"Nuclear power is expensive, obsolete and a dangerous technology, and Albertans don't want any part of it," Elena Schacherl told the crowd holding placards and banners. Schacherl is vice-president of the Coalition for a Nuclear Free Alberta, which opposes the construction of nuclear power plants in the province, and the organizers of the demonstration.

"Toshiba Corp., Hitachi Ltd. and Tokyo Electric Power Co. are among six Japanese companies that will form a joint venture to sell nuclear reactors and technology to Vietnam and other countries. The group, which includes Mitsubishi Heavy Industries Ltd., Chubu Electric Power Co. and Kansai Electric Power Co., will seek financial assistance from the trade ministry, they said in a joint statement yesterday. The companies have set up an office ahead of forming the venture this autumn. Japan is holding talks for nuclear cooperation treaties with India, Jordan, and Russia and has had preliminary discussions with Vietnam. According to Eli Kintisch of Science Magazine and ScienceInsider, President-elect Obama will nominate Dr. John Holdren to be Science Advisor to the President and Director of the Office of Science and Technology Policy (OSTP). Holdren currently serves as the director of the Science, Technology and Public Policy Program and the Belfer Center for Science and International Affairs at Harvard's Kennedy School of Government, as well as Director of the Woods Hole Research Center.

A US trade mission, which will include representatives of General Electric, Westinghouse and USEC Inc, will visit India this week to hold talks with the government on how to leverage spinoffs from the Indo-US civil nuclear agreement, Shyam Saran, the prime minister's special envoy on the Indo-US nuclear deal, has said. Although the signing of the Indo-US deal on October 10, 2008, will remove the technology-denial regimes for nuclear material as well as dual-use technologies and open a plethora of opportunities for private players, it is too early to comment if foreign companies can set up nuclear power plants, according to Saran. He added the government was cautious in this regard since India's civilian and nuclear programmes were enmeshed. Under the separation plan that is part of the Indo-US nuclear deal, the separation will be completed by 2014.

As France presses ahead with building more next-generation nuclear reactors, new evidence emerged Friday to suggest that industry and governments may be unprepared to handle the increasingly toxic waste that will result. Highlighting the importance of the technology in France, both as its main source of electricity and as a major export industry, President Nicolas Sarkozy of France announced late Thursday that Électricité de France, Europe's biggest power producer, was awarded the contract to develop a second atomic reactor using next-generation technology.

Brazil will produce enriched uranium from next month in a factory in the State of Rio de Janeiro, the Brazilian Nuclear Industries (INB) said Tuesday. Brazil will use technology developed by the Brazilian Marine technology Center in Sao Paulo (CTMSP) and the Institute of Energy and Nuclear Research (IPEN) to produce enriched uranium, according to Samuel Fayad, a high-ranking official at INB.

President-elect Barack Obama's next senior science adviser, Harvard academic and vociferous climate change advocate John Holdren, is a proponent for clean coal and advanced nuclear energy, according to his previous speeches and policy work. But the types of coal and nuclear generation that Holdren advocates is years away from commercial development, and it's questionable whether he will encourage near-term private-sector expansion of the two sectors. In a significant, indigenous effort by an Indian industry, the Hyderabad-based MTAR Technologies has fabricated a critical component - The Grid Plate - for the Fast Breeder Reactors (FBRs). MTAR Technologies, a maker of precision engineering equipment for the strategic sectors, has made the Grid Plate, which supports and accurately positions the core sub-assemblies in the reactor at a substantially low cost. Interestingly, the Vikas Engine, which powered the PSLV (Polar Satellite Launch Vehicle), to put the Chandrayaan-I mission to the moon successfully, has also been developed by the MTAR.

Russia has offered Brazil modern methods for the production of uranium, new nuclear power plants and superconducting technologies, the CEO of the Rosatom state nuclear corporation said Friday. "The first direction of cooperation is the prospecting and production of natural uranium," said Sergei Kiriyenko, who is in Brazil to lead the Russia Days events.

The Nevada Nuclear Projects Agency should be restructured. It should look for nuclear technology opportunities using Yucca Mountain for Nevada rather than be against Yucca. Nevada could benefit greatly from nuclear technology by allowing nuclear power plants using "reprocessing."

In August 2007, India and the United States reached a bilateral agreement on civilian nuclear cooperation as envisioned in the joint statement released by President Bush and Indian Prime Minister Manmohan Singh on July 18, 2005. The deal, which marks a notable warming of U.S.-India relations, would lift the U.S. moratorium on nuclear trade with India, provide U.S. assistance to India's civilian nuclear energy program, and expand U.S.-Indian cooperation in energy and satellite technology. But critics in the United States say the deal fundamentally reverses half a century of U.S. nonproliferation efforts, undermine attempts to prevent states like Iran and North Korea from acquiring nuclear weapons, and potentially contribute to a nuclear arms race in Asia. "It's an unprecedented deal for India," says Charles D. Ferguson, science and technology fellow at the Council on Foreign Relations. "If you look at the three countries outside the Nuclear Non-Proliferation Treaty (NPT)-Israel, India, and Pakistan-this stands to be a unique deal."

This statement assumes that sensitive nuclear technologies will not spread. However, the Bush administration's current proposal to resume reprocessing of spent nuclear fuel under the Global Nuclear Energy Partnership has increased the risk that nuclear energy will result in more nuclear weapons-usable material in the United States and abroad. The Bush Administration's Global Nuclear Energy Partnership (GNEP) proposes that the United States would separate plutonium from spent nuclear fuel through reprocessing. GNEP envisions that "receiver" countries would voluntarily give up nuclear enrichment and reprocessing technologies and, in exchange, and would send their nuclear waste to "supplier" countries for reprocessing. In practice, GNEP is a proliferation risk, exorbitantly expensive, and not a solution to the growing nuclear waste problem in the United States
