    U.S. Nuclear Regulatory Commission staffers from Atlanta listened to public complaints about operations at the Nuclear Fuel Services, Inc., plant here for about three hours Thursday night. Located near the Nolichucky River in Erwin, the Nuclear Fuel Services plant for decades has produced Fuel for U.S. Navy nuclear-powered submarines and surface ships. It also "down-blends" highly-enriched uranium to a low-enriched state suitable for conversion into Fuel for Tennessee Valley Authority nuclear-power plants. A number of NFS employees, including at least one vice president, were in the audience during the meeting, but made no comments and took no direct role in the meeting. Efforts to reach NFS spokesman Lauri Turpin for comment on Friday via telephone and e-mail were unsuccessful.

    A new report calls for a permanent solution for the nation's safe storage of nuclear waste because the push for clean energy has placed renewed emphasis on nuclear power and the waste that goes with it. "Revisiting America's Nuclear Waste Policy" notes that 2,000 metric tons of nuclear fuel are generated by U.S. reactors each year, to add to the more than 70,000 tons of spent fuel and other high-level waste already being stored at 121 sites in 39 states. Moreover, 20 companies have submitted applications to the Nuclear Regulatory Commission to build 26 new nuclear reactors in the next decade. "With the needed expansion of nuclear power, the amount of used fuel produced will also increase," the report said. "The time is ripe for a permanent solution." The report, by the U.S. Chamber of Commerce's Institute for 21st Century Energy, notes that Yucca Mountain in Nevada is not the "only" solution, but asks if not there, where?

    Eleven years after its last nuclear reactor was shut down, the University may be making strides to reinstate a new one on campus. The Illinois Student Senate approved a resolution April 8 to create a new integral fast reactor for use by the nuclear engineering department. "The integral fast reactor is a research reactor," said David Wall, freshman in LAS. "It takes spent fuel from your normal reactor and uses it as more energy." Spent fuel, or fuel that has already been used, is a problem in energy consumption and conservation, said Wall, who served in the U.S. Navy as an electrical and nuclear operator. The new reactor would enable engineers to use this energy instead of leaving it in the form of waste. Wall said this is the equivalent of taking a tissue box full of used or spent fuel and creating a shot glass-sized amount of waste out of it.

    "The uranium industry apparently saw this windfall coming and has quietly been dealing with one irony of U.S. nuclear power: the nation imports nearly 90 percent of its nuclear fuel. Ironically, most mining and milling proposals of recent years are from foreign-owned companies and some of the fuel is potentially destined to be shipped to Belgium, Japan, and South Korea. Even the newest enrichment plant to convert uranium to reactor fuel is wholly foreign owned. And, at a time when the government is still cleaning up1980's-era uranium mine and mills at a cost of many billions of dollars, some companies responsible for contaminated sites continue to receive leases on public land, including a Canadian company which tried to skirt clean-up laws under the terms of NAFTA. Complicating the matter is the federal mining law of 1872 - unchanged since it was signed by Ulysses S. Grant - that allows mining claims for as little as $1 an acre on federal land and no royalties to taxpayers despite the fact that some companies routinely leave behind multimillion-dollar cleanup sites."

The ASN said in a statement Wednesday "the incident had no consequences." But it issued a warning to plant operators and suspended work on dismantling the plant. The plant, which manufactured fuel for nuclear plants for 40 years, is being decommissioned. It was operated by French nuclear manufacturer Areva and belongs to the state Atomic Energy Commission, which reported the excess plutonium on Oct. 6.

    The company building a new facility in Newport News to build components for nuclear reactors has decided to end its fuel-assembly production in Lynchburg and expand its operations in Richland, Wash. Areva said this week it will consolidate the two operations, resulting in a job loss of about 150 in Lynchburg. Areva has operated the Washington facility for 40 years. Areva spokeswoman Judy Thomas told the Tri-City Herald, a newspaper based in Kennewick, Wash., that the 150 employees in Lynchburg will be given first choice for 50 new jobs in Richland, where Areva has 700 employees. The French-owned energy service company announced last year it will build a $2 billion uranium enrichment plant at Idaho Falls, Idaho. It will produce a raw material for the Richland plant to turn into fuel assemblies for nuclear reactors. Areva plans to open its Newport News manufacturing plant, a joint venture with Northrop Grumman, by 2011 on the James River waterfront near the shipyard.

About 2,300 containers of material were shipped, most of them coffee-can-sized canisters of plutonium that had been stored at the Plutonium Finishing Plant. Shipments of the canisters ended in April. Since then, the Department of Energy has been shipping about a dozen packages of unirradiated fuel, with those shipments completed in September. DOE had set a goal to have the shipping done before the start of fiscal 2010, which began today. "It is a major accomplishment with a lot of effort by many people here at Hanford, a lot of effort by transportation crews and by the people at the Savannah River Site," said Geoff Tyree, a DOE Hanford spokesman.

Transformative changes reflect global developments that have occurred since the partnership was established in 2007, and include a new name-the International Framework for Nuclear Energy Cooperation-and a new mission statement. The partnership started out as a U.S.-led initiative under President George W. Bush in 2006, seeking to improve the proliferation-resistance of the nuclear fuel cycle while guaranteeing access to fuel supplies through both political and technological initiatives. But last year, after 14 hearings and 15,000 comments, the U.S. Department of Energy reportedly pulled the plug on domestic involvement in the partnership. A DOE spokesperson was quoted as saying that the nation's "long-term fuel cycle research and development program will continue but not the near-term deployment of recycling facilities or fast reactors." The spokesman noted that the international component of GNEP was under interagency review. "

    "The Yakama Nation has filed a lawsuit challenging the state of Washington's actions to start construction of a cover over closed portions of private company US Ecology's waste disposal trenches at Hanford. Heart of America Northwest Research Center has joined the Yakamas in the lawsuit filed in Yakima County Superior Court. The state believes it has acted properly and that the Yakama Nation does not have a valid case, according to the Washington State Office of the Attorney General. The state has a lease from the federal government for 100 acres on the Hanford nuclear reservation subleased to US Ecology for the disposal of low-level radioactive waste from organizations such as universities, hospitals, biotech firms and electric utilities in western states. The plaintiffs maintain that the landfill contains at least 220 pounds of plutonium 239 plus irradiated fuel segments and other spent nuclear fuel. It also may contain two high-level radioactive fuel rods disposed of at the site around 2003, the plaintiffs said."

    Nearly 400 miles (645 kilometers) north of Saskatoon, Saskatchewan, on the Alberta border, lies the McArthur River uranium mine. Owned and operated by Cameco Corporation, the world's largest producer of uranium, the mine disgorged about 18.7 million pounds (8.5 million kilograms) of the nuclear element in 2007. The year's output was enough to supply roughly one quarter of the annual fuel needs of the 104 U.S. nuclear reactors, according to World Nuclear Association (WNA) figures. Such uranium deposits in Canada, Australia and Kazakhstan comprise the bulk of the world's known supply-although uranium is a ubiquitous atom that can even be derived from seawater. With 436 reactors worldwide consuming 65,000 metric tons (one metric ton equals 1.1 U.S. tons) of enriched uranium per year, demand for this nuclear reactor fuel outstrips available supply, which has caused uranium prices to jump from a low of $10 per pound a few years ago to more than $130 per pound in 2007 and still more than $50 per pound today.

    Japan's Mitsubishi Heavy Industries and major French nuclear energy company Areva will form a capital tie-up in nuclear fuel production, according to a report. Areva will buy a roughly 30 percent stake in Mitsubishi Nuclear fuel Co. and Mitsubishi Heavy will become the nuclear company's leading shareholder, the business daily Nikkei reported, without citing sources. Areva's new investment will expand its existing ties with Mitsubishi Heavy to building nuclear plants and supplying fuel to them, it said.

    The Dept. of Energy today delivered a report to Congress saying it does not have the authority to accept decommissioned fuel from the nation's commercial nuclear power plant. Here's the link to the report. In a press statement, DOE's Ward Sproat, director of the Office of Civilian Radioactive Waste Management, said, "The Department has concluded that, without legislation, a demonstration project accepting spent nuclear fuel from decommissioned nuclear reactor sites could not be completed in the near term and would not reduce taxpayer costs for waste disposal."

That was the conclusion of a state-funded report on the 3,300-acre West Valley nuclear site, closed since the early 1970s and once the nation's only commercial center for reprocessing spent nuclear fuel. Released Tuesday, the report comes during a growing national debate about stepping up nuclear power as a way to cut the greenhouse gases that cause global warming. Critics continue to question the fate of spent fuel, which is dangerous for thousands of years. The report by Cambridge-based Synapse Energy Economics claimed it will cost nearly $10 billion to clean radioactive waste from West Valley over the next 60 years and ship it to a federal dump that does not exist yet.
