Mr Modi will be back in Kathmandu next week after having received a rapturous welcome when he visited there in July. He has raised very high expectations in our neighborhood by demonstrating his clear priority for building better ties with South Asian neighbours. On this occasion he will be in the Nepalese capital for the SAAARC heads of government summit, scheduled for 27-28 of November. This is an opportunity for him to engineer a real breakthrough in regional economic integration in South Asia, thereby ensuring his place in the historical evolution of SAARC
There are strong portents that this could be a summit with a difference, one that could place SAARC on a higher trajectory in its evolution. This optimism is based on the possibility of: (i) finalisation of the road- transport agreement amongst SAARC members; and also the (ii) Regional railways agreement and South Asian power grid being approved. The big question of course is whether Pakistan will join and if it does come on board, will it permit transit rights for Indian vehicles to reach Afghanistan.
