Who in the GCC wants a union? - 0 views

  • Citing “security problems, economic challenges and other serious issues confronted by the region,” Bahrain’s Prime Minister Prince Khalifa bin Salman Al Khalifa recently announced that the transformation of the Gulf Cooperation Council (GCC) to a union is an “inevitable goal” of this month’s Manama Dialogue (Dec. 9-11).
  • With absolutely no illusions that Oman — historically the most independent member of the GCC — has changed its position, last month Ghanem al-Buainain, Bahrain’s minister of Parliament Affairs, stated that he sensed “great enthusiasm for the union from the other Gulf members.”

  • Those who are trapped by bitter experience make every effort to disrupt the progress of diplomacy once again. These people fail to realise a simple point about the relationship between domestic and foreign policy.President Rouhani's government was elected by a society seeking positive change, at a time when Iran and the wider region was desperately in need of prudence and hope. This vote was not limited to a specific political camp; as well as many reformers, many political prisoners and a significant body of conservatives had a share in Rouhani's victory. For the first time there is an opportunity to create a national consensus above and beyond partisan factionalism – one that may address the political predicaments of the country, with an emphasis on dialogue and mutual understanding globally.

Liberal peace transitions: a rethink is urgent | openDemocracy - 0 views

  • It is widely accepted among those working in, or on, international organisations, from the UN to the EU, UNDP, NATO or the World Bank, that statebuilding offers a way out of contemporary conflicts around the world: local, civil, regional and international conflicts, as well as complex emergencies, and for developmental issues. Most policymakers, officials, scholars and commentators involved think that they are applying proven knowledge unbiased by cultural or historical proclivities to the conflicts of others. This is not the case.
  • The broader idea has been that liberal democratic and market reform will provide for regional stability, leading to state stability and individual prosperity. Underlying all of this is the idea that individuals should be enabled to develop a social contract with their state and with international peacebuilders. Instead - in an effort to make local elites reform quickly, particularly in the process of marketisation and economic structural adjustment - those very international peacebuilders have often ended up removing or postponing the democratic and human rights that citizens so desired, and which legitimated international intervention in the first place. A peace dividend has only emerged for political and economic elites: the vast bulk of populations in these many countries have failed to see much benefit from trickle-down economics, or indeed from democracy so far.

Non-liberal and non-western forms of politics, economics, society, and custom, are clamouring for discursive and material space in many post-conflict zones, with mixed implications for sustainability and for the purpose of achieving a normatively (to liberals at least) and contextually acceptable, locally sustainable peace.

  • Auguste Comte’s 19th century dream of a “social physics” that would “enquire into the present, in order to foresee the future, and to discover the means of improving it.” Historic events like the escalation of conflict and the achievement of peace, in the view of political forecasters, are just as predictable as more routine phenomena like election results or traffic patterns. They all obey the laws of political and social life, analogous to the laws of the natural world – or do they?
  • sophisticated vector-autoregression (VAR) models predicted routine events fairly accurately, but were far less accurate in predicting historic episodes like wars, uprisings and peace accords – the very events that political forecasters are most eager to anticipate.
  • Many of those historic moments involved “structural breaks,” a technical term that indicates shifts in the underlying parameters of the statistical model.   • One area in which the Trump administration is normal, after all, is in its approach to Irish relations. Appointing a wealthy Irish American donor to be ambassador? Check. Mumbling vaguely about what, exactly, the two leaders talked about in their substantive discussions? Check. (“We’re having some good talks about trade and about military and about cyber,” Trump said of his 2018 bilateral meeting with Varadkar.) Tired reliance on tropes about Irish tribalism? Also check. (“You don’t want to fight with the Irish. It’s too tough”; “The Irish are confident, fierce, faithful, tough, and true.”) Those sorts of gestures, even for the Trump White House, show a lack of seriousness and preparation that one wouldn’t expect in most other relations with a wealthy democracy. But they’re all too typical of the way U.S. politicians have treated Ireland—always with an eye toward the sizable percentage of American voters who claim Irish ancestry.

  • There is no threat of war on the Korean peninsula because the United States and South Korea have deterred the regime for over six decades, or so the thinking goes. And the occasional provocation from Pyongyang -- full of sound and fury -- usually ends with it blowing up in its face, signifying nothing. So why worry? Two reasons. First, North Korea has a penchant for testing new South Korean presidents. A new one was just inaugurated in February, and since 1992, the North has welcomed these five new leaders by disturbing the peace.
  • Second, North Korea crossed a major technology threshold in December, when it successfully launched a satellite into orbit. Though the satellite later malfunctioned, the North managed to put the payload into orbit with ballistic missile launch technology that is clearly designed to reach the United States. This development appears to validate former U.S. Defense Secretary Bob Gates's January 2011 claim that the regime was only five years away from fielding a missile that could threaten the continental United States. To make matters worse, Pyongyang conducted a third nuclear test in February, which appears to have been more successful than the previous two.

Fourth, in the 1980s and 1990s, the North undertook extremely wasteful mega-projects, building stadiums, hydropower projects, and tideland reclamation projects -- most of which failed or were never completed. Finally, after the Chinese and Soviets stopping giving aid to the North at the end of the Cold War, Pyongyang relied on humanitarian assistance as a form of income, instead of trying to fix their economy.

  • Those who demand that the U.S. Government take people's lives with no oversight or due process as though they're advocating changes in tax policy or mid-level personnel moves -- eradicate him!, they bellow from their seats in the Colosseum -- are just morally deranged barbarians.  There's just no other accurate way to put it.  These are usually the same people, of course, who brand themselves "pro-life" and Crusaders for the Sanctity of Human Life and/or who deride Islamic extremists for their disregard for human life.  And the fact that this mindset is so widespread and mainstream is quite a reflection of how degraded America's political culture is.

There are times when it's necessary that the powerful be shown that there are checks on its behavior, particularly when the systems normally designed to do that are breaking down. Now is one of those times. . . . .As for the substance of the revelations, I don't know what the results will be. But in the world of diplomacy, embarrassment is meaningful and I'm not sure that it's a bad thing for all these people to be embarrassed right now.  Puncturing a certain kind of self-importance --- especially national self-importance --- may be the most worthwhile thing they do. A little humility is long overdue.

The only person who sees this clearly is the psychohistorian Hari Seldon, who has mathematically determined that the core conditions for the Empire are unsustainable and will crumble over the course of centuries. As Trantor “becomes more and more the administrative center of Empire, it becomes a greater prize,” a disciple says as he absorbs Seldon’s calculations. “As the Imperial succession becomes more and more uncertain, and the feuds among the great families more rampant, social responsibility disappears.” Asimov published these words in 1951, at the peak of U.S. global power. But they might as well be describing Washington in 2019, an imperial capital whose elite have transformed it into a great prize to be feuded over as surely as Asimov’s future empire did—and as other empires have done in the past.

After the Budget Control Act passed, the Aerospace Industries Association — the leading trade group of the weapons-makers — warned that more than one million jobs would be at risk if Pentagon spending were cut significantly. To emphasize the point, Lockheed sent layoff notices to 123,000 employees just before the BCA was implemented and only days before the 2012 election. Those layoffs never actually happened, but the fear of lost jobs would prove real indeed and would last.
