The purpose of this forecasted funding opportunity announcement (FOA) is to provide competitive grant funds for up to 5 years for projects authorized by the Child and Family Services Improvement and Innovation Act (Pub. The purpose of the Collaborative Improvement and Innovation Network on School-Based Health Services (CoIIN-SBHS) cooperative agreement program is to improve children's and adolescents' access to high quality, comprehensive health care through the expanded use of evidence-based models of school-based health (SBH) services, including SBH centers and comprehensive school mental health systems (CSMHSs). The intent of the CoIIN-SBHS is to improve the quality of SBH centers and CSMHSs, and to enhance the sustainability and growth of these models of SBH services across the nation and in urban, suburban, and rural settings.

To that end, the foundation is accepting applications for its Programs & Services Grants program, which provides grants to fund programs and services in its focus areas of intellectual disabilities, learning disabilities, mental health, and substance-use disorders. The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) announces funding under the Ethnic Community Self-Help (ECSH) Program. The goal of this program is to support Ethnic Community-Based Organizations (ECBOs) in providing refugee populations with critical services to assist them in becoming integrated members of American society. An ECBO is a non-profit organization that was founded and is led by a current or former refugee, or a group of current and former refugees and immigrants, primarily for the advancement of refugees. For the purposes of this Funding Opportunity Announcement (FOA), ORR considers an ECBO as a non-profit organization whose board of directors is comprised of at least 60 percent current and/or former refugees. Under the ECSH Program, the following three main objectives must be implemented: 1) to strengthen ECBOs' provision of culturally and linguistically appropriate services to refugees within five years after their initial resettlement; 2) to support ECBOs' organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations; and 3) to support ECBOs in promoting community building and civic participation by refugee individuals and refugee community members.

THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Transitional Living Program (TLP) and Maternity Group Home (MGH). THE PURPOSE of FYSB’s TLP and MGH grant programs are to implement, enhance, and/or support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren). Both projects must provide safe, stable, and appropriate shelter for 18 months and, under extenuating circumstances, can be extended to 21 months and provide comprehensive services that supports the transition of homeless youth to self-sufficiency and stable, independent living. Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being.) GRANTS AWARDED under this announcement will have a start date of May 1, 2018 and the project period will be 41 months. The initial award will be for 17 months and run from May 1, 2018 through September 29, 2019.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2018 Enhancement and Expansion of Treatment and Recovery Services for Adolescents, Transitional Aged Youth, and their Families grant program (Short Title: Youth and Family TREE). The purpose of this program is to enhance and expand comprehensive treatment, early intervention, and recovery support services for adolescents (ages 12-18), transitional aged youth (ages 16-25), and their families/primary caregivers with substance use disorders (SUD) and/or co-occurring substance use and mental disorders.

This notice solicits applications for the Maternal and Child Health (MCH) Nutrition Training Program. The Health Resources and Services Administration (HRSA) will award funds to establish and enhance nutrition centers of excellence to improve access to comprehensive, community-based, nutrition-centered, and culturally competent coordinated care by increasing the availability of practitioners trained in MCH nutrition that are able to meet the needs of MCH populations. The program improves access to quality health care by (1) providing MCH nutrition professionals with interdisciplinary graduate education and training with a public health focus and emphasis on MCH populations and services - education and training designed to improve workforce capacity and foster leadership in program development and administration, systems integration, education, and nutrition services; (2) developing and disseminating curricula, teaching models, and other educational resources to enhance MCH nutrition programs; and (3) providing continuing education, consultation and technical assistance to local, state, and national organizations serving MCH populations while working in collaboration with State Title V and other MCH programs in order to address the needs of the MCH community.

This program will provide funding to support reentry strategies that address treatment services for youth with co-occurring substance abuse problems and mental health disorders, reentry services for gang-involved youth, and training and technical assistance to improve community supervision practices for juveniles who are placed on probation or are being released from secure confinement. This notice announces the opportunity to apply for funding under the Innovations in Care Coordination for Children and Youth with Autism Spectrum Disorders (ASD) and Other Developmental Disabilities (DD) Program. The purpose of this program is to build on past HRSA programs (HRSA-16-048 and HRSA-13-207) to improve access to coordinated and integrated care for children with, or at risk for, ASD/DD and their families in medically underserved areas and populations.[1],[2] The purpose and objectives of this program will be accomplished by implementing the following two strategies: Family Navigation - Increasing family navigation services to improve communication between families and primary and specialty providers; link children with/at risk for ASD/DD to diagnostic evaluations, ASD/DD services, and community resources; and provide education to families of children with/at risk for ASD/DD to improve self-efficacy in navigating the system of care for children with/at risk for ASD/DD; and Provider Education - Providing education, training, and technical assistance to providers, and community based-organizations providing services to ASD/DD on improving care for children with/at risk for ASD/DD through a learning community. The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) is accepting applications for fiscal year (FY) 2018 Strategic Prevention Framework - Partnerships for Success grants. The purpose of this grant program is to address one of the nation's top substance abuse prevention priorities; underage drinking among persons aged 9 to 20. At their discretion, states/tribes may also use grant funds to target up to two additional, data-driven substance abuse prevention priorities, such as the use of marijuana, cocaine, or methamphetamine, etc. by individuals ages 9 and above. SPF-PFS is designed to ensure that prevention strategies and messages reach the populations most impacted by substance abuse. The program extends current established cross-agency and community-level partnerships by connecting substance abuse prevention programming to departments of social services and their community service providers. This includes working with populations disproportionately impacted by the consequences of substance use; i.e., children entering the foster care system, transitional youth, and individuals that support persons with substance abuse issues (women, families, parents, caregivers, and young adults).

The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) invites applications from eligible entities to apply for funds to support a social science researcher (the proposed Principal Investigator) to become a member of the Family Self-Sufficiency and Stability Research Network (the Network). The goal of the Network is to support productive partnerships between social science scholars and state or local human services agencies. As such, applicants are required to demonstrate a partnership or potential partnership with one or more state or local human services agency responsible for administering benefits or programming to assist and support family self-sufficiency, including close coordination with the agency responsible for administering the Temporary Assistance for Needy Families (TANF) program, as an integral part of their research plan development and execution. The purpose of this solicitation is to address an urgent gap in crime victim services related to the opioid epidemic and to expand upon existing or establish new programs to provide services to children and youth who are victimized as the result of the opioid crisis. OVC anticipates that this solicitation will support service providers in expanding their current scope and expertise to ensure that children and youth—the most vulnerable victims impacted by the opioid crisis—are supported as they heal from the impact of crime and substance abuse. The Executive Office of the President, Office of National Drug Control Policy (ONDCP), and the Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) are accepting applications for Fiscal Year (FY) 2019 Drug-Free Communities (DFC) Support Program grants. By statute, the DFC Support Program has two goals: Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth*. Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The Children's Bureau announces the availability of competitive grant funds authorized by the Adoption Opportunities program. The purpose of this funding opportunity announcement is to award one 18-month discretionary grant to improve hospital-based adoption support services for pregnant and expectant mothers through training of hospital-based adoption support service providers, doctors, and staff who provide pregnancy or adoption information and referrals, using an existing infant adoption awareness training curriculum. The funded project will train these designated staff in accordance with best practice guidelines specific to infant adoption awareness training in providing adoption information and referrals to pregnant women on an equal basis with all other courses of action included in nondirective counseling. Such activities will help ensure that mothers who wish to make an adoption have access to appropriately trained staff and comprehensive supports throughout the adoption process.

This notice solicits applications for Advancing Systems of Services for Children and Youth with Special Health Care Needs. The purpose of this program is to improve health and well-being for children and youth with special health care needs (CYSHCN) and their families by addressing three core systems focus areas for CYSHCN-access to patient/family-centered medical home, transition of youth into the adult health care system, and adoption of health care financing models that improve care and outcomes while achieving cost savings. This program will establish a national collaborative network of resource centers supporting state Title V programs, families of CYSHCN, child health professionals, and other stakeholders through the provision of technical assistance, training, education, partnership building, policy analysis, and research. Program Goal: The overall goal of this program is to strengthen the system of services for CYSHCN and their families by awarding three separate and distinct cooperative agreements. Cooperative agreements will be awarded to three recipients, who will collaborate to establish a national network of resource centers, with one center awarded for each of the following three focus areas: (1) Patient/family-centered medical home; (2) Transition of youth into the adult health care system; and (3) Health care financing models that improve care and outcomes while achieving cost savings. The three recipients will coordinate efforts to achieve quality care, decrease health care costs, and improve experience of care for CYSHCN and their families.
