While the opportunity-to-learn standards focus on the learning environment
necessary to teach music, it is important to note that the ultimate objective of
all standards, all school curriculums, and all school personnel is to help
students to gain the broad skills and knowledge that will enable them to
function effectively as adults and to contribute to society in today's world and
tomorrow's. Teachers, administrators, school board members, parents, and the
public must be concerned with education in the broadest sense and must share a
common commitment to safe and drug-free schools, which are prerequisites to
effective learning. The ultimate beneficiaries of these efforts will be the
students.
