  This was never very configurable in Moodle 1.9 and is no better (in fact worse as there is a bug) in Moodle 2. In 1.9 I edited the code to make it display summaries all the time. I'll post tracker items for these.

  Yes, because people aren't going to read this doc from start to finish, they'll just drop in on the question they want answered. They may not have thought about restricting the course until they read this.
