On behalf of the Estuary Habitat Restoration Council (Council), the U.S. Army Corps of Engineers (USACE) is soliciting proposals for estuary habitat restoration projects.

Research!America is pleased to announce an exciting new program to introduce and engage early-career scientists in research advocacy and science policy. The 2013 Research!America Advocacy Academy is a unique opportunity for postdoctoral fellows in the health and biomedical sciences to learn about how to best incorporate advocacy and effective communications into their role as a scientist. The 2013 class of up to 12 Research!America advocates will participate in a two-day Washington, DC, program from September 11-12, 2013. Participants will learn about the federal budget and appropriations process, tools for effective science communication and outreach as well as how to engage with elected representatives on scientific and research issues. The program includes visiting Capitol Hill to meet with policy makers and congressional staff members, providing participants with a first-hand experience advocating for health research. Rounding out this unique Washington experience, participants will attend Research!America's National Health Research Forum where top leaders in government, industry, academia and patient organizations engage in moderated conversations on issues of importance to the research ecosystem. Upon completion of the program, participants will become Science Advocates for Research!America. Advocates will remain engaged with Research!America staff, receive ongoing action alerts and learn about ways to involve their home institution's research community in effective science advocacy. All travel expenses (transportation, lodging and meals) will be provided and arranged by Research!America through an educational grant provided by Pfizer. This year's program is limited to 12 exceptional postdoctoral researchers with a dedicated interest in becoming active advocates for science.

The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish an Academic Partnership in Business Management & Environmental Sciences between a U.S. educational institution and the Karakoram International University (KIU) in Gilgit, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Karakoram International University. Objectives detailed as priorities for this partnership include: curriculum development, collaborative research, professional development for faculty by U.S. counterparts, and faculty and student exchange. The duration of faculty and student exchanges can be managed according to the time required for the specific task or activity of their exchange. KIU has indicated the primary focus areas should be the environmental sciences programs and the business management programs. In addition, KIU has expressed a desire for assistance with laboratory equipment and training, involving environmental sciences students and faculty in research, and launching a program for encouraging entrepreneurial aptitude among youth and facilitating their transition to become entrepreneurs.

The interagency Joint Fire Science Program (JFSP) intends to request proposals through one or more formal Funding Opportunity Notice (FON) announcements beginning approximately October 1, 2013 and remaining open through November 22, 2013. The intent of this notice is to provide an early alert to investigators interested in the topics listed below so that investigators can begin considering responsive ideas with potential partners and collaborators.

To potentially support the full-scale testing of MHK wave energy devices, the Water Power Program intends to evaluate site locations, designs, and estimated costs for an open water, fully energetic domestic wave test facility. It is expected that a viable grid-connected facility will be capable of testing both scaled prototypes and full-scale (utility-scale) wave energy conversion devices in order to evolve reliable, low cost, renewable energy alternatives to fossil fuel. Prototype testing is essential to mature existing wave technologies, validate performance against analytic models, demonstrate compliance with applicable design standards and thereby mitigate the technical and financial risk of developing and deploying mass-produced wave energy devices, plants, technologies and related products. Construction and operation of a full-scale domestic wave test facility will assist the U.S. industry by identifying design and manufacturing deficiencies early in the development cycle and validate modifications and improvements prior to commercial deployment. Ultimately, this new testing capability will improve the country?s competitiveness in MHK energy technology, encourage domestic manufacturing, job creation, and provide a new technology that utilizes an untapped renewable resource to help achieve the nation?s energy goals. This FOA is intended to identify possible site locations and evaluate the potential to establish a national wave testing facility within U.S. territorial waters. 

The Atmospheric System Research Program (ASR) in the Climate and Environmental Sciences Division (CESD), Office of Biological and Environmental Research (BER) of the Office of Science (SC), U.S. Department of Energy (DOE), supports research on key cloud, aerosol, precipitation, and radiative transfer processes that has the potential to improve the accuracy of regional and global climate models. The ASR program hereby announces its interest in research grant applications for observational, data analysis, and/or modeling studies that use data from CESD, including the Atmospheric Radiation Measurement (ARM) Climate Research Facility and the ASR program, to improve understanding and model representation of convective cloud processes, boundary layer cloud processes, and secondary organic aerosol processes, and to pursue ASR-relevant research using observations from recent ARM field campaigns.

The Office of Basic Energy Sciences (BES), U.S. Department of Energy (DOE), announces its interest in receiving grant applications from U.S. universities/institutions of higher education for basic research to investigate some of the outstanding scientific questions in the synthesis of ammonia (NH3) from nitrogen (N2) using processes that do not generate greenhouse gases (such as CO2, NOx, etc.). Of interest is molecular level research that will provide the scientific basis for novel catalysts and mechanisms for nitrogen activation. Ideally, this research should produce fundamental knowledge that will lead to future catalytic processes for ammonia synthesis that are energy efficient, use renewable sources of energy, and do not produce greenhouse gases. This FOA will not consider proposals on process or reactor design, optimization or plant-level intensification. Research will not be supported whose primary goal(s) or challenge(s) are hydrogen evolution, oxygen evolution, CO2 capture or conversion, or outside the specific focus on nitrogen activation. The California Sea Grant College Program emphasizes innovative research on ocean and coastal resources and processes with a well-developed rationale and a strong potential for broad application. University-based research that has broad national or international application is appropriate. Work with a strong theoretical basis that encompasses clear, testable hypotheses is desirable; low priority is given to survey or inventory studies. Research that addresses important regional issues, problems and opportunities is also appropriate. An educational or outreach component of research projects is valued.

The American Wildlife Conservation Foundation (AWCF) provides grants supporting research and public education towards enhancing scientific wildlife management and conservation of wild habitats in North America, with an emphasis on New York State. This Funding Opportunity Announcement (FOA) invites grant applications for Environmental Health Sciences Core Centers (EHS CC).  As intellectual hubs for environmental health research, the EHS CC is expected to be the thought leaders for the field and advance the goals of the NIEHS Strategic Plan (http://www.niehs.nih.gov/about/strategicplan/). The Core Centers provide critical research infrastructure, shared facilities, services and /or resources, to groups of investigators conducting environmental health sciences research.  An EHS CC enables researchers to conduct their independently-funded individual and/or collaborative research projects more efficiently and/or more effectively. The broad overall goal of an EHS CC is to identify and capitalize on emerging issues that advance improving the understanding of the relationships among environmental exposures, human biology, and disease.  The EHS CC supports community engagement and translational research as key approaches to improving public health. 

The long term objective of the CSTAR Program is to improve the overall forecast and warning capabilities of the operational hydrometeorological community

The Education Committee solicits proposals for funding visits of toxicologists to developing nations to expand awareness of toxicology and promote toxicology careers through interaction of toxicologists with undergraduate and graduate students. Up to $1250 funding is available per request. The Education Committee encourages the applicant to seek matching funding from partners, whether a SOT Special Interest Group, employer, or host institution. A letter from the contact at the institution to be visited is required and letters from sponsoring partner(s) would be included as part of the application.

The goal of research funded under the interdisciplinary P2C2 solicitation is to utilize key geological, chemical, atmospheric (gas in ice cores), and biological records of climate system variability to provide insights into the mechanisms and rate of change that characterized Earth's past climate variability, the sensitivity of Earth's climate system to changes in forcing, and the response of key components of the Earth system to these changes. Important scientific objectives of P2C2 are to: 1) provide comprehensive paleoclimate data sets that can serve as model test data sets analogous to instrumental observations; and 2) enable transformative syntheses of paleoclimate data and modeling outcomes to understand the response of the longer-term and higher magnitude variability of the climate system that is observed in the geological and cryospheric records.

Awarded in 2010, the objective of Cooperative Agreement (CA) N40080-10-LTC-0006 was to design and construct a wetland cell to provide habitat improvement and treatment of storm water from an approximate 162 acre watershed at Naval Support Facility Dahlgren (NSFDL). Calculations for the final design indicate it should achieve 40-50% of the treatment volume for the watershed. Subsequently in 2012, CA N40080-12-LTC-0005 was awarded to provide supplementary survey, design and construction services related to the construction of the first cell, and to design a complementary, second constructed wetland treatment cell. The goal for the second cell design was to fully integrate with and supplement the initial cell to achieve 100% of the recommended treatment volume for the watershed. This Agreement is for the construction of the final design for the second treatment cell to achieve the storm water treatment capacity needed for the watershed. The overall proposed project will provide both habitat enhancements and water quality benefits for a significant amount of untreated storm water.

The Division of Ocean Sciences (OCE) offers postdoctoral research fellowships to provide opportunities for scientists early in their careers to work within and across traditional disciplinary lines, develop partnerships, and avail themselves of unique resources, sites and facilities. The fellowship program is intended to recognize beginning investigators of significant potential, and provide them with experience that will establish them in positions of leadership in the scientific community. During tenure, fellows will affiliate with an appropriate research institution(s) and conduct research on topics supported by OCE. The OCE fellowship program has two tracks: 1) Traick 1 (Broadening Participation) and 2) Track 2 (International). Fellowships are awards to individuals, not organizations, and are administered by the fellows.

OER is seeking pre-proposals and, ultimately, full proposals to support its mission, consistent with NOAA's Next Generation Strategic Plan (http://www.ppi.noaa.gov/wp-acontent/uploads/noaa), to search, investigate, and document poorly-known and unknown ocean areas through interdisciplinary exploration, and to advance and disseminate knowledge of the ocean environment and its physical, chemical, archaeological, and biological resources. The office priorities for this opportunity support NOAA's mission goals of: Healthy Oceans, Climate Adaptation and Mitigation, and Resilient Coastal Communities and Economies, as well as many of the elements of the President's National Ocean Policy. Competitive ocean exploration proposals will be bold, innovative and interdisciplinary in their approach. NOAA OER anticipates a total of approximately $3,000,000 including costs for ship and submersible assets will be available through this announcement. Only exploration proposals will be considered for funding, any other type of proposed project will not be reviewed. 

The American Honda Foundation engages in grant making that reflects the basic tenets, beliefs and philosophies of Honda companies, which are characterized by the following qualities: imaginative, creative, youthful, forward-thinking, scientific, humanistic and innovative. We support youth education with a specific focus on the STEM (science, technology, engineering and mathematics) subjects in addition to the environment.

The purpose of the BRAG program is to support the generation of new information that will assist Federal regulatory agencies in making science-based decisions about the effects of introducing into the environment genetically engineered organisms (GE), including plants, microorganisms (including fungi, bacteria, and viruses), arthropods, fish, birds, mammals and other animals excluding humans. Investigations of effects on both managed and natural environments are relevant. The BRAG program accomplishes its purpose by providing Federal regulatory agencies with scientific information relevant to regulatory issues. 

Announced in June 2013 by U.S. Secretary of State John Kerry and former UK Foreign Secretary William Hague and formally launched in October 2013 by Rt Hon. David Willetts MP, the Global Innovation Initiative is a higher education partnership grant opportunity established between the United States and the United Kingdom aimed at strengthening multilateral research collaborations between universities in the U.S., UK, and other selected countries. The Global Innovation Initiative will award grants to university consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues of global significance that foster cutting-edge multinational research and strengthen institutional international partnerships

ADVANCED REACTOR RESEARCH AND DEVELOPMENT FUNDING OPPORTUNITY ANNOUNCEMENT During 2012 and continuing in 2014, DOE used a Technical Review Panel (TRP) process to identify Research and Development (R&D) needs for viable advanced reactor concepts in order to inform DOE-NE R&D investment decisions. That process involved the use of a Request for Information to solicit concept information from industry and engagement of technical experts from industry, universities and National Laboratories to evaluate those concepts. Having completed this process in 2014, DOE desires to partner with industry to conduct cost-shared R&D for selected technology needs identified by the TRP process. The intent of this funding opportunity announcement (FOA) is to solicit proposals to conduct such cost-shared R&D activities. Consistent with the Consolidated Appropriations Act, 2014, funding in the amount of up to $12 million will be made available to fund cost-shared R&D with industry.
