The information below is based on the 2010 report of the Secretary-General to the Security Council (A/64/742-S/2010/181) issued on 13 April 2010. More information is available in the report. At the close of 2009, the effects of Israel's military operations in Gaza, codenamed "Operation Cast Lead", from 27 December 2008 to 18 January 2009, were still being felt across the Gaza Strip. Thousands of Gaza residents, including children, are still living in alternative or temporary accommodation and many schools, health facilities and parts of vital water and sanitation infrastructure networks have not been rehabilitated or repaired. The ongoing blockade by Israel and the resulting lack of necessary materials in Gaza make such repairs and rehabilitation difficult. A total of 374 Palestinian children were killed and 2,086 were injured during the reporting period, including at least 350 killed and 1,815 injured in Gaza alone during "Operation Cast Lead" by Israeli forces. The Israel/occupied Palestinian territory working group on grave violations against children confirmed 12 cases of Palestinian children who were killed while bearing arms and acting as combatants during "Operation Cast Lead". The working group also confirmed one case of recruitment of a 16-year-old boy by the armed group Ezz al-Din al-Qassam Brigades. The actual number of cases is believed to be higher and there had been other reported incidents of children being trained and/or used by Palestinian militant groups in Gaza. Community members are, however, reluctant to provide information on this practice.

What amazes me most whenever I write about this topic is recalling how terribly upset so many Democrats pretended to be when Bush claimed the power merely to detain or even just eavesdrop on American citizens without due process.  Remember all that?  Yet now, here's Obama claiming the power not to detain or eavesdrop on citizens without due process, but to kill them; marvel at how the hardest-core White House loyalists now celebrate this and uncritically accept the same justifying rationale used by Bush/Cheney (this is war! the President says he was a Terrorist!) without even a moment of acknowledgment of the profound inconsistency or the deeply troubling implications of having a President - even Barack Obama - vested with the power to target U.S. citizens for murder with no due process. Also, during the Bush years, civil libertarians who tried to convince conservatives to oppose that administration's radical excesses would often ask things like this: would you be comfortable having Hillary Clinton wield the power to spy on your calls or imprison you with no judicial reivew or oversight?  So for you good progressives out there justifying this, I would ask this:  how would the power to assassinate U.S. citizens without due process look to you in the hands of, say, Rick Perry or Michele Bachmann?

Troops are coming home from Iraq despite the best efforts of the Obama administration to keep them there. "We're relieved to know all the troops will be home at the end of the year. This would not have been possible without the courageous actions of Wikileaks and the alleged participation of Bradley Manning" says Executive Director of Iraq Veterans Against the War, Jose Vasquez. Until their abrupt reversal a few weeks ago, the Obama administration had been working hard to maintain between 8000 and 20,000 troops in Iraq after the current Status of Forces agreement was set to expire at the end of this year. Fortunately, the Iraqi government refused to renew the judicial immunity, under which the U.S. Armed Forces had been operating. Establishment news outlets have largely ignored the reason for this sudden change of plans. A few weeks before the negotiations between Washington and Baghdad reached an impasse, WikiLeaks released a cable providing clear evidence that U.S. forces had been engaged in a cover up of the heinous execution of civilian non-combatants following a raid of a suspected insurgent stronghold. "A U.S. diplomatic cable made public by WikiLeaks provides evidence that U.S. troops executed at least 10 Iraqi civilians, including a woman in her 70s and a 5-month-old infant, then called in an airstrike to destroy the evidence, during a controversial 2006 incident in the central Iraqi town of Ishaqi." Well, it turned. The police bureau is starting to crack after six weeks of Occupy Portland. And one picture, right here, crystallizes the precise moment when it happened. During a choreographed effort to pull a few dozen protesters out of the Chase bank branch outside Pioneer Square, part of today's hundreds-strong N17 day of action, Portland police officers resorted to a decidedly more muscular show of force in a clash watched by TV cameras and rush-hour commuters earlier this evening. Suddenly all the fun-the dance parties, the union songs, the peaceful arrests earlier on the Steel Bridge and at Wells Fargo-was for naught. Tromping in with mounted officers, they pushed marchers who had gathered on the sidewalks along SW Yamhill into the street-forcing them to block MAX trains, something no one was doing until the heavily armored riot squad showed up-and then poked and, for the first time, pepper-sprayed the marchers. Significantly, some of the spraying came after protesters had clearly retreated to the opposite sidewalk. (In another odd shift, there also was no federal-court-required verbal PA warning that chemical munitions would be deployed-a hallmark of every other mass police action to date.) Meanwhile, at almost the very same moment, Police Chief Mike Reese was on TV blaming Occupy Portland for his officers' inability to respond to a rape victim for three hours today. Consider that tantamount to a declaration of war. Reese's point? Officers are tired and have been too distracted to do their main jobs: responding to actual crimes. It was an attempt to spin sentiment against the movement, which seems to be attracting adherents. Even the O today said the movement is "building momentum" and said the average age of some 34 arrestees earlier today was 50-not a bunch of young, anarchists/punks/hoodlums/hippies/road warriors etc. But that might come back to haunt him, judging by a wave of outrage on Twitter and elsewhere among those who noted that it

Seattle photographer Joshua Trujillo captured what may become the defining image of this week of Occupy unrest - an elderly woman being led away from the mayhem, her face covered with pepper spray. A pregnant woman and a priest were also hit with pepper spray during a march on Tuesday night. You see more photos of the confrontation at SeattlePI.com. (More photos here as well.) The Seattle branch of the Occupy movement, which has been camped out near Seattle Central Community College, held the march in support of the New York camp, which faced a day long eviction battle with the city yesterday. On Monday, Occupy Oakland was the scene of another attempt by police to drive campers out of a city park. There were reports that both Occupy San Francisco and Occupy Cal (on the Berkeley campus of the University of California) are being raided on Wednesday morning. The week of police crackdown comes amid reports that the federal government and is coordinating with multiple on legal strategies that can shut down the Occupy protests. The woman in the picture is not just any elderly woman, however, as she is well known to Seattle residents. Dorli Rainey is a former school teacher who has been active in local politics since the 1960s. In 2009, she ran for mayor, but eventually dropped out by saying, "I am old and should learn to be old, stay home, watch TV and sit still." We guess she didn't learn. Rainey emailed The Stranger, Seattle's alternative paper, to say she stopped by the march to see what was happening when her group got pinned in by police and nearly trampled in the chaos.

The distinguished scholar and best-selling author Chalmers Johnson has died. He passed away in California on Saturday afternoon at the age of 79. During the Cold War, he served as a consultant to the Central Intelligence Agency and was a supporter of the Vietnam War, however, later became a leading critic of U.S. militarism and imperialism. He wrote the book, Blowback: The Costs and Consequences of American Empire in 2000, which became a bestseller after the 9/11 attacks. He went on to complete what would become a trilogy about American empire. Today we re-air part of our last interview with Chalmers Johnson from 2007. [Includes rush transcript]

(interview with a Swiss banker  done in Mosсow 30.05.2011)  Q: Can you tell us something about your involvement in the Swiss banking business?A: I have worked for Swiss banks for many years. I was designated as one of the top directors of one of the biggest Swiss banks. During my work I was involved in the payment, in the direct payment in cash to a person who killed the president of a foreign country. I was in the meeting where it was decided to give this cash money to the killer. This gave me dramatic headaches and troubled my conscience. It was not the only case that was really bad but it was the worst. It was a payment instruction on order of a foreign secret service written by hand giving the order to pay a certain amount to a person who killed the top leader of a foreign country. And it was not the only case. We received several such hand written letters coming from foreign secret services giving the order to payout cash from secret accounts to fund revolutions or for the killing of people. I can confirm what John Perkins has written in his book "Confessions of an Economic Hit Man". There really exists just a system and Swiss banks are involved in such cases.

Whenever Israeli troops rough up civilian protesters, it is shrugged off as an isolated incident. One of the WikiLeaks cables, however, shows that it was explicit military policy to abuse civilians engaged in non-violent protests. During a 2010 meeting, the cable notes, Israeli officials informed the US of their intention to be "more assertive" against peaceful demonstrations, with the US ambassador noting that the Israeli government believed any demonstration warranted military response. An Israeli commander, Avi Mizrachi, insisted there was no reason for the Palestinians to protest and that they were organized by "suspicious people." He added that since the protests "serve no purposes" anyone caught demonstrating would be arrested. The position takes on a whole new perspective, however, in the face of massive protests later this month aimed at independence. The Israeli military's abuse of human rights has also been a topic of discussion in the US Senate, though most in the Senate seem unwilling to oppose it.
