  • while Lebanese politicians talk about strengthening the LAF, most of them do not really want a strong national army. A strong LAF would mean empowered state institutions that, in turn, would weaken feudal political leaders who have been in power for decades. Lebanon’s current weak state institutions allow politicians to offer their supporters services such as medical care, education, and welfare support
  • The United States and other outsiders became increasingly aware of the LAF’s needs after it ousted an al-Qaeda inspired group entrenched in the Palestinian refugee camp of Nahr al-Bared in 2007. An underequipped, undertrained army was sent into an urban fighting environment. Commanders managed the battle via regular cell phones, and soldiers had little ammunition, no real air support, and limited intelligence.  The LAF won the battle after three months, but it cost the lives of 169 soldiers.  This confrontation showed the international community the potential value of the LAF and highlighted the importance of a strong state capable of curtailing the growth and infiltration of violent extremist groups in Lebanon. But because of the continued state of war between Lebanon and Israel, most Western countries donated insufficient, secondhand, or technologically outdated military equipment.

Should it play that role effectively, it would clash with the multitude of local politicians protecting rogue armed supporters. Rather, they are increasingly positioning themselves to capture society, particularly by means of charitable and human rights associations.

He promised a responsible withdrawal from Iraq and a judicious recrafting of strategy in Afghanistan.  Few doubt Mr. Obama’s sincerity. Yet none of his initiatives has led to policy change anyone can detect, let alone believe in.

Even then, his words didn't sound like a blueprint for the future laid down by the most powerful man in the world. They were more like a plea to both Israelis and Palestinians to keep talking. The crisis over Jewish settlements has been waiting to happen ever since Mr Obama inaugurated this latest round of peace talks in Washington three weeks ago. Mr Netanyahu leads a coalition government dominated by parties supporting the Jewish settler movement. It's the most dynamic political force in Israel, determined that the freeze will not continue. A major reason why the settlements were started after Israel captured the West Bank, including East Jerusalem, in 1967 was to make it politically impossible for Israel to give up what it claimed as Jewish land to the Palestinians. More than 40 years on that strategy is working in the way the founders of the settlement movement intended.

  • But the main problem with the functional search for hybridity and exoticizing `indigenous' and `traditional' practices is that it relies on  essentializing the Afghan culture.  The international community swings from one extreme of trying to redo every institution to uncritically embracing all that is  ‘traditional’.
  • The abandonment of liberal peace seems to be an exit strategy for the international community. But this is making a grand exit while blaming Afghans as a convenience: the government for corruption, Afghan culture for being fundamentally illiberal, or Afghans’ vision of order and loyalty, for being fragmented. By implication, the modern state which expects to command the full loyalty of its own citizens, becomes too distant from what the Afghans deserve, and culture is essentialised as anti-modern and static.  This is to place blame in the wrong place and to ignore any kind of internal dialogue and dynamic that is taking place in Afghanistan.
  • Most respondents in our Sciences Po research argued that genuine Islam, where rights and freedoms were limited automatically through   akhlag (morality) and iman (faith), was far superior both to the liberal peace model, based on individualism, and to the notion of a traditional peace, based on hierarchy and authority.  Yet, it seems that understanding religion as a source for principles of social organization is a step too far for the secularized, rational west which automatically associates the adjective “Islamic” with extremism and fundamentalism.  This is sadly a missed opportunity.

(Obama wants to begin drawing back down U.S. forces in only 18 months.) Nor would mere basic training address the problems of illiteracy, drug use, corruption, desertion and ethnic grievances.
