This Funding Opportunity Announcement (FOA) seeks to stimulate HIV/AIDS research within the mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) that addresses high priority HIV/AIDS research priorities outlined by the NIH Office of AIDS Research (OAR). These priorities are described in NOT-OD-15-137: NIH HIV/AIDS Research Priorities and Guidelines for Determining AIDS Funding. This Funding Opportunity Announcement (FOA) seeks to stimulate HIV/AIDS research within the mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) that addresses high priority HIV/AIDS research priorities outlined by the NIH Office of AIDS Research (OAR). These priorities are described in NOT-OD-15-137: NIH HIV/AIDS Research Priorities and Guidelines for Determining AIDS Funding.

1) Policy/Advocacy: This category recognizes individuals who have demonstrated outstanding effort and leadership in policy/advocacy-related activities that improve the welfare of people living with or affected by HIV/AIDS, and/or whose work improves the delivery of prevention services to individuals and communities affected by HIV/AIDS. 2) Research: This category recognizes individuals who have demonstrated outstanding effort and leadership in the conduct, dissemination, and translation of high-quality research in the areas of HIV/AIDS prevention, treatment/care, and/or policy. 3) Service Provision: This category recognizes individuals who have demonstrated outstanding effort and leadership in the delivery of psychological services to people living with or affected by HIV/AIDS, and/or the delivery of technical or support services to community agencies that provide a range of HIV/AIDS-related services to individuals and communities affected by HIV/AIDS. 4) Teaching/Mentoring: This category recognizes individuals who have demonstrated outstanding effort and leadership in educating psychologists or students in psychology about HIV/AIDS practice, research, and/or policy. 

This FOA supports highly innovative R01 applications on HIV/AIDS and drug abuse and complements the Avant-Garde Award Program for HIV/AIDS and Drug Use Research and the Avenir Award Program for Research on Substance Abuse and HIV/AIDS. The Avant-Garde award supports individuals who conduct high-risk, high-reward research and does not require a detailed research plan. The Avenir award is similar to the Avant-Garde award but focuses on support for early stage investigators. Applications submitted under this FOA are required to have a detailed research plan and preliminary data. This FOA focuses on innovative research projects that have the potential to open new areas of HIV/AIDS research and/or lead to new avenues for prevention and treatment of HIV/AIDS among substance abusers. The nexus with drug abuse should be clearly described. This FOA is open to both individual researchers and research teams and is not limited to any one area of research on HIV and substance use, but all studies must focus on NIH HIV/AIDS Research Priorities https://grants.nih.gov/grants/guide/notice-files/NOT-OD-15-137.html.

Through this limited competition Funding Opportunity Announcement (FOA), the National Cancer Institute (NCI) solicits a single application for the continuation of the AIDS and Cancer Specimen Resource (ACSR). The eligible applicant institutions (which are the two current NCI-supported ACSR lead institutions) are expected to maintain the cooperative group structure and the activities of the ACSR. The primary objective of the ACSR will be to acquire, store, and equitably distribute tumor tissues, biological fluids, and associated demographic data from patients with human immunodeficiency virus (HIV)-associated malignancies. In addition to serving acquired immunodeficiency syndrome (AIDS) and cancer researchers at large, the ACSR will specifically provide biorepository functions for another NCI supported initiative, the AIDS Malignancy Consortium (AMC). The AMC performs clinical trials research in the treatment and prevention of HIV-associated malignancies in the United States and Sub-Saharan Africa. As the AMC is currently expanding its agenda to include Latin America, it is expected that the ACSR will collaborate with the AMC to develop regional biorepository support for AMC activities in Latin American countries. The continuing ACSR must have appropriate strategies and capabilities to address several high priority areas of specimen acquisition including specific types of cancer (AIDS-defining as well as non-AIDS defining), types of biospecimens and accompanying clinical data, and biospecimens from geographic areas of interest.

This NOFO will build on previous PEPFAR support under the HHS/CDC HIV treatment program in Côte d'Ivoire (CI) to ensure continuity of comprehensive HIV/AIDS services to an existing pool of clients receiving HIV/AIDS care, support, and/or treatment. The program will also continue expanding access to HIV/AIDS services while building the capacity of national structures and contributing to sustainable service delivery within the health sector in CI. Specifically, it serves to increase capacity and sustainability of the response toward controlling the HIV/AIDS epidemic by initially providing support for HIV service delivery aligning with PEPFAR geographic and programmatic pivots by local indigenous organizations and ultimately providing technical assistance to the national Ministry of Health and Public Hygiene (MSHP) to sustain and expand comprehensive HIV prevention, care, and antiretroviral therapy (ART) programs. The recipient(s) will combine a facility and community-based strategy to support HIV/AIDS services. At the end of the 5-year project period, the recipient(s) should be able to collect and evaluate program data that demonstrates improved quality of HIV prevention, care, and treatment services in CI and to transition activities to MSHP and/or local organizations to sustain a basic HIV service package.

This FOA, AIDS-Science Track Award for Research Transition (A-START), encourages Small Research Grant (R03) applications to support research projects on drug misuse and/or use disorder and HIV/AIDS that can be carried out in a short period of time with limited resources. This FOA welcomes applications integrating drug misuse and/or use disorder and HIV/AIDS across all areas of research supported by NIDA.

The purpose of this Funding Opportunity Announcement (FOA) is to address the needs of the maternal and pediatric HIV scientific community for research data translation and sharing. This initiative will support secondary data analyses using archived HIV/AIDS data and specimens to generate new research questions and findings relevant to the scientific mission and priorities of the NICHD, Maternal and Pediatric Infectious Disease Branch (MPIDB) and Office of AIDS Research (OAR). The goal of this initiative is to continue the encouragement of the scientific community to utilize HIV/AIDS archived data sets and specimen collections to answer important questions about the epidemiology, pathogenesis, treatment, clinical manifestations and complications of HIV/AIDS in maternal, pediatric and adolescent populations.

The NIDA Avant-Garde Award Program for HIV/AIDS Research supports individual scientists of exceptional creativity who propose high-impact research that will open new areas of HIV/AIDS research relevant to drug abuse and/or lead to new avenues for prevention and treatment of HIV/AIDS among drug abusers. The term "avant-garde" is used to describe highly innovative approaches that have the potential to be transformative. The proposed research should reflect approaches and ideas that are substantially different from those already being pursued by the investigator or others and should support the NIH HIV/AIDS Research Priorities https://grants.nih.gov/grants/guide/notice-files/NOT-OD-15-137.html. The NIDA Avant-Garde award supports innovative, basic research that may lead to improved preventive interventions or therapies; creative, new strategies to prevent disease transmission; novel approaches to improve disease outcomes; and creative approaches to eradicating HIV or improving the lives of those living with HIV.

AIDS United, in collaboration with the Health Resources and Services Administration's HIV/AIDS Bureau and The Fenway Institute, is offering funding through the Using Evidence-Informed Interventions to Improve Health Outcomes among People Living with HIV initiative. The goal of this initiative is to support the implementation of evidence-informed interventions to reduce HIV-related health disparities and improve health outcomes, including increasing retention in care, improving treatment adherence, and improving viral suppression for people living with HIV. Up to 24 intervention sites will receive $170,000 per year to support the development and implementation of interventions. Ryan White HIV/AIDS Program recipients or subrecipients that operate within the United States or its territories are eligible to apply. Proposals must be submitted by January 22, 2018. CDC, in collaboration with the National AIDS Control Program/Department of AIDS Control, has successfully laid the foundation for quality standards and approaches within India's vast HIV laboratory network through a previous five-year laboratory strengthening funding opportunity announcement (FOA). Many achievements were made during the course of the five-year project period, including accreditation of national and state reference labs. This follow-on FOA is expected to build upon and sustain previous accomplishments through onsite mentoring and in service staff training with an eye to higher quality services and scale up. A plan will be developed to facilitate laboratory quality at the grassroots level for 12,000 + Integrated HIV Testing and Counseling Centers (ICTCs). This shall be done through trainer/mentor creation within the HIV laboratory network to assist peripheral laboratories in implementing minimum quality standards. Given its expanded technical assistance (TA) scope, it is also expected to build the capacity and assure quality in a phased manner for HIV related tests like CD4 enumeration, HIV viral load and STI through strengthening leadership and mentoring capacity within the laboratory network. Now in Phase IV of its HIV/AIDS response, the Government of India (GoI) is keen to address any gaps in testing coverage.

The ARC is intended to provide infrastructural support that facilitates the development of high impact science in HIV/AIDS and mental health that is relevant to the NIMH mission. This FOA intends to support innovative, interdisciplinary research in several areas, including basic, neurological (i.e., neuro-HIV), behavioral and social, integrated biobehavioral, applied, clinical, translational, and implementation science.

 The National Institute on Drug Abuse supported a number of HIV/AIDS cohorts among substance abusing populations. These cohorts address emerging and high priority research on HIV/AIDS. These longitudinal cohorts serve as a strong resource platform for current and future collaborative efforts with other investigators to address emerging questions related to HIV infection, prevention, and treatment in the context of substance abuse, as well as to foster the creativity and efficiency of investigator-initiated research. Accomplishments by the NIDA-funded cohorts have been highly significant. Four of these cohorts (see below) will be terminated within a year if continued support is not provided. Therefore, the purpose of this Limited Competition Funding Opportunity Announcement (FOA) is to support the maintenance and expansion of these NIDA-funded cohorts to continue to address new emerging and/or high priority research on multidisciplinary aspects of HIV/AIDS and substance abuse.

Research Grants: Research grants are available to established scientists of all ages working at accredited institutions in the United States. Applications will be judged on the scientific merit and the innovative aspects of the proposal as well as on the competence of the applicant. Grants-in-Aid: The Grants-in-Aid program is designed for researchers at the assistant professor level who experience difficulty in competing for research funds because they have not yet become firmly established. Grants-in-Aid can also be made to senior scientists. All applications will be judged on the scientific merit and innovative aspects of the proposal, as well as on past performance and evidence of the applicant's continued productivity. Grants-in-Aid are awarded for a one-year period and do not exceed $30,000.

Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.

The purpose of this Funding Opportunity Announcement is to provide continuing support for specific pathogen free (SPF) macaque colonies previously funded under the auspices of PAR-14-066. Breeding colonies are essential to sustain Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Syndrome (AIDS) research. Pedigree SPF macaques are free of certain viruses, which can confound the results of AIDS-related investigations or present a risk to the personnel who care for the animals. The SPF macaques are genetically characterized for major histocompatibility (MHC) class I types as defined MHC classes are critical in determining immune responses to HIV/AIDS infections.
