    I'm a little confused about why separate permissions are necessary. Google Apps for Education is a service contracted by the school and those terms of service are different from the ones that govern regular Gmail accounts. The school is in full control of all student information and acting as the parent's agent, as in: "...the Rule does not preclude schools from acting as intermediaries between operators and parents in the notice and consent process, or from serving as the parent's agent in the process."  59909 in 64 Fed.
