This initiative is funded through the NIH Common Fund, which supports cross-cutting programs that are expected to have exceptionally high impact. All Common Fund initiatives invite investigators to develop bold, innovative, and often risky approaches to address problems that may seem intractable or to seize new opportunities that offer the potential for rapid progress. This Phased Innovation Awards Cooperative Agreement Funding Opportunity Announcement (FOA) solicits applications to support a collaborative research infrastructure involving an interdisciplinary team of basic and clinical scientists to develop the foundation for an experimental medicine approach to behavior change. Research supported by this FOA is meant to support activities focused on behavior change targets in the domain of interpersonal and social processes through four main target validation steps: 1. Identify a set of putative targets within the interpersonal and social processes domain that are implicated in medical regimen adherence and at least one other health behavior; 2. Leverage existing or develop new experimental or intervention approaches to engage identified targets; 3. Identify or develop appropriate assays (measures) to permit verification of target engagement; 4. Test the degree to which engaging identified targets produces a desired change in medical regimen adherence and at least one other health behavior. While testing target engagement in specific clinical samples is permitted, the targets identified and the behavior change outcomes measured should be selected based on their hypothesized relevance to at least two clinical endpoints or disease conditions. Funds from the NIH will be made available through the UH2/UH3 Phased Innovation Awards Cooperative Agreement mechanism.The initial UH2 phase will support steps 1-3 above. The American Educational Research Association is accepting applications for its AERA Minority Dissertation Fellowship in Education Research. The annual program provides support for doctoral dissertation research, to advance education research by outstanding minority graduate students, and to improve the quality and diversity of university faculties. The fellowship offers doctoral fellowships to enhance the competitiveness of outstanding minority scholars for academic appointments at major research universities. It supports fellows conducting education research and provides mentoring and guidance toward the completion of their doctoral studies. The dissertation study should focus on an education research topic such as high-stakes testing; ethnic studies/curriculum; tracking; STEM development; measurement of achievement and opportunity gaps; English-language learners; or bullying and restorative justice. Applicants can come from graduate programs and departments in education research, the humanities, or social or behavioral science disciplinary or interdisciplinary fields such as economics, political science, psychology, or sociology.

The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the Directorate for Social, Behavioral, and Economic Sciences that supports the development of innovative analytical and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social, behavioral, and economicsciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the production and use of official statistics. Funded projects in the SOBC Research Network have developed experimental manipulations, assays, and/or measures (hereafter referred to as assays for brevity) to support an experimental medicine approach to behavior change research. As such, the active NIH-supported clinical trial used to respond to this FOA does not have to be a behavior change trial or identify behavior change as a primary outcome. The integration of SOBC Research Network assays into ongoing clinical trials will accelerate the development of interventions and experimental manipulations that have been shown to engage specific mechanisms of behavior change and the development of assays that verify engagement of those behavior change targets.

This Funding Opportunity Announcement (FOA) encourages applications for short-term mentored career development (K18) awards that improve synergies among researchers in basic and applied behavioral-social sciences, human subjects and model animals settings; and biomedical and behavioral-social sciences. This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing to serve as the lead investigator of an independent clinical trial, or a clinical trial feasibility study, as part of their research and career development. The NIJ Graduate Research Fellowship (GRF) Program in Social and Behavioral Sciences is open to doctoral students in all social and behavioral science disciplines. This program provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the effective administration of criminal justice in the United States. Of particular interest is research on issues deemed critical by the U.S. Department of Justice: violent crime reduction, enhancing investigations and prosecutions, protecting police officers and other public safety personnel, combating the opioid epidemic, victimization, and addressing illegal immigration.

The NIH Research Education Program (R25) supports research educational activities that complement other formal training programs in the mission areas of the NIH Institutes and Centers. This Funding Opportunity Announcement (FOA) encourages innovative, targeted basic behavioral and social science and intervention development research to reduce incident HIV infections and improve the health of those living with HIV. This FOA encourages research designed to (a) conduct basic behavioral and social science research that is needed to advance the development of HIV prevention and care interventions, (b) translate and operationalize the findings from these basic studies to develop interventions and assess their acceptability and feasibility and (c) conduct tests of the efficacy of HIV prevention and care interventions PA-18-273 uses the R01 grant mechanism while this FOA uses the R21 mechanism. High risk/high payoff projects that lack preliminary data or utilize existing data may be most appropriate for the R21 mechanism, while applicants with preliminary data and/or include longitudinal analysis may wish to apply using the R01 mechanism.

The worldwide growth of wireless communication, navigation, and telemetry has provided immense societal benefits including mobile broadband data, Internet of Things (IoT), mobile healthcare, and intelligent transportation systems. These and other applications including 5G and beyond wireless systems call for innovations that can circumvent the challenges of radio spectrum scarcity and interference and foster the growth of ubiquitous, high speed, low latency connectivity. Commercial applications like the above must operate in harmony with scientific uses such as research on radio astronomy, Earth and atmospheric sciences, and must not inhibit weather prediction, polar research, and other nationally vital activities, all of which are dependent upon access to the radio spectrum. The National Science Foundation (NSF) continues to support wireless spectrum research and the scientific uses of the electromagnetic spectrum through multiple programs that enable fast, accurate, dynamic coordination and usage of our limited spectrum resource. These programs have created an opportune ground to build and create a large center-based ecosystem for spectrum research, which is the target of this SII-Center program.

The RISA program supports the development of knowledge, expertise, and abilities of decision-makers to plan and prepare for climate variability and change. Through regionally-focused and interdisciplinary research and engagement teams, RISA builds and expands the Nation's capacity to adapt and become resilient to extreme weather events and climate change. RISA teams accomplish this through co-developed applied research and partnerships with public and private communities. A central tenet of the RISA program is that learning about climate adaptation and resilience is facilitated by and sustained across a wide range of experts, practitioners, and the public. As such, the RISA program supports a network of people, prioritizing wide participation in learning by doing, learning through adapting, and managing risk with uncertain information. Early decades of the program focused on understanding the use of climate information at regional scales (e.g., through experimental seasonal outlooks), improving predictions and scenarios, building capacity for drought early warning, and advancing the science of climate impact assessments. More recently, emphasis has shifted to address the growing urgency to advance approaches that tackle the complex societal issues surrounding adaptation planning, implementation, and building community resilience. To do so, RISA continues to prioritize collaborative approaches that incorporate multiple knowledge sources and integrate social, physical, and natural science, resulting in long-term support of and increased capacity for communities.

This funding opportunity announcement (FOA), issued by the NIH Basic Behavioral & Social Science Opportunity Network (OppNet), invites applications for short-term mentored career enhancement (K18) awards in basic behavioral and social sciences research (b-BSSR). This funding mechanism will support development of research capability in b-BSSR, with specific emphasis on cross-training and establishing collaborations between researchers with expertise in animal models of basic behavioral and social processes and those studying similar or related processes in human subjects. Basic research using any non-human species or with human subjects in laboratory- or field-based settings is appropriate for this FOA. Eligible candidates for this K18 will be either: (a) scientists conducting b-BSSR in animal models who seek training in the study of similar or related behavioral or social processes in humans; or (b) investigators conducting b-BSSR in human subjects who seek training in the study of similar or related processes in animal models. Candidates may be at any rank or level of research/academic development beyond three years of postdoctoral experience.

The goal of the Smart and Connected Health (SCH) Program is to accelerate the development and use of innovative approaches that would support the much needed transformation of healthcare from reactive and hospital-centered to preventive, proactive, evidence-based, person-centered and focused on well-being rather than disease. Approaches that partner technology-based solutions with biobehavioral health research are supported by multiple agencies of the federal government including the National Science Foundation (NSF) and the National Institutes of Health (NIH). The purpose of this program is to develop next generation health care solutions and encourage existing and new research communities to focus on breakthrough ideas in a variety of areas of value to health, such as sensor technology, networking, information and machine learning technology, decision support systems, modeling of behavioral and cognitive processes, as well as system and process modeling. Effective solutions must satisfy a multitude of constraints arising from clinical/medical needs, social interactions, cognitive limitations, barriers to behavioral change, heterogeneity of data, semantic mismatch and limitations of current cyberphysical systems. Such solutions demand multidisciplinary teams ready to address technical, behavioral and clinical issues ranging from fundamental science to clinical practice.
