The mission of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors.

Another one of the UN global organizations working to help the most afflicted across the world. The funding of their work and other organizations to the level promised by the Millennium Declaration would make the Millennium Development Goals a reality. S 1425 seeks to increase the economic empowerment of women in developing countries through assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security Close Official Summary 7/9/2009--Introduced.Global Resources and Opportunities for Women to Thrive Act of 2009 or GROWTH Act of 2009 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; and (7) Millennium Challenge Account assistance. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations as well as financial service providers; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade. The Millennium Development Goals actually increase rural dependence on knowledge and skills from urban areas-at the expense of community empowerment. It does not change my mind about the goal but it does give food for thought on how we achieve it. What I get out of this is an argument against Developed Nation's paternalism.

The World Social Summit identified poverty eradication as an ethical, social, political and economic imperative of mankind and called on governments to address the root causes of poverty, provide for basic needs for all and ensure that the poor have access to productive resources, including credit, education and training. Recognizing insufficient progress in the poverty reduction, the 24th special session of the General Assembly devoted to the review of the Copenhagen commitments, decided to set up targets to reduce the proportion of people living in extreme poverty by one half by 2015.
