assess the impact of policies and administrative practices on the inappropriate prescribing or abuse of prescription opioid analgesics. This funding will support projects that: (1) evaluate the impact of current legislation that requires state oversight of pain management clinics or sets out registration, licensure, or ownership requirements for such clinics, or (2) evaluate the impact of formulary management and benefit design strategies used by public or private insurers and pharmacy benefit managers (e.g., quantity limits, step therapies, preferred drug lists, prior authorization, tiered formularies, and drug utilization review programs) that are applicable to all beneficiaries, not just those identified as abusing drugs or engaged in fraudulent activity.
