    The purpose of this funding opportunity announcement (FOA) is to invite applications for the Specialized Clinical Centers ("hubs") of the Early Phase Pain Investigation Clinical Network (EPPIC-Net). EPPIC-Net will serve as the cornerstone of the NIH's Helping to End Addiction Long-term (HEAL) Initiative. EPPIC-Net will provide a robust and readily accessible infrastructure for carrying out in-depth phenotyping and biomarker studies in patients with specific pain conditions, and the rapid design and performance of high-quality Phase 2 clinical trials to test promising novel therapeutics for pain from partners in academia or industry. Studies will bring intense focus to patients with well-defined pain conditions and high unmet therapeutic needs.

    The TriService Nursing Research Program (TSNRP) was founded in 1992 and funds and supports rigorous scientific research studies and evidence-based practice (EBP) projects in the field of military nursing. TSNRP is located within the Uniformed Services University of the Health Sciences (USU) which is authorized by 10 USC 2113(g)(1)(A) to make grants to any nonprofit entity for the purpose of carrying out cooperative enterprises in medical research, medical consultation, and medical education. TSNRP supports nurse scientists in all stages of their careers through research funding, education, and mentoring. Since its inception, TSNRP has funded over 430 research and EBP projects; 19 applications were successfully funded in Fiscal Year 2016. The mission of TSNRP is to facilitate nursing research to optimize the health of military members and their beneficiaries, with the following the five strategic goals: 1. Advance a culture of scientific inquiry and scholarly knowledge application. 2. Advocate mission critical priorities by building a military nursing research science base. 3. The ongoing parent clinical project can be an interventional clinical trial, or a clinical study such as an observational study that will be actively collecting patient samples or clinical data. The parent project(s) should provide a cohort of well-characterized patients, infrastructure, data, and biological samples for the ancillary study. Applications submitted in response to this FOA will undergo an accelerated review and award process. The objective of this FOA is to provide a flexible mechanism to leverage established resources and maximize the return on existing investments in parent projects. Successful ancillary studies will enhance the scientific content and value of the parent projects, improve the research communitys understanding of a disease or organ system in the NIAMS portfolio, and thus may identify novel targets for diagnosis, treatment, and prevention of disease.

The CEC will continue to organize the activities required for the attainment of program-wide goals and to measure the agreed upon hallmarks of success at the student, faculty, and institutional level. The CEC will employ and refine the processes developed in the previous funding period to assess the impact of BUILD and NRMN activities on attainment of the hallmarks. The CEC will coordinate the collection of data from the DPC, assess the data in an ongoing way, provide feedback, and facilitate an iterative process of program adjustment to maximize the research of BUILD and NRMN.     In 1994 the Centers for Disease Control and Prevention (CDC) collaborated with a broad range of partners in clinical medicine and public health to develop an emerging infections strategy in response to the recommendations issued by the Institute of Medicine (IOM) in its 1993 report, “Emerging Infections: Microbial Threats to Health in the United States.” Leading this strategy was the CDC Office of Infectious Diseases (OID)/National Center for Emerging and Zoonotic Infectious Diseases (NCEZID). One goal was to strengthen local, state, and federal public health infrastructures to support surveillance and implement prevention and control programs. The implementation strategy for this goal was to: 1) provide state-of-the-art training in diagnostic evaluation and testing for medical laboratory personnel to ensure the diagnosis and surveillance of emerging infections; and 2) establish a public health laboratory fellowship in infectious diseases that will train medical microbiologists in public health approaches to diagnosis and molecular epidemiology.

Projects from multi-disciplinary teams will utilize genome-wide data to comprehensively assess the contribution of genetic variation to the variable expressivity and incomplete penetrance of neuropsychiatric phenotypes across rare genetic disorders. Projects are encouraged to leverage existing resources, cohorts, and collaborative networks with established infrastructure for consistent and high-quality phenotypic data collection and genomic data generation. Projects should seek to enhance the quality of the phenotypic data available for rare genetic disorders by developing or applying phenotyping methodologies that create a pipeline for standardizing assessments and that cut across rare genetic disorders and across developmental time points. Under this initiative, investigators will form a network to facilitate data sharing and harmonization of clinical and genetic data across different studies within the network, as well as accelerate characterization of genotype to phenotype relationships across rare genetic disorders. This network will also generate a resource of bio-samples, as well as phenotypic and genetic data for broader dissemination to the scientific community. This FOA should be used for applications that are not collaborative between sites. Applications requiring two or more collaborating sites to complete the proposed research should apply as a linked set of collaborative U01 applications to the companion collaborative U01 FOA (RFA-MH-19-201). All awards supported under this FOA and the companion collaborative U01 FOA (RFA -MH-19-201) will be governed by the Mental Health Rare Genetic Disease Network (MHRGDN).
