Text of e-waste legislation signed by mayor of New York City 4/1/08. New York City is the first municipality to pass an e-waste recycling bill; the law requires manufacturers of certain electronic equipment to create a collection program for any person in the City who wants to properly discard of their electronics. The bill also bans e-waste from disposal into the City's solid waste stream. Devices covered include: CPUs, computer monitors, computer accessories including keyboards and mice, laptop computers, TVs, printers, and portable music players.

Illinois e-waste legislation that requires manufacturers to establish facilities to accept e-waste from consumers. The law is on a rolling basis and over the next few years the recycling requirements will kick in and by 2012, disposal of certain e-waste in municipal waste and sanitary landfills and at incinerators will be prohibited. The E-Waste Act only applies to electronic equipment taken out of use from residences, but it affects many of the businesses involved in the stream of electronic commerce. There is a civil penalty of up to $10,000 for each day of violation. Devices covered in the legislation include computers, cell phones, televisions, PDAs, printers, fax machines, game consoles, VCRs, DVD players, iPods and others (calculators and typewriters are NOT included).

Waste & Recycling News, 5/28/09. Texas Gov. Rick Perry will have on his desk a bill requiring television manufacturers to provide Texas residents with free and convenient recycling for their old units. Proponents of the bill say it will help keep the 4 to 8 pounds of lead in cathode-ray tube televisions and the mercury in flat-screen TVs out of the environment. Televisions also contain brominated fire retardants and other hazardous chemicals.

New and pending regulations requiring product take-back by manufacturers at the time of disposal are intended to create a new era of industrial ecology and environmental sustainability. However, the intended benefits of the current legislation can be confounded by obsolescence in product design based upon advances in science and technology and also by the introduction of more environmentally benign product designs.

The high-tech industry is starting to fight back against what it calls onerous e-waste recycling bills.

"EPA's DfE Program and the Massachusetts Toxics Use Reduction Institute (TURI) entered into a voluntary partnership with representatives of the wire and cable industry to evaluate the environmental impacts of the current standard material formulations and alternative formulations. Specifically, the partnership used a life-cycle assessment approach to examine the impacts of heat stabilizers, polymer systems and flame retardants used in insulation and jacketing for selected wire and cable products. This information will address the information gap on the environmental impacts of the different materials used in wire and cable insulation, and help companies make environmentally sound product and material choices."

"To address the information gap on the environmental impacts of leaded and lead-free solders, EPA's DfE Program entered into a voluntary partnership with representatives of the electronics industry and other interested parties to evaluate the environmental impacts of tin-lead and lead-free solders (see the Partners page of this website for more information on project partners). The partnership used a life-cycle assessment approach to examine the impacts of tin-lead, tin-copper, tin-silver-copper, and tin-silver-copper-bismuth solders. "In the eight years after Guiyu became a collection point for electronic waste, Greenpeace China and other green organizations have not stopped urging major waste exporters to cease shipping their detritus to China. At the same time, they have been lobbying the Chinese Government to crack down more effectively on illegal electronic waste recycling. China finally has its own regulation on waste electrical and electronic equipment (WEEE)-the Regulation on the Administration of the Recovery and Disposal of Waste Electrical and Electronic Products. Announced on February 25, the regulation will hold producers liable for the costs of managing their products at the end of their lifecycles as of January 1, 2011. According to the regulation, China will license large qualified recycling plants and develop a recycling economy to better safeguard the environment and human health. Yet, for environmental organizations, the Chinese Government and licensed recycling plants, it remains an uphill battle to smash the business chain of the illegal recycling of electronic waste."

The WEEE Forum's set of remarks on the European Commission's Proposal for a recast of Directive 2002/96/EC on WEEE 24 April 2009. "In this paper, the WEEE Forum seeks to contribute, by providing both expert views and facts and figures, to the discussion on the recast of the Directive. The focus of this issue paper is the newly proposed collection targets and the requirement on member states to finance at least the costs of collection from collection facilities and the treatment, disposal and recovery of WEEE, and to encourage producers to take full ownership of the WEEE collection, in particular by financing the collection of WEEE throughout the whole waste chain including from private households."

Headlines abound with stories of branded technology being fished out of rivers and landfills in developing nations leaking toxic metals into the water supply. The Environmental Protection Agency estimates roughly 400,000 tons of e-waste goes to recyclers every year, and that up to 80 percent of the materials sorted for recycling end up in operations in China, India, Southeast Asia and West Africa where it is disassembled and burned or dumped. But it doesn't have to be that way, declares Mark Newton, the senior manager of environmental sustainability at Dell Computers, the computer manufacturing giant based in Round Rock, Texas.

By redesigning packaging for its phone accessories, Sprint expects to save $2.1 million annually in packaging costs. This represents a 35 percent reduction in packaging costs, according to a press release, and a corresponding reduction in 647 tons of waste annually.

IBM yesterday announced the top five technologies developed under its Corporate Environmental Innovation Program in the past year, the five solutions that can have a significant impact on energy efficiency or environmental impacts. Of the top five, only three are traditional IT-related technologies, with the remaining two falling under what has become known as "Green IT 2.0," or technologies that can be applied to business operations beyond the data center or computer fleet, putting computing power to work on the firm's environmental footprint.
