How Mike Pence's Office Meddled in Foreign Aid to Reroute Money to Favored Christian Gr... - 0 views

Middle East Report Online: Hamas Back Out of Its Box by Nicolas Pelham - 0 views

  • by its own reckoning, the attack has resurrected Hamas as a political player in the West Bank. In its attacks on settlers on two consecutive nights in different parts of the West Bank, Hamas demonstrated its reach despite a three-year, US-backed PA military campaign and exposed the fallacy of the PA’s claims to have established security control in the West Bank. “It’s not muqawama (resistance) against Israel,” says ‘Adnan Dumayri, a Fatah Revolutionary Council member and PA security force general. “It’s muqawama against Abbas.”  It also enabled the Islamists to catch seeping popular disaffection across the political spectrum toward a process of negotiations that appeared to Palestinians to be leading into a blind alley of continued Israeli control. Should Abbas fail to negotiate a halt to settlement growth, Hamas in its armed attacks against settlers would emerge from its three-year political wasteland to offer Palestinians an alternative. In contrast to the international media, where the attack was roundly condemned, in Palestine the attack earned plaudits not only from Hamas’ core constituency, but also from a broad swathe of Fatah and secular activists, including some senior actors, disillusioned by 19 years of negotiations based on an ever flimsier framework. Unlike the Annapolis process or the “road map,” the twin Bush administration initiatives that the Obama administration chose to ditch, the current negotiations lack any terms of reference or agreed-upon script. Palestinians ask why Abbas agreed to meet Netanyahu given that none of the Arab targets required to turn proximity talks into direct ones were reached prior to the Obama administration’s announcement of the meeting. When American elder statesman George Mitchell presented the parties with 16 identical questions on the core issues requiring yes or no answers, Israel responded to each with a question of its own. In his August 31 press briefing before the White House meeting, Mitchell again declined to specify if Israel had agreed even to extend its (partially honored) settlement freeze past the September 26 expiration date.

Far from shocking Israel into a reality check, the killing of nine civilians from Turkey, a purported ally, in international waters generated an outpouring of self-righteousness. Internationally isolated, Israeli Jews shared the feeling that “the whole world is against us,” and in a surge of patriotism redoubled their support for their government. According to a poll conducted a week after the Gaza flotilla incident, 78 percent of Israeli Jews backed Netanyahu’s policy. Support from Israel’s fastest-growing population sectors, the ultra-Orthodox and national-religious camps, topped 90 percent. The simultaneous news of vast natural gas finds off the coast only underscored these national-religious Jews’ sense of divine protection: They had lost one treasure at sea, gentile approval, and been blessed with another. More trusting in God than Obama, Netanyahu’s government is not configured to sign let alone implement a two-state settlement. For all the external hopes that Kadima leader Tzipi Livni might join the ruling coalition, the prospects for a shake-up in Israel’s political map look at least an election away. Even then, without the emergence of a new, more left-leaning religious force, possibly led by the former ultra-Orthodox leader Aryeh Deri, the nationalist coalition looks set to retain power. Fearful of upsetting his national-religious base, Netanyahu -- always alert to instances of Palestinian incitement -- shied away from condemning Rabbi Ovadia Yosef, spiritual mentor of Shas, the coalition’s fourth largest party, who on the eve of the Washington parley called on God to kill Abbas and similarly evil Palestinians. Provided he retains the confidence of his nationalist camp, domestically Netanyahu looks secure.

  • Netanyahu prefers to focus on conflict management, and not the conflict resolution that would most please the Americans. Locally, his prime concern is to ensure that neither Gaza nor the West Bank threaten Israel, and on that score, the August 31 shootings notwithstanding, Hamas’ track record in securing the territory it controls is as good as the PA’s. Though his ministers flinch at saying so, their preference for de facto over de jure arrangements (which would dispel their Greater Israel dreams) tallies more with the agenda of Hamas than that of Abbas. Only pressure from Washington has so far restrained Netanyahu from agreeing to a prisoner release that would win him kudos for recovering Cpl. Shalit, but drape Hamas with garlands for bringing home more Palestinian prisoners than has Abbas. Were it not for external factors, Netanyahu might have reasoned that economic peace stands a better chance of working in Gaza than in the West Bank. In the short term, the late summer shootouts set Israel and Hamas at loggerheads. Down the road, the interests of the rising new guard of religious nationalists in Israel and Palestine might yet converge.

The IDF's Unlawful Attack on Al Jalaa Tower - 2 views

  • On May 15, 2021, early in the afternoon, the Israeli Defense Forces (IDF) informed residents of the Al Jalaa tower that it planned to destroy their building. The building had 11 floors, around 60 residential apartments, and offices for doctors, lawyers, and journalists including Al Jazeera and the Associated Press. Residents grabbed what belongings they could carry and ran down the stairs. Children and the elderly took turns using the single working elevator. An hour later, the IDF levelled the building and crushed everything inside. The now-former residents joined more than 77,000 Gazans displaced from their homes amidst ongoing airstrikes and the COVID-19 pandemic.
  • Initially, the IDF claimed that the building “contained military assets belonging to the intelligence offices of the Hamas terror organization.” Later, the IDF tweeted that Hamas members took “items” out of the building before it was destroyed. The IDF said it was “willing to pay that price to not harm any civilians.” Officials who were involved in the decision reportedly now “completely regret” it. Hamas operatives simply moved their computers out, leaving only empty offices behind.
  • Given the sheer scale of destruction, suffering, and death, any starting point for legal analysis may seem arbitrary. But the IDF, a former IDF legal adviser, and one leading scholar publicly defended the legality of the airstrike on Al Jalaa tower. Their legal claims call for a response. The IDF also destroyed four other residential towers, and hundreds of other residential units across Gaza. Examining the attack on Al Jalaa tower may shed light on these other attacks as well.

Military objectives are limited to those objects which by their nature, location, purpose or use make an effective contribution to military action and whose total or partial destruction, capture or neutralization, in the circumstances ruling at the time, offers a definite military advantage. According to the IDF and subsequent reports, Hamas members left with their equipment before the airstrike. They were not using the building or any part of it when it was destroyed. No one suggests that the tower made any effective contribution to military action by its nature or location.
  • If attacking forces are allowed to level any building their adversary might intend to use in the future, then the principle of distinction will lose much of its meaning and legal effect in urban warfare.

  • To my knowledge, no one thinks it is morally acceptable to destroy dozens of civilian apartments to obtain a minor or uncertain military advantage by destroying military equipment that the adversary has abandoned but may retrieve. The IDF may think it has found a loophole in the law. It hasn’t. But it is worth remembering that basic moral principles have no loopholes.

This inference is obviously invalid. Attacking forces do not acquire a legal right to carry out an attack at one moment in time, which they then retain even if circumstances change. The law of armed conflict applies at all times, but never more than at the moment an attack is carried out.

In other words, capitalism is the culprit, and if we are serious in our endeavors to tackle the climate crisis (only one facet of the multi-dimensional crisis of capitalism), we cannot elude questions of radically changing our ways of producing and distributing things, our consumption patterns and fundamental issues of equity and justice. It follows from this that a mere shift from fossil fuels to renewable energy, while remaining in the capitalist framework of commodifying and privatizing nature for the profits of the few, will not solve the problem. In fact, if we continue down this path we will only end up exacerbating, or creating another set of problems, around issues of ownership of land and natural resources.

  • Even if the solar plant is only using one percent of the average dam capacity, the water consumption is still significant and can become a thorny problem at times of extreme drought when the dam contains only fifty-four million cubed meter. At such times, the dam waters will not be sufficient to cover the needs of irrigation and drinking water,  making the water usage for the solar plant deeply problematic and contentious.

One notable example is the long-standing community struggle in Imider (140 kilometres east of Ouarzazate) against the royal holding silver mine (Africa's most productive silver mine), which is polluting their environment, grabbing their water, and pillaging their wealth.

The agent, he said, asked if the deaths of his relatives in an American airstrike made him in his “heart of hearts sympathize with the bad guys.” Hussain, who has lived in the United States since 1987, was stunned by the question. He said no.
  • Because there was no established mechanism for Iraqi victims to meet American officials, his appointment was at the American Citizen Services section. He pressed against the window and showed the consular officer his dossier. One page contained satellite imagery of the Razzo houses, and others contained before-and-after photos of the destruction. Between them were photos of each victim: Mayada sipping tea, Tuqa in the back yard, Najib in a black-and-white self-portrait and a head shot of Mohannad, an engineering professor, his academic credentials filling the rest of the page. The most important issue, Basim had written, was that his family was now “looked at as members of ISIS” by the Iraqi authorities. This threatened to be a problem, especially after the city’s liberation. The consular officer, who spoke to us on the condition of anonymity, was moved. “I have people coming in every day that lie to me, that come with these sob stories,” the officer remembered telling him, “but I believe you.”

Each month, the coalition releases a report listing those allegations deemed credible, dismissing most of them on the grounds that coalition aircraft did not strike in the vicinity or that the reporter failed to provide sufficiently precise information about the time and place of the episode.
  • They speak of every one of the acknowledged deaths as tragic but utterly unavoidable. “We’re not happy with it, and we’re never going to be happy with it,” said Thomas, the Central Command spokesman. “But we’re pretty confident we do the best we can to try to limit these things.”

We also obtained and analyzed more than 100 coordinate sets for suspected ISIS sites passed on by intelligence informants. Muthana Ahmed Tuaama, a university student, told us his brother rushed into the blaze to rescue the wounded, when a second blast shook the facility. “I found my brother at the end of the street,” he said. “I carried him.” Body parts littered the alleyway. “You see those puddles of water,” he said. “It was just like that, but full of blood.” We determined that at least 18 civilians died in this one attack and that many more were grievously wounded. News of the strike was picked up by local bloggers, national Iraqi outlets and ISIS propaganda channels and was submitted as an allegation to the coalition by Airwars. Months later, the coalition announced the results of its investigation, stating that there was “insufficient evidence to find that civilians were harmed in this strike.” Yet even a cursory internet search offers significant evidence that civilians were harmed: We found disturbingly graphic videos of the strike’s aftermath on YouTube, showing blood-soaked toddlers and children with their legs ripped off.
  • Human rights organizations have repeatedly found discrepancies between the dates or locations of strikes and those recorded in the logs. In one instance, the coalition deemed an allegation regarding a strike in the Al-Thani neighborhood of Tabqa, Syria, on Dec. 20, 2016, as “not credible,” explaining that the nearest airstrike was more than a kilometer away. After Human Rights Watch dispatched researchers to the ground and discovered evidence to the contrary, the coalition acknowledged the strike as its own
  • The most common justification the coalition gives when denying civilian casualty allegations is that it has no record of carrying out a strike at the time or area in question. If incomplete accounts like these are standard practice, it calls into question the coalition’s ability to determine whether any strike is its own. Still, even using the most conservative rubric and selecting only those 30 airstrikes the Air Force analysts classified as “probable” coalition airstrikes, we found at least 21 civilians had been killed in six strikes. Expanding to the 65 strikes that fell within 600 meters — for example, the strikes on the home of Inas Hamadi in Qaiyara and the electrical substation in Aden — pushed that figure to at least 54 killed in 15 strikes. No matter which threshold we used, though, the results from our sample were consistent: One of every five airstrikes killed a civilian
  • “We deeply regret this unintentional loss of life in an attempt to defeat Da’esh,” Scrocca wrote, using another term for ISIS. “We are prepared to offer you a monetary expression of our sympathy and regret for this unfortunate incident.” He invited Basim to come to Erbil to discuss the matter. Basim was the first person to receive such an offer, in Iraq or Syria, during the entire anti-ISIS war.

McMaster, a serving Army three-star general, has managed to stop the chaos of the administration’s early days while crafting a national security policy that gets more or less solid marks from establishment types in both parties. Ahmed, who is currently living in the UK, is now alone out of his entire family.

It could, equally, create a reaction against it from those who feel that their particular religion is being mis represented by fundamentalists, and/or from those who object to religious infl uence on politics. The latter is certainly part of what has widened the gap between the US and Europe
  • Al-Qaeda and its like, while clearly posing a threat to the West, do not represent a plausible political alternative to it, Islamist fantasies about a new caliphate notwithstanding. The contrast with the Cold War could not be more striking. Then, the designated opponent and object of securitization was a power that represented what seemed a plausible political alternative: one could easily imagine a communist world. The ill-prepared occupation that followed the successful blitzkrieg against Iraq only deepened the splits, with many opponents of the war agreeing with Dana Allin’s assessment that ‘Iraq was probably the war that bin Laden wanted the United States to fi ght’,29and Wilkinson’s that it was ‘a gratuitous propaganda gift to bin Laden’.30 During the 2004 US election, even John Kerry began to argue the point that invasion of Iraq was distracting eff ort away from the GWoT.31 As the political disaster in Iraq continues to unfold, it is hard to avoid the conclusion that it was both a tactical and strategic blunder of epic proportions in relation to the problem of global terrorism represented by Al-Qaeda

Every single bridge in the mountainous Swat district, site of several army offensives against the Pakistan Taliban, has been swept away. Several Afghan refugee camps, as well, have been obliterated, their inhabitants uprooted once more.

  • Pakistan, whose rate of automobile ownership is 8 per 1,000 people (as compared to 765 per 1,000 in the US), has contributed almost nothing to the blanket of greenhouse gases warming the earth and the oscillating weather patterns that result. But many Pakistani observers attribute the scale of the flooding and displacement in part to a series of decisions by the Pakistani state --namely, the building of large dams at key points along the course of the Indus. Dams, of course, are the quintessential symbol of modernity in water infrastructure. Seeking to emulate the American civil engineers who made the Californian desert bloom, post-colonial states across the Middle East and Asia hurried to erect taller and taller dams to catch the water that would enable a green revolution in every river basin and churn out electricity to light every city street. Aside from the social dislocation caused by their construction, the dams’ sustainability is now greatly in doubt. For one thing, dams are subject to the law of unintended consequences. In Egypt, the dams around Aswan eliminated the annual flooding of the Nile, allowing for reliable year-round irrigation and greatly expanded agricultural productivity. But the yearly floods also had a cleansing effect; now rural areas are pocked with stagnant pools where the parasite that causes bilharzia flourishes. In Pakistan, the blockage of the Indus has led to high soil salinity and greater sedimentation upstream, robbing the delta of its richest soil, and in effect raising the riverbed and making swathes of previously dry land part of the floodplain.

  • The execution of three Fulani army officers following an abortive coup the following year gave authorities the justification needed to present Black Africans in general, and Fulanis in particular, as being enemies of the state.
  • Many Fulanis, whose Islamic heritage stretches back a millennium, were particularly resentful of the way Islam was equated with being Arab.
  • Mauritania was also now in the business of projecting an exclusively Arab image both at home and abroad, reflected on everything from banknotes to stamps to holiday brochures. It joined the Arab League in 1973. But this masked an uncomfortable demographic reality: Arab-Berbers were a minority. They make up 30 percent of the population today, as do Black Africans.

A week before the election, the country inured to the president’s propensity to abuse law enforcement power, it has barely merited a yawn.  The case is worth your time.

  • many Americans’ memories of Rabin have long been colored by a relentless media narrative that deprived them of critical perspectives on his life and legacy. In fact, looking back at the Oslo years, the voices of Palestinians — the victims of Rabin’s decades-long career — rarely made it into the pages of influential U.S. publications. Had they been featured, many Americans may have had a more informed opinion about why Palestinians would oppose honoring Rabin.
  • I focused on opinion pieces for two reasons. First, scholarly analysis of major U.S. outlets has already demonstrated that their news coverage is heavily shaped by pro-Israel biases. Second, opinion pieces are playing a stronger role than ever in shaping our understanding of the news. As one newspaper editor explained, “In a 24/7 news environment, many readers already know what happened; opinion pieces help them decide how to think about it.”

In 2014 the inspector general reported that after the United States decided to replace the Afghan Army’s Kalashnikovs with NATO-standard weapons (a boon for the rifles’ manufacturer with a much less obvious value for an already amply armed Afghan force), the Afghan Army ended up with a surplus of more than 83,000 Kalashnikovs. The United States never tried to recover the excess it had created, giving the inspector general’s office grounds for long-term worry. “Without confidence in the Afghan government’s ability to account for or properly dispose of these weapons,” it noted, “Sigar is concerned that they could be obtained by insurgents and pose additional risks to civilians.” Write A Comment
