The purpose of the Adolescent and Young Adult Health National Capacity Building Program (AYAH-NCBP) is to improve the health of adolescents and young adults (ages 10-25) (AYAs) by strengthening the capacity of state maternal and child health (MCH) programs and their clinical partners to address the needs of these population groups. Within the unique needs of this population, this program includes a focus on behavioral health.

The Office of Research on Women's Health (ORWH) and participating Institutes and Centers (ICs) of the National Institutes of Health (NIH) announce the continuation of the program for administrative supplements to research grants to support individuals with high potential to re-enter an active research career after an interruption for family responsibilities or other qualifying circumstances. The purpose of these supplements is to encourage such individuals to re-enter research careers within the missions of all the program areas of NIH. This program will provide administrative supplements to existing NIH research grants for the purpose of supporting full-time or part-time research by these individuals to update their existing research skills and knowledge.

The NIJ Graduate Research Fellowship (GRF) Program in Social and Behavioral Sciences is open to doctoral students in all social and behavioral science disciplines. This program provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the effective administration of criminal justice in the United States. Of particular interest is research on issues deemed critical by the U.S. Department of Justice: violent crime reduction, enhancing investigations and prosecutions, protecting police officers and other public safety personnel, combating the opioid epidemic, victimization, and addressing illegal immigration.

ntiretroviral therapy has been recommended for all persons living with HIV since 2012. However, in 2014, among persons with diagnosed HIV infection, 57.9% of all persons were virally suppressed and 48.1% of youth were virally suppressed (https://www.cdc.gov/hiv/pdf/library/reports/surveillance/cdc-hiv-surveillance-supplemental-report-vol-22-2.pdf ). Insurers have information on clinical encounters which provide them with diagnoses codes. They also have information on pharmacy claims data and can assess if persons with a diagnosis of HIV are receiving antiretroviral (ARV) drugs.

It is in this environment that NIC developed, in collaboration with the Legal Decision-Making Lab of Carleton University, a tool - structured decision making framework (SDMF) - to improve decision making for offenders being released into the community from prisons. This tool, SDMF, acts as a road map or guideline for parole board members to help them reach, consistent, transparent and defensible release decisions. The structured approach guides parole board members through the deliberation process of making parole decision by considering the offender's information that has been demonstrated to be closely linked to positive post-release performance.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is accepting applications for fiscal year (FY) 2018 -Treatment for Individuals with Serious Mental Illness, Serious Emotional Disturbance or Co-Occurring Disorders Experiencing Homelessness (Short Title: Treatment for Individuals Experiencing Homelessness). The purpose of this program is to support the development and/or expansion of the local implementation of an infrastructure that integrates behavioral health treatment and recovery support services for individuals, youth, and families with a serious mental illness, serious emotional disturbance or co-occurring disorder (i.e., a serious mental illness [SMI] and substance use disorder [SUD] or a serious emotional disturbance [SED] and SUD who are experiencing homelessness. The goal of this program is to increase capacity and provide accessible, effective, comprehensive, coordinated, integrated, and evidence-based treatment services, peer support and other recovery support services, and linkages to sustainable permanent housing. To achieve this goal, SAMHSA will support three types of activities: (1) integrated behavioral health treatment and other recovery-oriented services; (2) efforts to engage and connect clients to enrollment resources for health insurance, Medicaid, and mainstream benefits (e.g. Supplemental Security Income (SSI)/Social Security Disability Insurance (SSDI), Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), etc.); and (3) coordination of housing and services that support sustainable permanent housing.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is accepting applications for fiscal year (FY) 2018 Clinical Support System for Serious Mental Illness (Short Title: CSS-SMI) grant. The purpose of this program is provide technical assistance (TA) for the implementation and provision of evidence-based treatment and recovery support programs for individuals living with serious mental illness (SMI). The program aims to establish a national Center to provide this TA to providers, programs and communities across the nation.

HIV+ alcohol users remain at high risk for medication non-adherence and rapid disease progression, medication toxicities, organ failure, and poor viremic control, leading to increased risk of transmission and premature death. Recent advances in technology and biomedical science (e.g., new pharmacological agents, alcohol and inflammation biomarkers, internet and mobile technology) open new opportunities for strengthening the quality of HIV/alcohol-related implementation research through utilization of novel technology and biomarkers. This initiative seeks to advance knowledge on implementation and comparative effectiveness of alcohol-focused interventions among HIV+ individuals. Multiple factors need to be investigated, including potentially important patient and provider characteristics, and the organizational, financial, and structural factors that facilitate or inhibit the delivery of evidence-based services for HIV+ individuals with a range of severity of alcohol use problems. The overall goal is to inform clinical decision-making to implement effective interventions that will improve prevention, care, and outcomes across the continuum of HIV and alcohol problem severity and patterns of alcohol use. This solicitation is divided into two major topics. An application may choose to address one or both. These topics include: 1) comparative effectiveness research focused on understanding factors related to early detection, patient engagement and retention in appropriate alcohol and HIV care, and achieving and maintaining optimal treatment responses in diverse settings, and 2) modeling and testing alternative implementation approaches to improve uptake and scaling-up of effective interventions and reduce HIV disease transmission and progression.

NIAAA is seeking applications for medications development research projects from both for-profit and not-for-profit entities, including academic institutions, pharmaceutical and biotechnology companies, private and public foundations, small businesses not eligible for the SBIR/STTR program and single entities able to demonstrate significant resource commitment to the proposed project. A resource commitment from a single entity could, for example, consist of salary support for key personnel or production and formulation of clinical trial material.

This Funding Opportunity Announcement (FOA) encourages R01 grant applications to conduct rigorous health services and economic research to maximize the delivery of efficient, high-quality drug, tobacco, and alcohol prevention, treatment, and recovery support services. Examples of such research include: (1) clinical quality improvement; (2) quality improvement in services organization and management; (3) implementation research; (4) economic and cost studies; and (5) development or improvement of research methodology, analytic approaches, and measurement instrumentation used in the study of drug, alcohol, and tobacco prevention, treatment, and recovery services.

To that end, the foundation awards grants to organizations and programs that advance the prevention, diagnosis, and treatment of alcoholism, chemical dependency, and addictive behavior, including support for related research and education.

This Funding Opportunity Announcement (FOA) encourages Small Business Technology Transfer (STTR) applications from small business concerns (SBCs) that propose the development of therapeutic agents for disorders that fall under the mission of NIAAA.  An identified candidate, having sufficient bioactivity, stability, manufacturability, bioavailability, in vivo efficacy and/or target engagement, and other favorable properties that are consistent with the desired clinical application, is required prior to application. The FOA supports Investigational New Drug (IND)-enabling studies for the therapeutic candidate. At the end of the funding period, a successful project should have, at a minimum, an IND application submitted to the U.S. Food and Drug Administration (FDA). The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH.  The over-arching goal of this Fogarty International Center R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet Africa's biomedical, behavioral and clinical research needs by supporting the establishment of an African Association for Health Professions Education and Research (the "Association"). This FOA encourages applications for multi-site exploratory and confirmatory clinical trials focused on promising interventions, as well as biomarker-or outcome measure validation studies that are immediately preparatory to trials in stroke prevention, treatment, and recovery.  Successful applicants will collaborate and conduct the trial within the NIH StrokeNet.  Following peer review, NINDS will prioritize trials among the highest scoring to be conducted in the NIH StrokeNet infrastructure. The NIH StrokeNet National Coordinating Center (NCC) will work with the successful applicant to implement the proposed study efficiently and the National Data Management Center (NDMC) will provide statistical and data management support.  The NIH StrokeNet Regional Coordinating Centers (RCCs) and their affiliated clinical sites will provide recruitment/retention support as well as on-site implementation of the clinical protocol.

The National Institute on Drug Abuse (NIDA) Cutting-Edge Basic Research Award (CEBRA) is designed to foster highly innovative or conceptually creative research related to the etiology, pathophysiology, prevention, or treatment of substance use disorders (SUDs). It supports high-risk and potentially high-impact research that is underrepresented or not included in NIDA's current portfolio. The proposed research should: (1) test an innovative and significant hypothesis for which there are scant precedent or preliminary data and which, if confirmed, would transform current thinking; and/or (2) develop, and/or adapt, revolutionary techniques or methods for addiction research or that show promising future applicability to SUD research.
