    Ports and neighbouring cities function as connectors between land and water and have long accommodated a substantial flow of goods and services. Port cities in the Western Indian Ocean (WIO) region and the Global South (GS) are rapidly and inevitably expanding as the demand for global trade increases. However, this expansion has numerous impacts on the surrounding marine ecosystem and the socio-economic livelihoods of local communities. We propose a framework to evaluate the sustainability of port cities in the WIO region and more broadly for cities in the GS. Through an exploratory approach, a systematic literature review (SLR) was undertaken to identify existing themes on port city and marine ecosystem sustainability indicator frameworks. The results revealed a strong bias towards sustainability publications designed for port cities in Global North. The approach developed from this study focuses on the socio-economic and environmental attributes relevant to ports in the WIO region and for GS countries. This draws from the Drivers, Pressures, States, Impacts and Responses (DPSIR) framework and includes 78 indicators. The indicators are designed to identify and report on the complex land and sea interdependencies of port cities. To test the validity of these indicators their interdependencies were examined through a Causal Network (CN) structure which identified 12 priority DPSIR CN. These were also mapped to the UNSDGs enabling the wider applicability and transferability of the framework. The resulting framework enables port cities in emerging economies to establish robust sustainable reporting systems and provides a framework that offers a unique lens for evaluating interactions embedded in the land and sea continuum.

    Invasive species are spreading into northern latitudes and threatening food and water security. Alaska's aquatic environments support some of the world's most productive wild salmon fisheries. Yet, the influx of invasive species increases the strain on the ecosystems, cultures, and economies that depend on these fisheries. Especially worrisome is the potential transmission of aquatic invasive species (AIS) such as zebra mussels (Dreissena polymorpha), quagga mussels (Dreissena bugensis), or Asian clams (Corbicula fluminea) through the trade and traffic of recreational watercraft from AIS-infested regions. Since neither invasive mussels nor clams have been found in Alaska waters, there is opportunity to prevent introductions of invasive molluscs and avoid catastrophic impacts to some of the world's last intact ecosystems. To date little data are available to guide human response to reducing the risk of transmitting freshwater AIS that affect critical natal habitat for Alaska's salmon fisheries. This study triangulated existing data on watercraft registrations and inspections with key informant interviews to establish a first estimate of introduction rates for watercraft-related AIS. Results show that at least 129 used and motorized watercraft are estimated to enter Alaska annually from dreissenid-infested regions with an estimated 47 reaching Alaska freshwater uninspected. These watercraft are entering Alaska through both land and marine pathways. The study points toward the need for a collaborative response among state, federal, tribal, and local agencies, and watercraft owners to devise effective prevention. Response opportunities include inspections and decontaminations at critical control points, and an increased outreach and education campaign for watercraft users. Policy implications for salmon fisheries are discussed should AIS become established in Alaska. Also, the costs, and the long-term sustainability of a prevention program are discussed.

The rule of law for marine environmental governance in maritime transport: China's expe... - 0 views

    Maritime transport is a major source of pollution of marine environment, which is the essential object in a series of international maritime legislations and various countries' domestic laws. Focused on protecting the marine environment, China has spent over 40 years developing the rule of law for marine environmental governance in maritime transport, including efforts made in legislation, law enforcement, and the judiciary. In this article, we attempt to examine China's experience and practice in the marine environment, explain the logic and consideration in relevant practices, and summarize China's paradigm for the rule of law for such governance. China has sought to resolve two major issues: the relationship between domestic and international law and the balance of interests between flag, coastal, and port states, offering a vivid model of marine environmental governance on which other countries can base their own legal systems. The findings reveal that with following and enforcing the international law of the sea, now China's domestic laws have form lawful authority on binding foreign vessels. China is continually strengthening the construction of its legislative system to harmonize inconsistencies and keep pace with international marine environmental law. To eliminate administrative inefficiency resulting from cumbersome procedures, China has reformed its maritime enforcement system by consolidating multiple administrations. China's independent maritime judicial system is meeting the demand to develop environmental specialization, enabling further exploitation of its profession in solving maritime environment cases and implementing environmental legislation.

    Anthropogenic noise is a recent addition to the list of human-made threats to the environment, with potential and established negative impacts on a wide range of animals. Despite their economic and ecological significance, few studies have considered the impact of anthropogenic noise on crustaceans, though past studies have shown that it can cause significant effects to crustacean physiology, anatomy, and behaviour. Mating behaviour in crustaceans could potentially be severely affected by anthropogenic noise, given that noise has been demonstrated to impact some crustacean's ability to detect and respond to chemical, visual, and acoustic cues, all of which are vital in courtship rituals. To explore if noise has an impact on crustacean mating, we tested the responses of male green shore crabs (Carcinus maenas) from the southwest UK coast by exposing them to ship noise recordings while simultaneously presenting them with a dummy-female soaked in the female-sex pheromone uridine diphosphate (UDP) in an experimental tank setup (recording treatment: n = 15, control treatment: n = 15). We found a significant, negative effect of noise on the occurrence of mating behaviour compared to no noise conditions, though no significant effect of noise on the time it took for a crab to respond to the pheromone. Such effects suggest reproductive impairment due to anthropogenic noise, which could potentially contribute to decreased crustacean populations and subsequent ecological and economic repercussions. Given the findings of our preliminary study, more research should be undertaken that includes larger sample sizes, double blind setups, and controlled laboratory trials in order to more fully extrapolate the potential impact of noise on mating in the natural environment.

    Switching to ammonia as a marine fuel, with the goal of decarbonisation, can instead create entirely new problems. This is shown in a study from CHALMERS University of Technology in Sweden, where researchers carried out life cycle analyses for batteries and for three electrofuels including ammonia. Eutrophication and acidification are some of the environmental problems that can be traced to the use of ammonia - as well as emissions of laughing gas, which is a very potent greenhouse gas.

Valuation of marine areas for merchant shipping: an attempt at shipping spatial rent va... - 0 views

    As part of the progressive process of extending spatial plans to cover an increasing number of marine areas, with the aim of objectively balancing the interests of various users of the marine area, it has become necessary to establish the value of marine areas as a yardstick or determinant of the user group for which a given marine area is of greater value. This study seeks to fill a research gap by attempting to develop a method to calculate the value of marine areas for the commercial shipping industry. This is done to make it possible in the future to prepare the ground for policy regulating the spatial rent of the sea, whose most important users are shipowners and their ships. We use the homogeneous basin of the Polish Marine Areas (PMA) in the Baltic Sea. Based on a literature review, we conclude that such a method does not exist, posing a significant challenge in the process of marine/maritime spatial planning (MSP) and maritime policy formulation. Conducting an in-depth analysis of 2020 data on ship traffic in the basin noted above, combined with a financial analysis of shipowners' operating costs and profitability indicators, we can determine the value of marine areas both in aggregate for all shipping in the studied basin and for each of the five segments of shipping - the bulk cargo, ro-ro cargo, container, tanker, and passenger segments. In addition, through a dynamic analysis of ship traffic, it is possible to determine the value of sea area in Polish seawaters per unit of area (1 km²) at the average level and for the five specified market segments. The obtained values show that the total profits of shipowners in the Polish Marine Areas, which are at the level of more than EUR 103 million per year, and the average value of profits per 1 km² of marine area used by a ship provide future decision-makers with an objective point of reference to shape future policies for the fiscalization of public space, including the sea.
