The IG investigation found that in the two months before accepting a job created for him at the Shaw Group, Commissioner Merrifield voted both to approve China's purchase of AP 1000 reactors (in which the Shaw Group had a financial interest) and to change criteria of emergency cooling systems that would directly benefit Westinghouse (of which the Shaw Group owned a 20 percent interest). The IG referred the case to the Department of Justice.

The State Council, or cabinet, issued a licence last week for the building of the first phase of the Haiyang nuclear power station in Shandong province, the State-owned Assets Supervision and Administration Commission announced. Two reactors will be built initially, both using US-based Westinghouse Electric's AP 1000 third generation technology, the commission said in a statement posted on its website on Sunday. Each reactor will have a capacity of 1.25 gigawatts, the statement said. The reactors will be operational in May 2014 and March 2015, respectively.

The usually supine Nuclear Regulatory Commission has told Toshiba's Westinghouse Corporation that its "standardized" AP-1000 design might not withstand hurricanes, tornadoes or earthquakes. Regulators in France, Finland and the UK have raised safety concerns about AREVA's flagship EPR reactor. The front group for France's national nuclear power industry, AREVA's vanguard project in Finland is at least three years behind schedule and at least $3 billion over budget. And the Obama Administration indicates it will end efforts to license the proposed radioactive waste repository at Yucca Mountain, Nevada. After more than fifty years of trying, the nuclear industry has not a single prospective central dump site. "If history repeats itself as farce, then the nuclear power industry represents the most incompetent jester of all time," says Michael Mariotte of the Nuclear Information & Resource Service. It "seems intent on repeating every possible mistake of its failed past-from promoting inadequate, ever-changing reactor designs to blowing through even the largest imaginable budgets. Among the most recent concerns about TVA operations are questions about the design for potential new nuclear reactors at the Bellefonte nuclear power site near Huntsville, Ala. TVA is seeking a license to build a plant based on a new design, the AP-1000 Westinghouse, but environmental groups say while the licensing process goes forward changes are being made to the design. Advertisement TVA insists the changes in the design are only peripheral to the basic plan. Design changes include changes to the pressurizer; changes in the seismic analysis involving rock and soil conditions; changes in instruments and a redesign of fuel racks. Advocates of the licensing process say the design changes at issue are only the kinds of items that can be carried easily on a parallel track with the application process. The basic design is said to be a simpler version of a nuclear reactor. The design is significant because if and when it is approved for Bellefonte, it streamlines the process for other plant sites that might want to build on a Bellefonte model.
