This requirement will address measures included in the 2008 United States Fish & Wildlife (USFWS) Biological Opinion (BO) for Military Operations on San Clemente Island (SCI) related to plant management on SCI. The BO identifies the need to continue control of invasive weeds that may be limiting the recovery of six listed plant species. Currently, the invasive species management program on SCI is structured around the five goals identified in the 2008-2012 National Invasive Species Management Plan: (1) Prevention; (2) Early Detection and Rapid Response; (3) Control and Management; (4) Restoration; and (5) Organizational Collaboration. Once invasive species have been established, which is the scenario on SCI, at least five types of management can be utilized (biological, chemical, mechanical, harvest management, and fire). This Cooperative Agreement will focus on the first four methods of management (i.e. excluding fire) and will be a continuation of work begun in late 1990. This action is considered to be a new cooperative agreement as work has not been recently procured.

The Organic Farming Research Foundation is dedicated to fostering the widespread adoption and improvement of organic farming systems in the United States, Canada, and Mexico. To that end, OFRF provides funding for research on organic farming and food systems and the dissemination of these research results to organic farmers and the greater agricultural and research communities. One-year grants of up to $20,000 are available for research projects related to any production, social, economic, or policy-related topic of concern to organic farmers and/or ranchers. Priority areas include soil health, innovative weed control, management of emerging insect and disease issues, and livestock health. Projects must involve farmers or ranchers in project design and implementation and must take place on certified organic land, ideally on a working organic farm or ranch. Applicants should articulate how the proposed research project will foster the improvement or adoption of organic farming systems, as well as ways in which organic farmers or ranchers can use the proposed results in their operations. Research projects must include strong education and outreach components and contain measurable objectives.

The U.S. Integrated Ocean Observing System (IOOS®) is a national and regional partnership working to provide ocean, coastal and Great Lakes observations, data, tools, and forecasts to improve safety, enhance the economy, and protect our environment. NOAA, along with the IOOS stakeholders views a community coastal and ocean modeling test environment as essential to a sustained and operational IOOS. A modeling environment was established with the Coastal and Ocean Modeling Testbed (COMT). To continue to advance coastal and ocean model predictions and forecasts, it is important that we continue to coordinate development and testing work between federal and non-federal operational and research partners. The COMT is a forum for that work. The program priorities for this funding opportunity are to facilitate and accelerate the transition of models and model based technologies from research environments toward operational readiness. As part of this transition, we will improve our understanding of coastal ocean and lake processes and ultimately apply this knowledge to predictions of events and changes that impact coastal lives and livelihoods. Of particular interest are coastal ocean and lake phenomena that intersect the mission goals of NOAA, other operational agencies, and the IOOS Regional Associations.

The States of Colorado, Utah, Wyoming and New Mexico (Upper Division States), through UCRC, have been working in parallel with Arizona, California and Nevada (Lower Division States) and public entities within the Colorado River Basin, and in conjunction with the Department of the Interior, Bureau of Reclamation (Reclamation), to develop and implement drought contingency options, as appropriate, to avoid or reduce the likelihood of reaching critical reservoir elevations at either Lake Powell or Lake Mead. On July 16, 2013, Don Ostler, Executive Director of UCRC, testified before a Senate Subcommittee, "The Colorado River Basin remains in a very severe 14 year drought, the continuation of which could drive Lake Powell to levels that threaten the ability to generate electrical power and Lake Mead to levels that require implementation of shortages within a few years."

The purpose of this competitive undergraduate scholarship grant program is to increase the multicultural diversity of the food and agricultural scientific and professional workforce, and advance the educational achievement of all Americans by providing competitive grants to colleges and universities.

A priority for the Utah BLM is to improve the health and productivity of public lands through investing in our public lands to enhance wildlife habitat, restore watershed and riparian areas, and enhance partnerships to maximize resources that result in healthier landscapes. The objectives for this umbrella announcement will allow for the development of partnerships that provide for one or more of the following types of objectives: â¿¢ Provide technical support for aquatic and riparian resource assessments during land use planning, utilizing landscape or regional assessments such as the Rapid Ecoregional Assessments, Beaver Restoration Tool, Riparian Condition Assessment Tool, Aquatic Assessment, Inventory and Monitoring Data, High Resolution Riparian Land Cover Mapping, fish habitat data, geomorphic change detection data, Conservation Success Index and Native Salmonid Population Viability Analysis. â¿¢ Provide technical support for aquatic and riparian restoration planning, implementation and monitoring utilizing existing landscape or regional assessments such as the Rapid Ecoregional Assessments, Beaver Restoration Tool, Riparian Condition Assessment Tool, Aquatic Assessment, Inventory and Monitoring Data, High Resolution Riparian Land Cover Mapping, fish habitat data, geomorphic change detection data, Conservation Success Index and Native Salmonid Population Viability Analysis. â¿¢ Develop and assist with implementation of on-the-ground cold and warm water fisheries habitat restoration projects for native fish and other species â¿¢ Develop and assist with implementation of on-the-ground habitat restoration projects which will also support riparian restoration in Greater Sage-Grouse priority habitats â¿¢ Develop working lands/conservation ranching initiatives which support conservation of native fish and riparian resources using land management practices which support healthy, balanced ecosystems.

The mission of the NOAA Climate and Societal Interactions (CSI) research portfolio is to inform improvements in planning and preparedness in diverse socio-economic regions and sectors throughout the U.S. and abroad via the integration of knowledge and information about extreme weather and climate. Our research advances the nation's understanding of climate-related risks and vulnerabilities across sectors and regions - within and beyond our borders - and the development of tools to foster more informed decision making. These efforts support NOAA's vision to create and sustain enhanced resilience in ecosystems, communities, and economies. The overall objectives of the CSI portfolio are the following: 1. Support innovative, applicable, and transferable approaches for decision making, especially for risk characterization in the context of a variable and changing climate; 2. Establishment of a network of regionally scoped, long-term efforts to inform climate risk management and decision making; and 3. Promotion of the transfer of climate knowledge, tools, products, and services within NOAA, across the federal government, nationally, and internationally.

Through the program, grants will be awarded to fire departments and brigades, as well as national, state, regional, local, and community organizations working to support a wide range of fire prevention, preparedness, and control efforts (e.g., pre-fire planning, fire prevention education/training, arson prevention/fire investigation, etc.).

In 2018, the foundation will award grants of up to $20,000 to support projects that enrich mankind's understanding of and concern for aquatic environments; increase understanding of sport diving physics and physiology and add to the scientific understanding of man's relationship and ability to survive in the underwater environment; and/or improve understanding of, and response to, hazards to humans and ecosystems related to climate change in coastal and ocean environments. Generally, the foundation will not fund overhead or other indirect expenses.

The Fish and Wildlife Management Assistance Program provides technical and financial assistance to other federal agencies, states, local governments, Native American tribes, non-governmental organizations, citizen groups, and landowners for the conservation and management of fish and wildlife resources. This includes minimizing the establishment, spread, and impact of aquatic invasive species. Specifically, aquatic habitat conservation projects under this program must protect, restore, and enhance fish and aquatic habitats, as outlined in the National Fish Habitat Action Plan (Action Plan). Likewise, projects under this program, directly or indirectly, support and promote public access to recreational fishing opportunities and the sustainable use of other natural resources. Funded projects may be carried out by Fish Habitat Partnerships (FHPs) recognized by the National Fish Habitat Board (Board) or the partners of Board recognized FHPs. The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS)/Competitive Research Program (CRP) is soliciting proposals for the Prevention, Control and Mitigation of Harmful Algal Blooms (PCMHAB) and HAB Socioeconomics Research Programs. Funding is contingent upon the availability of Fiscal Year 2020 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2020 start date.

This Notice of Intent provides potential applicants advance notice that the Department of Energy Office of Fossil Energy intends to issue a Funding Opportunity Announcement No. DE-FOA-0002192, titled Extreme Environment Materials for Power Generation. The objective of the planned FOA is to competitively solicit and award research and development projects that will focus on materials research,development,testing, and validation to enhance the domestic materials supply chain and the reliability of the existing fossil power generation fleet.

The Advanced Research Projects Agency - Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358) to: "(A) to enhance the economic and energy security of the United States through the development of energy technologies that result in- (i) reductions of imports of energy from foreign sources; (ii) reductions of energy-related emissions, including greenhouse gases; and (iii) improvement in the energy efficiency of all economic sectors; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies."

The objective of the proposed activity is to issue a Funding Opportunity Announcement with restricted eligibility among the University and HBCU/OMI community, receive and review the applications, select the top-rated applications for award, negotiate with the selected applicants and complete the award process by issuing grants. Applications submitted in response to the FOA will be evaluated by reviewers from differing backgrounds (e.g., industry and DOE) with the most meritorious applications selected for award.
