SIMGallery allows your users to create and manage their own albums and photos could be useful for coordinators or national offices to post pics and such to their site to show whats happening in their part of the world

Looks very easy (you just add a tag in your content pointing to a folder containing images and you automagically have a gallery). Only upload images from admin side though.
