The Environmental Justice Small Grants (EJSG) Program provides funding directly to community-based organizations for projects that help residents of underserved communities understand and address local environmental and public health issues. For purposes of this announcement, the term "underserved community" refers to a community with environmental justice concerns and/or vulnerable populations, including minority, low income, rural, tribal, indigenous, and homeless populations that may be disproportionately impacted by environmental harms and risks. In general, the EJSG program awards grants that support community-driven projects designed to engage, educate, and empower communities to better understand local environmental and public health issues and develop strategies for addressing those issues, building consensus in the community, and setting community priorities. Community-driven projects are projects that include activities where community residents and/or representatives are integrally involved in the thinking behind and execution of those activities. Therefore, applying organizations should have a direct connection to the underserved community impacted by environmental harms and risks.

The purpose of NIDILRR's Disability and Rehabilitation Research Projects (DRRP) which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, applicants must propose a development project that is aimed at improving the community living and participation of individuals with disabilities. In carrying out a development project under this program, a grantee must use knowledge and understanding gained from research to create materials, devices, systems, or methods beneficial to the target population, including design and development of prototypes and processes. Please note that this is the Funding Opportunity for field-initiated DRRP development projects in the community living and participation domain. NIDILRR plans to make two field-initiated DRRP awards in the community living and participation domain. NIDILRR's two field-initiated DRRP awards in the community living and participation domain may be (1) both research projects, (2) both development projects, or (3) a research project and a development project, depending on the ranking of applications provided by the peer review panel.

According to the foundation, society must do more to address the harm done to people with low incomes - including systemic racial injustice and normalized acts of exclusion - and the disinvestment in the communities in which they live. Only then can it recognize and deploy creative placemaking as a necessary dimension of the strategies needed to create the conditions by which people thrive and communities are supported. To that end, the foundation seeks to invest in pre-conditions for long-term change such as resident empowerment and agency, social cohesion, narrative change, and equitable capital improvements. The foundation will support arts and community development organizations and projects with the potential to advance innovative and creative approaches to community development and inclusionary practices and policies. Projects receiving priority include those that position arts, culture, and community-engaged design as a central element of community development and planning; adopt an explicit equity lens that seeks to dismantle structural inequities; empower residents with low incomes to advocate for and lead change in their community; take an asset-based approach when working in historically marginalized communities; promote models of distributed leadership and wealth; reinforce collaborations and equal partnerships across multiple sectors; advance just practices and principles in the creative placemaking field; and create career pathways and learning opportunities for NextGen creative placemaking leaders of color.

A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The purpose of this FOA is to have a significant impact on reducing rates of teen pregnancy and existing disparities (see pages 7-8) by replicating evidence-based TPP programs to scale in at least 3 settings in communities and with populations at greatest need. The long-term goals of the EJSG Program are to help build the capacity of communities with environmental justice concerns and to create self-sustaining, community-based partnerships that will continue to improve local environments in the future. The fiscal year 2015 program will consider proposals supporting community-based preparedness and resilience efforts (community climate resiliency). The goal is to recognize the critical role of localized efforts in helping communities shape climate change strategies to avoid, lessen, or delay the risks and impacts associated with climate change. An overarching goal of including this emphasis is to help bolster the efforts of underrepresented communities to address climate change vulnerabilities and develop solutions.

The National Institute on Drug Abuse (NIDA), in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting cooperative agreement applications with the intention of ultimately funding up to three research sites and one data coordinating center (DCC) to participate in the 'HEALing Communities Study': Developing and Testing an Integrated Approach to Address the Opioid Crisis. The HEALing Communities Study will test the immediate impact of implementing an integrated set of evidence-based interventions across healthcare, behavioral health, justice, and other community-based settings to prevent and treat opioid misuse and Opioid Use Disorders (OUD) within highly affected communities. Highly affected communities of interest could include counties or cities within states that are burdened with higher than average rates of overdose mortality and opioid-related morbidity, and other complications. Combined, all the communities participating in a single research site application must demonstrate having experienced at least 150 opioid related overdose fatalities in the past year, based on the most recent complete year of data available (15% of these deaths must be in rural communities). States within the top third for age-adjusted drug overdose death rates in 2016, (per the Centers for Disease Control) are of special interest. The integrated set of evidence-based prevention and treatment interventions should be designed to achieve the following goals: reduce overdose fatalities, and events; decrease the incidence of OUD; and increase the number of individuals receiving medication-assisted treatment, retained in treatment beyond 6 months, and receiving recovery support services compared to baseline.

CDC’s Healthy Community Design Initiative is part of the National Center for Environmental Health's Division of Emergency and Environmental Health Services. The Initiative works to improve public health by: • Linking public health surveillance with community design decisions; • Improving community design decisions through tools such as Health Impact Assessment; • Educating decision makers on the health impact of community design; • Building partnerships with community design decision makers and their influencers. In order to increase the capacity of professional planners and planning departments to address today’s public health issues this cooperative agreement will develop strategies and initiatives designed to provide evidence based guidance that planning professionals can use to create health promoting communities. It is expected that tools, techniques, and information needed for health considerations to be an explicit component in comprehensive plans, development regulations, planning process, capital budgets, transportation, and land use planning will be identified and created. This announcement solicits applications for the Rural Health Care Coordination Network Partnership Program (Care Coordination Program). The purpose of the Rural Health Care Coordination Network Partnership Program is to support the development of formal, mature rural health networks that focus on care coordination activities for the following chronic conditions: diabetes, congestive heart failure (CHF) and chronic obstructive pulmonary disease (COPD). Care coordination in the primary care practice involves deliberately organizing patient care activities and sharing information among all of the participants concerned with a patient¿s care to achieve safer and more effective care. Rural Americans are unhealthier, with higher rates of chronic illnesses, such as diabetes, CHF, and COPD and have higher rates of high-risk behaviors such as smoking, physical inactivity, and poor nutrition.[1],[2],[3],[4] These high-risk behaviors cause many of the illnesses, suffering and deaths due to chronic diseases and conditions.[5] The increasing prevalence of chronic diseases and the high cost of health care in the U.S. bring treatment of the ¿whole¿ person to the forefront, especially as there are often psychosocial (psychological and social) issues related to chronic diseases; for example, there is a link between diabetes and depression. In addition, more mental health problems are seen in the primary care setting than other health care settings; thus, integrating behavioral health care into primary care helps address both the physical and psychosocial aspects of health and wellness. The purpose of the Academic-Community Partnership Conference Series is to bring together academic institutions and community organizations to identify opportunities for reducing health disparities through the use of Community-Based Participatory Research (CBPR). The objectives of meetings conducted as part of this award will be to: (1) establish and/or enhance existing academic-community partnerships; (2) identify community-driven research priorities; and (3) develop long-term collaborative CBPR research agendas. The National Heart, Lung, and Blood Institute invites cooperative agreement (U01) applications to serve as the Research Center (RC) for the Molecular Atlas of Lung Development Program (LungMAP), Phase 2. The overall objective of LungMAP is to better understand human lung development through building an open-access reference resource of a comprehensive, dynamic, 3-D molecular atlas of the late-stage developing human lung with data and reagents available to the research community. Phase 2 of LungMAP will continue to generate and integrate high-resolution, multiscale molecular profiles associated with spatial information to provide molecular characterizations of functionally and anatomically defined cell types in the developing human lung. Phase 2 of LungMAP will focus on human lung only and will extend the scope to cover normal lung development into early adulthood (up to 25 years old), as well as abnormal lung development in selected neonatal and pediatric rare lung diseases. The purpose of the LungMAP RCs will be to generate the molecular profiling data of the developing human lung. Applicants are not required to have been funded in Phase 1 (RFA-HL-14-008) in order to submit applications for Phase 2.

There is a fellowship opportunity at the Center for Global Health, Division of Global Health Protection (DGHP) Communications Team at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia. The fellow will have the opportunity to be involved in the following activities: Training and learning about CDC's global health capacity building programs through conducting communication research and identifying best practices in communicating with different audiences to enhance messaging from the Division.  Training in clear communication, message development, risk communication, research methods, and the use of the clear communications index.  Training on the use of social media and digital media to communicate scientific information, and how DGHP conducts outbreak and emergency response efforts. This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment is for one year, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, Georgia, area. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits.

This announcement solicits applications for the National Training and Technical Assistance Cooperative Agreements (NCAs) Program to provide necessary technical and non-financial assistance to potential and existing Health Center Program[1] grantees and look-alikes (hereafter referred to as health centers) nationwide. The Health Resources and Services Administration (HRSA) is seeking to fund up to four NCAs to provide training and technical assistance (T/TA) directly and through collaborative partnerships[2] to support health centers in providing better, more affordable care and improving the health of individuals and communities in accordance with the following Department of Health and Human Services' (HHS) National Quality Strategy (NQS) priorities:[3] 1. The Office of Rural Health Policy (ORHP) will fund a cooperative agreement to support a Rural Assistance Center (RAC). The RAC is a gateway to information on rural health for residents in rural areas of the United States and for all others interested in the issue. Through daily interactions and responding to inquiries and concerns, the RAC will be able to ensure that ORHP and the Department of Health and Human Services are informed of developing and ongoing grass-roots issues in the rural U.S. The role of ORHP as the Department of Health and Human Service¿s focal point for rural information allows its staff to identify key regulatory and statutory issues. The staff of ORHP will work collaboratively with the RAC to prioritize key issues and develop information resources to share with callers and web users. It is also expected that RAC staff will produce publications to respond to emerging issues. ORHP and Department staff will review RAC proposals for publications to ensure that critical issues are appropriately identified. When publications are prepared for release, ORHP and Department staff will review them for accuracy and completeness. The awardee must be able to identify and facilitate access to information from a wide range of sources that deal with aspects of rural health care. ORHP will also coordinate information sharing between the RAC and the Rural Health Research Centers, the Rural Recruitment and Retention Network, State Offices of Rural Health, and other projects that are funded by the Office. RAC staff will work with ORHP to develop strategies for dissemination of key research findings and for providing synthesis of key research findings. The applicant should be familiar with providers of Technical Assistance (TA) for rural health care providers funded by ORHP and be able to make referrals, avoid duplication of services, and ensure that rural residents are directed to appropriate resources for their information needs. During the last nine years, the U.S. Centers of Disease Control and Prevention (CDC) has worked with nations around the world to build capacity to prepare, detect, and respond to pandemics. Through previous funding opportunity announcements (FOA) and subsequent cooperative agreements, CDC and its international partners and national ministries of health focused on three pillars: 1) preparedness and communication; 2) surveillance and detection; 3) response and containment. The success of this developed capacity is evident across the globe. Through these cooperative agreements, CDC and partners have: Developed national government public-health pandemic preparedness plans Developed pandemic communication plans Improved laboratory capacity and infrastructure for influenza virologic surveillance Enhanced epidemiology capacity and infrastructure for disease surveillance Developed sentinel, hospital-based surveillance for severe acute respiratory illness (SARI) Enhanced integration of laboratory and epidemiologic surveillance for influenza Developed surveillance for cases and clusters of respiratory and febrile illnesses that could represent emerging new pandemics.
