This Funding Opportunity Announcement (FOA) will support pilot, feasibility or exploratory research in 5 priority areas in substance use epidemiology and health services, including: 1) responses to sudden and severe emerging drug issues (e.g. the ability to look into a large and sudden spike in synthetic cannabinoid use/overdoses in a particular community); 2) responses to emerging marijuana trends and topics related to the shifting policy landscape; 3) responses to unexpected and time-sensitive prescription drug abuse research opportunities (e.g.,new state or local efforts); 4) responses to unexpected and time-sensitive medical system issues (e.g. opportunities to understand addiction services in the evolving health care system); and 5) responses to unexpected and time-sensitive criminal or juvenile justice opportunities (e.g. new system and/or structural level changes) that relate to drug abuse and access and provision of health care service. It should be clear that the knowledge gained from the proposed study is time-sensitive and that an expedited rapid review and funding are required in order for the scientific question to be answered.

Based on information shared with OARS by an NSF official, forensics research and education is a current area of emphasis for the NSF.

The National Institute of Corrections (NIC) is seeking applications for funding under the Fiscal Year (FY) 2016 Learning and Performance Initiative. Work completed under this cooperative agreement will result in the revision, conversion, and or development of instructional materials for three existing courses of instruction for NIC's Academy Division. These courses are used to build competency and capacity in the field of corrections in learning and performance, leadership development, and the provision of behavioral programming to justice-involved individuals

With this solicitation, NIJ seeks proposals for funding of rigorous research and/or evaluation projects that advance understanding of the impact of policing strategies and/or practices beyond crime reduction. NIJ welcomes proposals to evaluate practices and strategies that use place as well as the individual as their focus. Proposals should consider outcome measures that are both positive and negative on the unit of analysis, including but not limited to crime rates and calls for service.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2014. Work under this cooperative agreement will involve review and revision of the current Inmate Behavior Management (IBM) curriculum based on the Instructional Theory Into Practice (ITIP) model, including relevant language and concepts from NIC's Direct Supervision training curriculum, incorporation of two established NIC e-courses ("Objective Jail Classification: Assessing Inmate Risk and Needs" and "Assigning Inmates to Housing")as part of the pre-work for participants, identification of benchmarks for implementation of IBM in local jurisdictions, and development of a 4- to 5-day pilot training based on the revised curriculum. The awardee will develop an updated program description, detailed narrative lesson plans, a participant manual that follows the lesson plans, and presentation slides for each lesson plan. A qualified awardee will demonstrate expertise and experience in the six elements of IBM developing curricula based on adult learning principles, specifically ITIP, the principles of Direct Supervision, and the purpose, functions, and operations of local jails. The awardee will work closely with NIC staff on all aspects of the project and collaborate with NIC-approved subject matter experts and a curriculum specialist as part of the curriculum revision/development team. This project will be a collaborative venture with the NIC Jails Division.

NIJ is seeking research and evaluation related to bias crime perpetration and victimization. For this solicitation, NIJ is interested in a broad range of research that will address gaps in our ability to identify, assess, and understand the behavior of bias crime offenders or experiences of bias crime victims.

The purpose of the CBPT Project is to reduce social conflict and violence and increase social cohesion and peacebuilding in Guatemala's Western Highlands Region. The project will contribute to Government of Guatemala (GOG) and United States Government (USG) objectives of promoting development, reducing poverty, and reducing irregular migration as per the USG's Strategy for Engagement in Central America and the Plan of the Alliance for Prosperity in the Northern Triangle. CBPT seeks to bring together diverse sectors and stakeholders within communities in the Western Highlands to identify and address the main drivers of social conflict at the familial, community, and municipal levels. The project will seek to address the drivers of social conflict by focusing on four of the general categories of recommendations proposed by USAID/Guatemala's 2015 conflict vulnerability assessment team-youth and families; governance; land; and extractive industries and natural resource exploitation.

The Administration for Children and Families (ACF), Office on Trafficking in Persons (OTIP) announces that funds will be available for the National Human Trafficking Hotline (NHTH) program. The NHTH program seeks to support the operation of a dedicated, toll-free, 24-hour, seven days a week, every day of the year U.S. national telephone and online communication system with trained and experienced human trafficking advocates that provide services and assistance to victims of severe forms of labor and sex trafficking in persons. Multi-lingual services and assistance for foreign and domestic victims must include crisis intervention, information and referrals to anti-trafficking and/or direct victim services programs, temporary lodging/housing resources, and access to other emergency assistance.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

NIJ is seeking rigorous research to evaluate promising practices and strategies that aim to promote effective management and supervision of offenders in both institutions and in the community. Specifically, NIJ is interested in receiving proposals for research and evaluation focused on: * Reducing violence and misconduct. * Provision of medical and mental health services. NIJ is particularly interested in receiving proposals addressing these topics in the context of jails, community corrections, and rural and tribal correctional systems. Every correctional setting has a unique operating environment and challenges. Yet jails, community corrections, and rural and tribal correction systems have received limited empirical attention relative to the number of jurisdictions they serve and the critical functions they provide in the delivery of correctional services. The research resulting from this solicitation supports the U.S. Department of Justice's priorities to reduce violent crime and to protect police and other public safety personnel.

NIJ seeks proposals for research and evaluation projects to identify the combination of attributes specific to the individual law enforcement officer that causes them to make the decisions governing their actions during encounters with the public. Specifically, NIJ is interested in identifying those combinations of attributes tending to lead to successful encounter outcomes; as well as those tending to lead to unsuccessful outcomes. NIJ is also interested in understanding how the outcomes associated with a specific combination of attributes may differ based on the type of encounter; including understanding how the importance of specific attributes may vary based on the type of encounter.

The purpose of this solicitation is to support research to produce sustainable community-level reductions in violence. NIJ seeks to develop scientific evidence and build practical knowledge of the factors that contribute to achieving enduring violence reductions in communities. NIJ is interested in receiving proposals for research with both empirical and theory-building elements that will lead to practical and generalizable recommendations. These recommendations should inform community-focused efforts to produce substantial and lasting violence reductions in communities that have suffered from persistently high levels of violence.

The Domestic Radicalization and Terrorism program strives to better understand the primary drivers of radicalization and what can be done to prevent or intervene during the radicalization process through programmatic efforts. In FY2018, NIJ will emphasize an interest in evaluations of new and existing demonstration programs to prevent terrorism (by way of de-radicalization and disengagement). NIJ will encourage applicants to submit projects which conduct comparative and multi-site programmatic evaluations, help the field better understand risk factors and develop risk assessment tools.

With this solicitation, NIJ seeks applications for investigator-initiated research and evaluation projects to improve understanding, prevention and deterrence of firearms violence in general and public mass shooting incidents in particular. This solicitation aims to strengthen the knowledge base and improve public safety by producing findings with practical implications. This solicitation is focused specifically on producing research related to intentional, interpersonal firearms violence.

The purpose of this BAA is to provide for the competitive selection of research proposals for social and behavioral science research to deepen our understanding of the complex social and behavioral processes underpinning intelligence interviewing and interrogation. Offerors will not conduct research for the HIG in HIG facilities The HIG Research Program is the premier provider and trusted source for the state of the art and science of interrogation. The HIG supports research and development of an effective, science-based model of interrogation. To this end, the HIG Research Program commissions basic and applied science and field validation/effectiveness studies to rigorously examine current and new approaches to interrogation. The program incorporates new insights and methods based on rigorous science to ensure practitioners are equipped with knowledge from the behavioral and social sciences that will make them better interrogators, interviewers and de-briefers. The HIG highly encourages participation from transdisciplinary research teams from social and behavioral sciences, and collaborative teaming arrangements amongst multiple institutions that have the relevant expertise and facilities to execute fundamental and applied research. Please refer to Appendix A for previous, published research supported by the HIG.

On September 4, 2003, President George W. Bush signed the Prison Rape Elimination Act of 2003 (Public Law 108-79). The act requires BJS to carry out, for each calendar year, a comprehensive statistical review and analysis of the incidence and effects of prison rape. The act further instructs BJS to collect survey data: the Bureau shall use surveys and other statistical studies of current and former inmates. The law was passed in part to overcome a shortage of available research on the incidence and prevalence of sexual violence in correctional facilities. To implement the act, BJS developed the National Prison Rape Statistics Program (NPRS), which includes four separate data collection efforts: the Survey on Sexual Victimization (SSV, formerly Survey of Sexual Violence), National Inmate Survey (NIS), National Survey of Youth in Custody (NSYC), and National Former Prisoner Survey (NFPS). Each of these collections is independent and, while not directly comparable, they provide measures of the prevalence and characteristics of sexual assault in correctional facilities. The SSV collects information about incidents of sexual violence reported to and investigated by adult and juvenile correctional authorities and characteristics of substantiated incidents. The NIS collects allegations of sexual assault self-reported by adult and juvenile inmates in correctional facilities. The NSYC gathers self-reported sexual assault data from youth in juvenile correctional facilities. The NFPS measures allegations of sexual assault experienced during a person s last incarceration, as reported by former inmates under community active supervision

NIJ seeks proposals to conduct research on policing to improve policing practices and public safety at the State, local, and tribal levels. In 2015, a task force was created by President Barack Obama to examine the current state of policing in the United States. In response to a number of high profile events across the nation involving the police, the panel provided recommendations on promising policing practices that police could adopt as effective crime fighting strategies that would also strengthen trust and confidence in the police among community residents that they serve. The panel identified a number of reforms or Âœpillars that were viewed as vital to improving current police practices. In response to the recommendations and action items proposed by the task force, NIJ is interested in research in the following topical areas: 1. NIJ is seeking applications for research and program evaluation projects that inform efforts to reduce street gang activity and violence in the United States. Gangs and gang members are responsible for a large amount of crime and violence in many localities, and are responsible for a disproportionate share in those communities most afflicted by crime and violence. NIJ will support scientifically rigorous research and evaluation projects designed to produce findings with high practical utility for gang prevention, intervention, enforcement, or reentry strategies. This solicitation supports the U.S. Department of Justice priority to prevent and reduce crime.

NIJ is seeking research and evaluation related to hate crime perpetration and victimization. The purpose of this solicitation is to support research and evaluation to: 1) understand the motivations and pathways to hate crime offending; 2) determine whether programs targeted at hate crime offenders are effective at reducing reoffending; 3) determine whether programs that work with victims of hate crimes and their communities are effective at reducing the harms caused by hate crimes; and 4) provide information that will improve investigative and prosecutorial outcomes. Other proposals that address research related to hate crimes will be considered.
