Why does Israel keep agreeing to prisoner swaps?

GAZA CITY, Palestinian Territories, July 23, 2014 (AFP) - Airlines blocked flights to Israel Wednesday after a Gaza rocket struck near airport runways, as the UN chief urged an end to a conflict that has killed 639 Palestinians and 31 Israelis.
"I don't know whether Israel did or did not assassinate the leader of the Hamas military wing, Mahmoud al-Mabhouh, in that hotel in Dubai last month. But assuming for argument's sake that Mossad did make the hit, did it have the right to engage in this "extrajudicial assassination"?"
