This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. Publication of this announcement does not oblige NOAA to review an application beyond an initial administrative review, or to award any specific project, or to obligate any available funds. In furtherance of this objective, NOAA issues this BAA for extramural research, innovative projects, and sponsorships (e.g., conferences, newsletters, etc.) that address one or more of the following four mission goal descriptions contained in the NOAA Strategic Plan: 1. Long-term mission goal: Climate Adaptation and Mitigation 2. Long-term mission goal: Weather-Ready Nation 3. Long-term mission goal: Healthy Oceans 4. Long-term mission goal: Resilient Coastal Communities and Economies

The Air Force Office of Scientific Research "we, us, our, or AFOSR" manages the basic research investment for the U.S. Air Force. As a part of the Air Force Research Laboratory (AFRL), our technical experts discover, shape, and champion research within the Air Force Research Laboratory, universities, and industry laboratories to ensure the transition of research results to support U.S. Air Force needs. Using a carefully balanced research portfolio, our research managers seek to foster revolutionary scientific breakthroughs enabling the Air Force and U.S. industry to produce world-class, militarily significant, and commercially valuable products. Our focus is on research areas that offer significant and comprehensive benefits to our national warfighting and peacekeeping capabilities. These areas are organized and managed in two scientific Branches:  Engineering and Information Sciences (RTA) Physical and Biological Sciences (RTB)

NIJ is interested to fund a single evaluator that will have the capabilities to assess the effectiveness of a few promising technologies that can enhance safety within K-12 schools. Evaluations should consider the school environment and use cases as well as the kinds of data that might be collected or used as a result of the technology intervention. Applicants are encouraged to explore technologies that have worked for use cases in other ecosystems that may translate well to the K-12 school environment.

This Funding Opportunity Announcement's (FOA) objective is to invite private industry, universities, water utilities, and other research sponsors to submit proposals to cost share laboratory scale and pilot scale projects that address DWPR program goals and objectives. Funding Group I: Laboratory scale projects are typically bench scale studies involving small flow rates (less than 2 gallons per minute). They are used to determine the viability of a novel process, new materials, or process modifications. Research at this stage often involves a high degree of risk and uncertainty. Funding Group II: Pilot scale projects test a novel process at a sufficiently large scale to determine the technical, practical, and economic viability of the process and are generally preceded by laboratory studies (funded previously by DWPR or others) that demonstrate that the technology works.

The objective of the Cybersecurity Innovation for Cyberinfrastructure (CICI) program is to develop, deploy and integrate security solutions that benefit the scientific community by ensuring the integrity, resilience and reliability of the end-to-end scientific workflow. CICI seeks three categories of projects: 1. Secure Scientific Cyberinfrastructure: These awards seek to secure the scientific workflow by encouraging novel and trustworthy architectural and design approaches, models and frameworks for the creation of a holistic, integrated security environment that spans the entire scientific CI ecosystem; 2. Collaborative Security Response Center: This single award targets the development of a community resource to provide security monitoring, analysis, expertise, and resources Research & Education (R&E) cyberinfrastructure staff, regardless of physical location or organization; and 3. Research Data Protection: These awards provide solutions that both ensure the provenance of research data and reduce the complexity of protecting research data sets regardless of funding source.

In FY 2016, the Big Data Regional Innovation Hubs: Establishing Spokes to Advance Big Data Applications (BD Spokes) solicitation began extending the BD Hubs network by establishing multi-institutional and multi-sector collaborations to focus on topics of specific interest to a given region. The first set of BD Spokes was funded in FY 2016. This solicitation calls for new BD Spoke proposals to be awarded in FY 2018. Collaborating with BD Hubs, each BD Spoke will focus on a particular topic that requires Big Data approaches and solutions. The set of activities managed by a BD Spoke will promote progress towards solutions in the chosen topic area. The regional BD Hub Steering Committee will provide general guidance to each BD Spoke and will assist the BD Spoke in coordinating with the national BD Hub network, with other BD Spokes, and with the broader innovation ecosystem.

The Office of Cooperative Threat Reduction (CTR), part of the Department's Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Biosecurity Engagement Program (BEP) program as part of the Global Threat Reduction (GTR) portfolio. BEP's mission involves institutionalizing biorisk management best practices, securing life science institutions and dangerous pathogens, decreasing the risk that scientists with dual-use expertise will misuse pathogens, and promoting adoption of and compliance with comprehensive international frameworks that advance U.S. biological nonproliferation objectives, including United Nations Security Council Resolution (UNSCR) 1540, the Biological Weapons Convention (BWC), the World Health Organization's International Health Regulations, and the European Committee for Standardization (CEN) / International Organization for Standardization (ISO) standards. BEP generally funds activities in three priority pillars and has a focus on long-term sustainability.

The purpose of the BRAG Program is to support the generation of new information that will assist Federal regulatory agencies in making science-based decisions about the environmental effects of introducing organisms genetically engineered (GE) by recombinant nucleic acid techniques. Such organisms can include plants, microorganisms (including fungi, bacteria, and viruses), arthropods, fish, birds, mammals, and other animals excluding humans. Investigations of effects on both managed and natural environments are relevant. The BRAG program accomplishes its purpose by providing Federal regulatory agencies with relevant scientific information.

This funding opportunity announcement (FOA) is designed to support highly integrated research teams of three to six PD/PIs to address ambitious and challenging research questions that are important for the mission of NIGMS and are beyond the scope of an individual or a few investigators. Collaborative program teams are expected to accomplish goals that require considerable synergy and managed team interactions. Project goals should not be achievable with a collection of individual efforts or projects. Teams are encouraged to consider far-reaching objectives that will produce major advances in their fields. Applications that are mainly focused on the creation, expansion, and/or maintenance of community resources, creation of new technologies or infrastructure development are not appropriate for this FOA.
