North Carolina Redistricting Cases: the 1990s The 1991 North Carolina General Assembly originally enacted a congressional plan with one minority district, the 1st, in the northeastern part of the State where demographics make a compact Black district easier to draw, especially if joined with the Black precincts of nearby Durham.

Redistricting is the process of redrawing the districts from which public officials are elected. Members of the United States House of Representatives, the North Carolina Senate and the North Carolina House of Representatives are elected by the voters, who live in districts.
