The U.S.-Middle East Partnership Initiative (MEPI) seeks single-country proposals for its Local Grants program. The Local Grants program serves as MEPI's most direct means of supporting organizations and individuals in the Middle East and North Africa. These grants are designed to: * Promote positive change, advocacy, and civic activism; * Strengthen civil society; * Support citizen's efforts to achieve economic, social, and political empowerment; * Expand opportunities for women and youth; * Strengthen the rule of law; * Develop independent media; and * Help communities work alongside governments in shaping their own futures. MEPI's regional offices, located in the Middle East and North Africa, manage the program. A MEPI Committee at the U.S. Embassy or Consulate within each country of origin reviews all Local Grant proposals, and forwards only the most competitive proposals to one of MEPI's two regional offices to negotiate the awards. MEPI accepts proposals to this program on a rolling basis, but each U.S. Embassy or Consulate has a unique selection process for submissions. Applicants should ask the respective U.S. Embassies or Consulates about their selection processes before preparing their submissions.

The National Science Foundation is announcing its intentions to build upon the success of previous Early Concept Grants for Exploratory Research (EAGERs) in the area supported by the Secure and Trustworthy Cyberspace (SaTC) program (see solicitation 14-599: [1]http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf14599) and to accept additional EAGER proposals that encourage novel interdisciplinary research resulting from new collaborations between one or more Computer and Information Science and Engineering (CISE) researchers and one or more Social, Behavioral and Economic Science (SBE) researchers. (Research teams with a history of collaborating together should instead submit directly to the SaTC solicitation.) The proposed research should fit both the Trustworthy Computing (TWC) and the Social, Behavioral and Economic (SBE) Sciences perspectives within the SaTC solicitation.

The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, not-for-profit museums, science centers and scientific/engineering research organizations. The program provides organizations with opportunities to acquire major instrumentation that supports the research and research training goals of the organization and that may be used by other researchers regionally or nationally. Each MRI proposal may request support for the acquisition (Track 1) or development (Track 2) of a single research instrument for shared inter- and/or intra-organizational use. Development efforts that leverage the strengths of private sector partners to build instrument development capacity at MRI submission-eligible organizations are encouraged.

The Economics program supports research designed to improve the understanding of the processes and institutions of the U.S. economy and of the world system of which it is a part. This program also strengthens both empirical and theoretical economic analysis as well as the methods for rigorous research on economic behavior. It supports research in almost every area of economics, including econometrics, economic history, environmental economics, finance, industrial organization, international economics, labor economics, macroeconomics, mathematical economics, and public finance.The Economics program welcomes proposals for individual or multi-investigator research projects, doctoral dissertation improvement awards, conferences, workshops, symposia, experimental research, data collection and dissemination, computer equipment and other instrumentation, and research experience for undergraduates. The program places a high priority on interdisciplinary research. Investigators are encouraged to submit proposals of joint interest to the Economics Program and other NSF programs and NSF initiative areas. The purpose of this FOA is to solicit an application for the next 5-year cycle of the Midlife in the United States (MIDUS) Study, a National Longitudinal Study of Health and Well-being. The goals of this next phase are to complete the third wave of longitudinal data collection and enhance content in the area of daily stress; complete the second wave of data collection of clinical biomarkers and affective neuroscience assessments; continue innovative sub-studies such as how psychosocial influences affect gene expression and novel methods to track and reinstate non-responders; connect these content areas through innovative analyses to data on health, functioning, personality, cognitive status, affective functioning, economic well-being, social relationships, and well-being; and maintain and enhance data distribution and user support. A central goal of the MIDUS study is to support data dissemination, user support of public use files, and encourage data use broadly by the scientific community.

The Environmental Research & Education Foundation (EREF) is the only private, grant making institution with a national and international scope whose sole mission is to support solid waste research and education initiatives. Our research grants program is led by our Research Council, a body of volunteers consisting of technical experts in industry, academia and consulting. Non-research oriented projects are reviewed and recommended to the Board's Projects Committee by technical staff.

CAREER: The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of junior faculty who exemplify the role of teacher-scholars through outstanding research, excellent education and the integration of education and research within the context of the mission of their organizations. Such activities should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from junior faculty members at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply.

To further scientific and technological cooperation between the scientific communities of Germany and the United States, a Letter of Intent was signed on May 27, 2014 to enable U.S.-based scientists and engineers with NSF-funded CAREER awards to pursue research collaboration with colleagues supported through German Research Foundation (DFG) grants. Connecting researchers with complementary strengths and shared interests promotes scientific progress in solving some of the world's most vexing problems. This international research opportunity is mutually beneficial to the U.S. participants and their hosts through cooperative activities during research visits and also by establishing international research partnerships to enrich future research activities in Germany and the U.S. Under the Letter of Intent, the DFG identifies DFG-funded research groups who wish to host CAREER awardees for research visits of up to one year in connection with their DFG funding. This Dear Colleague Letter (DCL) invites current CAREER awardees to apply for supplemental funding to support travel for research visits to any identified, appropriate DFG-funded research group. Further, the DCL gives instructions on how to apply and other relevant policies and requirements.

A landmark collaboration known as the International Technology Alliance (ITA) in Network and Information Sciences was initiated by the US Army Research Laboratory (ARL) and the UK Ministry of Defence (MoD) in 2006. Awards were made to a Consortium of industrial and academic organizations from the United States and the United Kingdom that along with the US ARL and the UK Dstl formed an international research Alliance that is jointly conducting collaborative research focused on enhancing coalition operations. The key factors contributing to the success of this unique collaborative venture are: joint technical leadership and management by the Alliance (academia, industry, government in both countries); an arrangement fostering an open collaborative research environment to support deep collaboration among researchers; multi-disciplinary research approach applied to key coalition technical challenges; and an innovative transition model that is facilitating the rapid transition of research results to both commercial and military domains.The purpose of this US ARL and UK Defence Science and Technology Laboratory (Dstl) ITA Program Announcement (PA) under W911NF-15-R-0003 is to solicit offers that will help to fulfill the research and development goals of the US Department of Army and UK Ministry of Defence. This PA announces a new and innovative opportunity for cooperation between the US and the UK in the area of Distributed Analytics and Information Science (DAIS). The DAIS ITA Program is comprised of two components: (1) the Basic Research Component and (2) the Technology Transition Component. The Basic Research Component will provide for fundamental research, the results of which will be in the public domain, while the Technology Transition Component will provide for the application of the fundamental research results to military, security and commercial applications to foster the best technologies for future defense and security needs. Funding research in the manufacturing space in focus areas identified as major challenges is one way Walmart can facilitate and accelerate U.S. manufacturing. The Fund will achieve this goal through grants that directly support applied research projects advancing innovative solutions to key challenges that, once addressed, can lower the cost of making consumer products in the U.S. The Fund looks primarily at the following criteria: (1) impact on consumer product manufacturing, (2) stage of development and commercial viability, (3) degree of innovation, and (4) ability of the organization and team to successfully carry out the proposed project. Specific eligibility requirements are as follows: 1.      Only U.S. 501(c)(3) organizations and public universities that are instrumentalities of a state government are eligible for funding at this time* 2.     At least 50% of project teams must be based in the U.S. 3.     Project teams should seek sponsorship from the mayor of a USCM mayor when submitting full project proposals 4.     Proposed projects should address a technological innovation that can advance U.S. manufacturing. AFOSR's Young Investigator Research Program (YIP) supports scientists and engineers who have received Ph.D. or equivalent degrees no earlier than 01 January 2010 and showed exceptional ability and promise for conducting basic research. The objective of this program is to foster creative basic research in science and engineering, enhance early career development of outstanding young investigators, and increase opportunities for the young investigators to recognize the Air Force mission and the related challenges in science and engineering. AFOSR is seeking unclassified proposals addressing the research areas of interest for the Air Force Research Laboratory. The National Aeronautics and Space Administration's (NASA) Science Mission Directorate (SMD), in collaboration with the Office of Education (OE) National Space Grant College and Fellowship Program (Space Grant) will release the Undergraduate Student Instrument Project (USIP) Student Flight Research Opportunity (SFRO) on or about August 21. USIP-2015 solicits proposals from U.S. institutions of higher education to develop an undergraduate-led Project Team that will fly a science and/or technology payload relevant to NASA strategic goals and objectives on a sounding rocket, balloon, aircraft, suborbital reusable launch vehicle (sRLV), or CubeSat launched on an orbital launch vehicle (hereafter referred to collectively as suborbital-class platforms). The cost cap for an investigation awarded by OE is $200K, including the design, development, integration, and testing of the payload; student internships; and research on key innovative technologies. OE funding is limited to consortia of the National Space Grant College and Fellowship Program (Space Grant). 

This Funding Opportunity Announcement supports the Vehicle Technologies Office's goals and objectives for reducing petroleum consumption through the research, development, and deployment of alternative fuel and vehicle electrification technologies that significantly reduce petroleum consumption and greenhouse gas emissions, while meeting or exceeding vehicle performance and cost expectations.

DARPA is soliciting research proposals to develop novel technologies for infrared sensors. The WIRED program seeks to provide high-performance, low-cost infrared imagers that respond in the short wave infrared (SWIR) and mid wave infrared (MWIR), and that can be fabricated directly on silicon-based readout integrated circuit (ROIC) substrates at the wafer scale. Also of interest are innovative approaches to high temperature long wave infrared (LWIR) detectors that directly measure photocurrent.

The Office of Naval Research (ONR) is interested in receiving proposals for its Young Investigator Program (YIP). ONR's Young Investigator Program (YIP) seeks to identify and support academic scientists and engineers who are in their first or second full-time tenure-track or tenure-track-equivalent academic appointment, have begun their first appointment on or after 01 Nov 2010, and who show exceptional promise for doing creative research.

The purpose of this program is to investigate and evaluate advanced fuels and fuel technologies, fuel system component development, advanced combustor and augmentor designs, advanced fuel properties measurements, fuel system component development and safety and combustion emissions along with their integration into advanced aerospace applications and advanced technologies to prevent and mitigate fuel biodeterioration

The Political Science Program supports scientific research that advances knowledge and understanding of citizenship, government, and politics. Research proposals are expected to be theoretically motivated, conceptually precise, methodologically rigorous, and empirically oriented. USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor Inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. The project start date will be negotiated upon award of the individual cooperative agreement but will be no later than December 31, 2014.
