In defining case closure, often referred to as case "clearance," the U.S. Department of Justice's Bureau of Justice Statistics has stated that "Law enforcement agencies clear or solve an offense when at least one person is arrested, charged with the commission of the offense, and turned over to the court for prosecution." In addition, cases can be closed through "exceptional" means -- which are often referred to as "administrative" case closures. Department of Justice guidelines state that "A law enforcement agency clears a crime by exceptional means when elements beyond its control prevent the placing of formal charges against the offender. In such circumstances, law enforcement must have identified the offender, possess enough evidence to support arrest, and identify the offender's location." Esparanza Fire, Twin Pines 5 fire fighters died, a sixth fire fighter victimized. A untold story of one of the fire victims home that burned down that the news and the governor visited in Twin Pines. Then about a year later his homicide by stranglation by a guy wearing a fireman shirt. Turned out to be a son of a friend of the DA in Riverside. There is over 20 officials that have participated in the cover up of homicide of 68 year old Nye Frank. That means that 20 people are owe favors to each other to help cover up crimes for family and friends. Nye and Lee never have had issues with the law. We never expected him to be killed. Lee witnessed the whole thing. Then the stalking and revictiming from officials has been devistating to the family.
