International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. Tricycles tend to be used for commercial purposes: such as "pedicabs" for transport passengers, and freight trikes for making deliveries. In the adult-sized tricycles are used primarily for recreation, shopping, and exercise. Tricycles are favoured by children and senior adults alike for their apparent stability versus a bicycle; but a conventional trike has poor dynamic lateral stability, and the rider must take care when cornering to avoid tipping the trike over. Centre for Pharmacy PostGraduate education (CPPe) has announced the launch of a new learning programme, Preparing to train as an independent prescriber. The programme aims to build the confidence and competence of pharmacists who are planning to apply and train as independent prescribers and is open to pharmacists from all sectors of practice, including community pharmacists who are planning to commence their independent prescriber training with a Higher education Institute (HeI). The course is made up of four main components, including a self-directed e-course and self-assessment framework, a mandatory online workshop to support you to review your self-assessment of competencies, an optional online workshop to support your readiness for academic writing and reflective practice, and optional peer support sessions, providing the opportunity for you to develop your professional network and establish communities of practice.

In a recent interview with The Telegraph, health secretary Steve Barclay stated that he has asked his officials within DHSC to look at a "pharmacy first" approach to alleviate pressures on A&e departments in order to avoid the widely predicted NHS winter crisis. I fear this may turn out to be another emergency stop-gap measure which does nothing to secure the long-term viability of the sector in england. The role of community pharmacy during the recent Covid pandemic demonstrated clearly how important we are to ensure people have easy access to essential healthcare support, advice and services. The NHS winter crisis can only be avoided or at least mitigated if the potential of the community pharmacy network to provide more patient care services is unlocked and that Barclay requires you to end pharmacy funding austerity and start investing. The Treasury will no doubt say there is no more money, but what then the alternative other than a NHS winter crisis? And, of course, treating people in secondary care settings is far more costly than community pharmacy based interventions.

Asda Ramsgate pharmacy worker Claire Twyman saved life of a regular patient Rose Doyle by giving her a timely advice to visit A&e after spotting a blood clot on her leg. Doyle (75) spent five days in Margate Hospital, and after recovering she called in at the store to thank Twyman for her quick-thinking actions. She handed her a thank-you note which read: "Thank you for making me go to A&e. You may have saved my life, so thank you once again I am really grateful." Twyman, who has worked at the store for nine years, said: "I was just happy that I was able to help her and give her that advice, which made a difference. It could have been a lot worse if she'd left it. I'm so glad she's okay. "Rose came over to the pharmacy for advice on her leg. I looked down and told her it was really swollen, and then asked to look at her foot. I thought straightaway that it was a thrombosis, a blood clot. Her toes were very white, but I didn't want to alarm her."

The Royal Pharmaceutical Society (RPS) in collaboration with Health education england's Centre for Advancing Practice and the Centre for Pharmacy Post Graduate education (CPPe) will provide a pharmacy-specific professional development pathway for advanced pharmacist practice. Successful completion of the pathway, assured through the RPS Core Advanced Pharmacist Curriculum assessment, will result in pharmacists being recognised by RPS as an advanced pharmacist, along with the awarding of Hee's Centre for Advancing Practice's 'Advanced' digital badge, demonstrating the quality assurance of their advanced practice preparation to patients, families, carers, and other healthcare professionals. The first participants in a fully funded, supported e-portfolio pathway to recognise advanced pharmacist practice in england will get underway in March 2023 This new programme is an important step in creating a clear postgraduate career structure for pharmacists in england. The innovative approach provides funding from Hee's Centre for Advancing Practice in 2023-24 for 300 pharmacists in england who are near to, or already practicing at, an advanced level, to enable them to receive supervision and support in building their RPS Core Advanced e-Portfolio from CPPe's pharmacy education supervisors.

Wales launched the new electronic prescribing service (ePS) last week, with the country's first electronic prescription sent and dispensed on 17 November. The new service allows prescriptions to be sent digitally to a patient's nominated pharmacy, thus eliminating the need for paper forms. It is part of a wider plan to introduce digital medicines and e-prescribing in all hospitals and primary care in the country. Wellington Road Pharmacy and Lakeside Medical Centre in Rhyl became the first community pharmacy and GP practice to use the ePS, which is expected to be rolled out across Wales in January 2024.
