I think we should focus on one or two of the goals above, and maybe incorporate some of the others into the strategy. i think my votes would go to focusing on Goals 4 and 5. Making the training more relevant and interesting could address goals 1 and 2 certainly. It could also utilize goal 3 in the process.

I have created a notebook in Zimbra that we can use to start fleshing out the Goals/Strategy document.
