Activities supported by this program are determined by statute, federal regulations, and OVW policies. If an applicant receives an award, the funded project is bound by the provisions of this solicitation, the DOJ Financial Guide, including updates to the guide after an award is made, the section of the Solicitation Companion Guide entitled "Post-Award Requirements for All FederalAward Recipients," and the conditions of the award.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than August 31, 2013. Work under this cooperative agreement will involve the development and pilot of a training curriculum targeted toward teams of pretrial justice stakeholders who have the primary responsibility of developing and maintaining the pretrial justice system within their jurisdiction. This curriculum is intended to prepare these teams to plan, develop, and implement critical policy and systemwide pretrial decisions in a collaborative structure based on the most current legal and evidence-based pretrial knowledge. These teams must have the participation of the judge, prosecutor, defense attorney, sheriff or jail administrator, and pretrial director, who have primary oversight of pretrial justice in their jurisdiction. The curriculum will help teams explore their independent and collaborative roles in the development and daily operational functions of maintaining pretrial justice within their jurisdiction. This project will be a collaborative venture with the NIC Community Services Division.

NIJ seeks proposals for basic or applied research and development projects that will: (1) increase the body of knowledge to guide and inform forensic science policy and practice or (2) lead to the production of useful materials, devices, systems, or methods that have the potential for forensic application. The intent of this program is to direct the findings of basic scientific research, research and development in broader scientific fields applicable to forensic science, and ongoing forensic science research toward the development of highly discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of physical evidence for criminal justice purposes.

The purpose of this solicitation is to promote multidisciplinary research in the area of safety, health, and wellness for the criminal justice community in support of the NIJ Safety, Health, and Wellness Strategic Research Plan 2016-2021.2 Categories: 1) Causes and effects of stress and trauma on: (a) law enforcement and corrections officers or (b) individuals in violent communities; 2) Impact of parental jail incarceration on children; and 3) The efficacy of services, strategies, policies, and processes within the criminal or juvenile justice system that serve as responses to children exposed to violence

The purposes of the NCIPC extramural violence prevention research program are to: 1. Build the scientific base for the prevention of violence by helping to expand and advance our understanding of the primary prevention of interpersonal violence. 2. Encourage professionals from a wide spectrum of disciplines of epidemiology, behavioral and social sciences, medicine, biostatistics, public health, health economics, law, and criminal justice to perform research in order to prevent violence more effectively. 3. Encourage investigators to propose research that involves the development and testing of primary prevention strategies, programs and policies designed to prevent interpersonal violence and reduce violence-related outcomes as well as dissemination, implementation, and translation research to enhance the adoption and maintenance of effective strategies among individuals, organizations, or communities.

This program provides awards for research on crime, violence, and other criminal justice-related topics to accredited universities that offer research-based doctoral degrees. NIJ invests in doctoral education by supporting universities that sponsor students who demonstrate the potential to successfully complete doctoral degree programs in disciplines relevant to the mission of NIJ, and who are in the final stages of graduate study. Applicants sponsoring doctoral students are eligible to apply only if the doctoral research dissertation has direct implications for criminal justice policy and practice in the United States.

NIJ is seeking proposals for research on firearms and violence such as, but not limited to, gun violence prevention programs based on general prevention theory, the effects of criminal justice interventions on reducing gun violence, improving data systems for studying gun violence, illicit gun markets, and the effects of firearm policies and legislation on public safety.

NIJ is interested in funding multiple criminal justice research projects involving research and/or evaluations of programs to improve our understanding and/or reduce gang membership and violence within the United States. Results from these projects should lead to better criminal justice policy, practice, and research, particularly at the local or state level, on issues surrounding gangs.

The program focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in the social sciences and improve its ability to address future challenges and build bridges between the Department and the social science community.  This purpose of this grant is to: educate, train, and produce materials for law enforcement, criminal justice practitioners, and treatment providers to reduce justice costs, reduce recidivism, improve access to services and service delivery, and reduce disproportionality of punishment in the criminal justice system. The grant recipient shall:* Use expert practitioners in the fields engaged in law enforcement, criminal justice systems planning, and drug courts, specifically law enforcement, prosecutors, defense attorneys, judges, probation and parole officers, corrections officials, treatment providers, and criminal justice and public health policymakers. * Provide in-person training and jurisdiction-specific technical assistance to a variety of demographically-composed areas at the state, local, and tribal levels.* Include ONDCP policy priorities in the development and execution of training and technical assistance program and educational materials: o evidence-based treatment, medication-assisted treatment for opioid use disorders, o overdose prevention, o diversion programming with comprehensive case management and service provision* Collect and analyze data from jurisdictions engaged in grantee programming on alternatives to incarceration to determine the effectiveness of the trainings and on-site assistance.

The Bureau of Justice Statistics (BJS) is seeking applications under its Graduate Research Fellowship (GRF) Program. This program provides awards to accredited universities for doctoral research that uses criminal justice data or statistical series and focuses on crime, violence, and other criminal justice-related topics. BJS invests in doctoral education by supporting universities that sponsor students who demonstrate the potential to complete doctoral degree programs successfully in disciplines relevant to the mission of BJS, and who are in the final stages of graduate study. The ultimate goal of this solicitation is to increase the pool of researchers using criminal justice statistical data generated by BJS, thereby contributing solutions that better prevent and control crime and help ensure the fair and impartial administration of criminal justice in the United States. Applicant institutions sponsoring doctoral students are eligible to apply only if the doctoral research dissertation has direct implications for criminal justice policy and practice in the United States. BJS encourages institutions to consider doctoral students from social and behavioral sciences, mathematics, or statistics academic disciplines for their applications. Applicant institutions are strongly encouraged to sponsor minority and female student candidates. Awards are anticipated to be made to successful applicant institutions in the form of a cooperative agreement to cover a fellowship for the sponsored doctoral student. With this solicitation, NIJ seeks proposals for innovative, rigorous research to identify and characterize the suicide prevention and intervention strategies currently being used by law enforcement agencies in the United States and, potentially, elsewhere. NIJ is particularly interested in understanding the rationale for the adoption of a particular strategy and what evidence may exist regarding its efficacy.

The Smart Prosecution Initiative, administered by BJA, is part of BJA's "Smart Suite" of crime fighting programs including Smart Policing, Smart Probation, and Smart Pretrial. Funding for this initiative is anticipated through the FY 2015 appropriation. BJA established the "smart suite" over five years ago with the creation of the Smart Policing Initiative. The smart suite supports criminal justice professionals in building evidence-based, data-driven criminal justice strategies that are effective, efficient, and economical. BJA's smart programs represent a strategic approach that brings more "science" into criminal justice operations by leveraging innovative applications of analysis, technology, and evidence-based practices. Historically, prosecutors have worked tirelessly to address criminal justice problems in their community. In recent years they have recognized a need to adopt innovative strategies and to engage in data-driven decision making to proactively contribute to crime prevention and response. They also recognize the effectiveness of collaborating with other criminal justice partners, stakeholders and the community to reduce violent crime and achieve safer communities. The Smart Prosecution model builds off of the lessons learned from BJA's other smart suite programs and seeks to pair action researchers with prosecutor offices to develop solutions-such as "hot spot" strategies, sophisticated crime analysis, offender-based policies, and risk and needs assessment-that create prosecution strategies in an effort to break down information silos, advance communities, improve public trust and confidence in the justice system, and increase public safety.
