This is the ICOLC Statement of Current Perspective and Preferred Practices for Selection and Purchase of Electronic Information. The statement says, "Preferred Pricing Practices - Reaffirmed A. Non-disclosure language should not be required for any licensing agreement, particularly language that would preclude library consortia from sharing pricing and other significant terms and conditions with other consortia. B. Providers should not expect libraries to pay the entire cost of their research and development to bring new electronic products to market. These costs should be shared by the company shareholders and amortized by the provider so current prices for electronic information are sufficiently affordable to encourage experimentation and ultimately widespread use. This strategy will offer providers a better long-term revenue stream from which to recover their research and development costs. C. Libraries should have the option to purchase the electronic product without the paper subscription, and the electronic product should cost substantially less than the printed subscription price. See Section A. below for more detail. D. Bundling electronic and print subscriptions in non-flexible multi-year packages must not be the sole pricing option for purchasing electronic information. For example, licenses and purchase agreements for electronic journals, after the initial pricing year, cannot remain on an unchangeable fixed economic course." (paragraphs 12 - 16 of the URL)

2006 article on Google Books from library perspective. Asks "How will the librarians at participating Google Book Search libraries use their copies of the digitized books, commonly referred to as the library digital copy, the copy that Google gave to them in return for their participation in the Book Search project?"

The Chronicle of Higher Education is reporting (May 30, 2008) the following: Research Libraries Embrace E-Books "Sixty-nine percent of university research libraries plan to increase spending on e-books over the next two years, according to a recent study published by Primary Research Group Inc. This finding and others were based on a survey of 45 research libraries in countries around the world, including the United States, Canada, Australia, Germany, and Japan."

How should we be rethinking the research library in a swiftly changing information landscape?\n\nIn February 2008, CLIR convened 25 leading librarians, publishers, faculty members, and information technology specialists to consider this question. Participants discussed the challenges and opportunities that libraries are likely to face in the next five to ten years, and how changes in scholarly communication will affect the future library. Essays by eight of the participants-Paul Courant, Andrew Dillon, Rick Luce, Stephen Nichols, Daphnée Rentfrow, Abby Smith, Kate Wittenberg, and Lee Zia-were circulated to participants in advance and provided background for the conversation. This report contains these background essays as well as a summary of the meeting.

"Established in 1997, the California Digital Library has a wholly digital charter and two complementary but distinct roles. As an arm of systemwide library planning, CDL supports the University of California libraries in their mission of providing access to the world's knowledge for the UC campuses and the communities they serve. In so doing, it directly supports UC's mission of teaching, research, and public service. The CDL also maintains its own distinctive programs emphasizing the development and management of digital collections, innovation in scholarly publishing, and the long-term preservation of digital information."

"What about the books, you say? In addition to an array of flat screens, Fresno State librarian Peter McDonald said the library includes the largest single floor public-access compact shelving unit in the world (according to Space Saver), capable of holding over 1.3 million volumes on one floor. The library currently has about 915,000 there, so there's room to grow. Periodicals are housed on the library's second floor."

This well-researched article discusses several new paradigms for future libraries: collaborative content sharing, library as publisher/distributor, new cataloging schemes, virtual reference services and informationliteracy programs.

1995 article: "WHEN CALIFORNIA State University administrators drew up plans for their newest campus, scheduled to open this fall at the old Fort Ord site in Monterey Bay, one building was conspicuous absent from their blueprints: the library. But as Barry Munitz, chancellor of the 22-campus system, sees it, why bother wasting all that money on bricks and mortar and expensive tomes when it could be better spent on technology for getting information via computer? "You simply don't have to build a traditional library these days," Munitz says." [of course, CSUMB did build a traditional library...]

Peter Brantley: "It could well be the case for most libraries that acquisition of print titles essentially ceases within 10 years, perhaps earlier (N.B. I had originally written 20 years; most independent commentators felt that was far too conservative; some think 5 years for ARL-class main libraries). More and more frontlist content is available digitally, and there is an inexorable transition toward the licensing of digital books - past, present, and future - along-side journals that are increasingly unavailable in print. On this battleground the skirmishes of the future will have more to do with licensing terms (could there be a SERU for Google Book Search?) and the timely acquisition of use data, rather than figuring out what to curate. Soon, the bulk of the world's published literature may be available online; libraries will just have to determine which content package they want, or can afford, to subscribe to."

"The prospect of ubiquitous digitization will not change the fundamental relationships among scholarship, academic libraries, and publication. Collaboration across time and space, which is a principal mechanism of scholarship, ought to be enhanced. Reforms in copyright law will be required if the promise of digitization is to be realized; absent such reform, there is a serious risk that much academically valuable material will become invisible and unused. Ubiquitous digitization will change radically the economics that have supported university-based collections of published material. Scholars and scholarly institutions (including libraries and university presses) must assert vigorously claims of fair use and openness."

In an information world in which Google apparently offers us everything, what place is there for the traditional, and even the digital, library? In a library environment which is increasingly moving to the delivery of online rather than print resources, what of the academic library's traditional place at the heart of campus life?
