THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE AND THERE IS NO FULL ANNOUCEMENT ASSOCIATED WITH THIS NOTICE. This is a notice of intent to award a Cooperative Agreement between the U.S. Fish and Wildlife Service and Upper Tennessee River Roundtable (UTRR) for the purpose of establishing riparian buffers and performing stream enhancement activities within the Clinch River watershed. These activities are being carried out as required by the consent decree that was entered with the U.S. District Court for the Western District of Virginia on April 7, 2003, to address natural resource damages resulting from a 1998 chemical spill. The restoration activities are described within the publicly reviewed Restoration Plan/Environmental Assessment for the Certus Chemical Spill Natural Resource Damage Assessment (Plan). The Plan specifically identifies habitat protection, restoration, and the use of best management practices as measures to improve water quality and overall health of the aquatic ecosystem. The activities funded via the cooperative agreement will supplement existing restoration activities in the Clinch River watershed.

The Secretary of Agriculture has a congressionally designated advisory council that assists the U.S. Forest Service in establishing the grant categories and recommendations of final proposals for the Forest Service to consider. This is the National Urban and Community Forestry Advisory Council (Council).The Council serves to advise the Secretary of Agriculture on the status of the nation's urban and community forests and related natural resources. The Council seeks to establish sustainable urban and community forests, by encouraging communities of all sizes to manage and protect their natural resources, which, if well managed, improves the public's health, well-being, economic vitality, and creates resilient ecosystems for present and future generations.Urban and Community Forestry Program RequirementsThe Council recommends urban and community forestry projects that have national or multi-state application and impact through the U.S. Forest Service's competitive Urban and Community Forestry Challenge Cost-Share Grant Program. The Colorado State Office of the Bureau of Land Management (BLM) has been working with organizations on native plant projects on public lands for many years. BLM Colorado provides research opportunities by engaging cooperating partners to perform a variety of conservation and land management projects specifically addressing the importance of protecting native plant species on public lands. In particular, the Colorado State Office of the BLM seeks an organization partner for the purpose of conducting conservation and land management projects, to include, but not limited to, the following activities, as part of the BLM's Seeds of Success Program: seed collection activities on public lands located in Colorado; development of native plant materials; conducting studies and research to provide geneticially appropriate seed materials; improving technology for native seed production and ecosystem restoration; and providing hands-on experience to students and the public in the area of monitoring and managing rare plant species. This project will allow the cooperating partner to work alongside of BLM staff to further the understanding and appreciation of the our natural resources. BLM staff will provide mentoring and coaching opportunities for project participants to learn valuable skills in the field of botany and natural resources management.

The National Park Service preserves unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The Park Service cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world. The National Park Service is seeking assistance with inventorying, monitoring, invasive species control, habitat restoration, and environmental education and outreach focused in southern Arizona but occasionally at additional areas in the southwest. The NPS and the Recipient will work together with partners to identify and implement invasive plant control, inventory and monitoring, and habitat restoration primarily in southern Arizona but potentially at additional sites in the Southwest. They will collaborate on various projects and tasks outlined below and determine the most expedient way of accomplishing them. The NPS and recipient will collaborate to identify additional partnerships and opportunities to connect data and conservation efforts to other ongoing or potential efforts. The Recipient will provide experienced and trained field staff capable of following rigorous protocols and procedures to ensure quality data standards and environmental compliance.

The U.S. Fish and Wildlife Service (Service) is pleased to announce the Funding Opportunity for restoration projects for Genesee River Watershed NRDAR. The Trustees are soliciting for restoration project proposals funds to compensate for those injuries by restoring injured natural resources and supporting habitat, and/or services provided by the injured resources. This opportunity is open to all State and Federal agency personnel, cities, towns or county governments, as well as non-governmental organizations, and individuals. This purpose of this announcement is to select and award projects that focus on critical gaps in our understanding of reservoir behavior and optimal completion, stimulation and wastewater disposal strategies in order to increase and enable more cost-efficient and environmentally sound recovery from shale gas, tight oil, and tight gas resources. This can be achieved by developing technological solutions that enable effective resource recovery from fewer and less environmentally-impactful wells. This announcement is a critical component of the Depart of Energy portfolio to advance the environmentally-sound development of domestic unconventional oil and natural gas resources.

Recipients will provide support to the Natural Resourceprograms at Joint Base Langley-Eustis and Joint Base Andrews InstallationSupport Section Air Force. The recipientwill provided evaluation, management and treatment of invasive species, forestedareas, and wildlife survey as outlined in the Integrated Natural ResourcesManagement Plan (INRMP). Severalinvasive plant species impact various military missions including training andforce protection, reduces biodiversity, and impacts long-term land sustainment.

Project Objective: The BLM is seeking a recipient with the ability to work with community members and representatives from businesses, organizations, and local, state and federal agencies who live and work in Graham and Greenlee counties for the purpose of: 1.To conserve natural resources 2.To enhance the environment 3.To increase water quantity 4.To improve water quality 5.To plan and act in order to avoid and minimize damage from large storms, floods, and other natural disasters 6.To connect local communities to the environment through education, outreach, and restoration activities. To accomplish these goals the recipient will work with community members and representatives from businesses, organizations, and local, state and federal agencies to identify and implement projects and programs to further these goals.

Cooperative Agreement Number P15AC0024 was entered into by and between the Department of the Interior, National Park Service (NPS), and Conservation Legacy Arizona Conservation Corps (AZCC) for the purpose of placement of youth and other qualified persons who volunteer their services through AZCC in exchange for training and educational experience in resource management and conservation programs. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Youth interns will work along with park staff and volunteers to rehabilitate disturbed land. Disturbed land is defined as unauthorized trail use (social trails), undocumented immigrant unauthorized use of park lands, invasive plants, roadside accidents, etc. Visitor viewshed will be improved by restoring disturbed areas to natural conditions. Youth will be engaged in and complete project work including learning new skills, receiving academic credit or organizational recognition, and receive a formal program about the NPS mission, the park, and their relevance. Other benefits to the youth include increasing their environmental awareness, especially regarding natural area restoration techniques; participating in a healthy lifestyle; and exposure to conservation professionals and pathways for employment as future stewards and NPS leaders.

The Valles Caldera National Preserve (VALL) is currently undergoing a landscape restoration project, funded under the DOI Resilient Landscapes program, to restore natural fire regimes to the forest and grassland watersheds on the Preserve. Large-scale restoration efforts involve forest thinning to reduce fuel loads, and prescribed and managed fires to further eliminate fuels and allow for natural fire regimes to return to the landscape. Fires can have varying impacts on watershed function, particularly with respect to water quality and discharge amounts and timing. Post-fire flash floods can result if watersheds are burned severely. VALL has been subjected to two recent large-scale uncharacteristic wildfires (the 2011 Las Conchas fire, and the 2013 Thompson Ridge fire), which led to multiple post-fire flash floods and subsequent damage to fisheries and aquatic macro-invertebrate communities on severely-burned watersheds. While fish and invertebrate communities are currently recovering, ongoing restoration efforts using prescribed fires may continue to impact these biological resources. The goal of the proposed work will be to monitor and characterize response and rate of recovery of the aquatic systems subjected to wildfire and restoration activities throughout the VALL.

The principal objective of the NOAA Coastal Resilience Grants Program is to implement projects that build resilience of U.S. coastal communities and ecosystems. In Fiscal Year (FY) 2018, this solicitation is seeking coastal habitat restoration projects that build resilience by conserving and restoring sustainable ecosystem processes and functions and reducing the vulnerability of coastal communities and infrastructure from the impacts of extreme weather events, climate hazards, and changing ocean conditions. This program supports activities that restore or create natural infrastructure and natural landscape features to provide valuable ecosystem functions and services, such as habitat for fish, improved water quality and quantity, flood reduction, and erosion protection. Proposed projects should also support sustainable fisheries managed by NOAA under the Magnuson-Stevens Fisheries Conservation and Management Act (Managed Species), contribute to the recovery of protected resources managed by NOAA under the Endangered Species Act (Listed Species) - including species identified by NMFS as "Species in the Spotlight," and/or benefit native fish species of the Great Lakes.

The Five Star and Urban Waters Restoration grant program seeks to develop community capacity to sustain local natural resources for future generations by providing modest financial assistance to diverse local partnerships focused on improving water quality, watersheds and the species and habitats they support.  Projects include a variety of ecological improvements along with targeted community outreach, education and stewardship. Ecological improvements may include one or more of the following: wetland, riparian, forest and coastal habitat restoration; wildlife conservation, community tree canopy enhancement, water quality monitoring and green infrastructure best management practices for managing run-off.  Projects should increase access to the benefits of nature, reduce the impact of environmental hazards and engage local communities, particularly underserved communities, in project planning, outreach and implementation.

The goal of the Environmental Engineering program is to support transformative research which applies scientific and engineering principles to avoid or minimize solid, liquid, and gaseous discharges, resulting from human activities on land, inland and coastal waters, and air, while promoting resource and energy conservation and recovery.  The program also fosters cutting-edge scientific research for identifying, evaluating, and monitoring the waste assimilative capacity of the natural environment and for removing or reducing contaminants from polluted air, water, and soils.

The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing availability of Conservation Innovation Grants (CIG) to stimulate the development and adoption of innovative conservation approaches and technologies. Applications will be accepted from all 50 States, the District of Columbia, the Caribbean Area (Puerto Rico and the U.S. Virgin Islands), and the Pacific Islands Area (Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands). NRCS anticipates that the amount available for support of this program in FY 2014 will be up to $15 million. Applications are requested from eligible governmental or non-governmental organizations or individuals for competitive consideration of grant awards for projects between 1 and 3 years in duration.

his project is a characterization of soil, vegetation, condition sampling for determining future sustainable rangeland and woodland health in relation to BLMs many permitted activities. Technical assistance and support from a partner of Cooperative Ecosystem Studies Unit CESU is to help assess and interpret natural resource information as an applied research study to help BLM plan and determine a sustainable future for our public lands. This proposed project also supports a public purpose by analyzing data collected under a proven statistical method, the National Resources Inventory, which is vital to BLM. The project supports BLM's goals and mission to assess whether climate change or land management activities are improving or degrading the productivity of the land. At the same time, this work promotes useful information to support the interagency Ecological Site Description and transition model efforts.

This program will provide professional training, through the use of internships, mentoring, environmental education, and interpretive educational opportunities in order for young people to learn conservation and land management processes and policies as they relate to natural resources management of public lands. Furthermore, this program will achieve a variety resource management projects on public lands managed by the BLM¿s Eastern States Field Offices. Routine workload may include provision of outreach and interpretive services, visitor service patrol, facility maintenance, trail work, exotic species control or any other action supporting the implementation of BLMs approved plans.

Description of Program and/or Project Background: The project is a long-term inventory, monitoring, and assessment program of human impacts resulting from recreation uses on the Arizona Strip District using a standardized quantitative recreation monitoring approach. Using baseline data compiled in a geo-referenced database of impacts available on an easily accessed website, existing recreation sites will be monitored on a regular schedule to determine recreation-created impacts and make management recommendations for future actions. Graduate and undergraduate students will be involved in the recreation monitoring and assessment program and conference presentations and publications in pertinent scientific literature will represent the results of these studies, not required as deliverables to the BLM. Regular reporting with recommendations to management and staff will be conducted in order to assist the BLM in protecting and maintaining recreation settings and opportunities. Recreation assessments would also be conducted under this agreement for National Landscape Conservation System (NLCS) areas, such as national monuments, wilderness areas and national trails. Data collected during the inventory and the BLM and recipient will jointly develop monitoring. Project data will be available to the BLM on an as needed basis. This project provides opportunities for students and/or entry-level professionals to work with experienced, professional land managers to obtain experience in complex public land management issues. This project will provide the background experience by which students may make long term career goals and decisions, and will enable continuing development between the recipient and the BLM in terms of student development, recruitment, and service opportunities between the two entities. To ensure that data collection is useful and reliable, a standard monitoring procedure will be followed. This will also include proper GPS techniques with geo-referenced data,

The Fish and Wildlife Management Assistance Program provides technical and financial assistance to other federal agencies, states, local governments, Native American tribes, non governmental organizations, citizen groups, and landowners for the conservation and management of fish and wildlife resources. This includes minimizing the establishment, spread, and impact of aquatic invasive species. Specifically, aquatic habitat conservation projects under this program must protect, restore, and enhance fish and aquatic habitats, as outlined in the National Fish Habitat Action Plan (Action Plan). Likewise, projects under this program directly or indirectly, support and promote public access to recreational fishing opportunities and the sustainable use of other natural resources. Funded projects may be carried out by Fish Habitat Partnerships (FHPs) recognized by the National Fish Habitat Board (Board) or the partners of Board recognized FHPs. This notice announces the availability of funds and solicits applications that support the EPA Sustainable Materials Management Program, for the benefit of States or communities within EPA Region 2 (New York, New Jersey, Puerto Rico, Virgin Islands). Sustainable materials management (SMM) is a systemic approach to using and reusing materials more productively over their entire life cycles. It represents a change in how our society thinks about the use of natural resources and environmental protection. By looking at a product's entire life cycle, we can find new opportunities to reduce environmental impacts, conserve resources and reduce costs.
