Community pharmacy inclusion in NHS workforce plan - 0 views

    Pharmacy leaders have called for reassurance that the workforce plan, expected by April 2023, will cover the entirety of the pharmacy workforce across the health service, including in community pharmacies. A joint letter has been signed by representatives from 14 pharmacy organisations which highlights that with continued pressures on services, it is more important than ever to support the pharmacy workforce so that the staff needed to deliver patient care now and into the future can be recruited, trained and retained. Mark Koziol, Pharmacists' Defence Association (PDA) Chairman said: "Our pharmacist members practise across the entire health system and have the potential to do far more to help patients and improve public health, but they can only do so safely if they are in appropriately staffed workplaces. This is a workforce issue, so it is important that the Government works with representatives of the pharmacist workforce, and of their employers, to get a suitably agreed plan in place." Thorrun Govind, English Pharmacy Board Chair, Royal Pharmaceutical Society (RPS), said: "It will be crucial to use the skills of all our health professions to support the NHS recovery, reduce health inequalities, manage the growing cost of long-term conditions, and deliver best value from medicines.

    Only a day is left before community pharmacy contractors are required to complete Health Education England's Community Pharmacy Workforce Survey for 2022. The survey closes on Wednesday (November 30). The completion requirements are mandatory and particularly pertinent at a time when workforce challenges have become a major issue within the sector. These pressures are being acutely felt within community pharmacy, with serious consequences for pharmacy contractors. PSNC and the other national pharmacy bodies have called for improved workforce planning to be undertaken by the government and NHS, but for this to happen, high quality workforce data for community pharmacy needs to be available, which will then provide a full picture of the sector's workforce, including identifying the number of vacancies and regions where these are particularly hard to fill.

NHS Long-Term Workforce Plan : Pharmacy bodies reaction - 0 views

    The government has unveiled its much awaited 'NHS Long-Term Workforce Plan' to tackle the staff shortage in the pharmacy sector. The plan set out an ambition to increase the training places for pharmacists to around 5,000 places by 2031/32. David Webb, Chief Pharmaceutical Officer for England, in his open letter to pharmacy professionals said: "The NHS LTWP sets out how we can build on changes, addressing the changing needs of patients over the next 15 years, by closing the current workforce shortfall through funding for increased education and training places and a comprehensive retention strategy." The plan commits to expand training places for pharmacists by 29% to around 4,300 by 2028/29 and Grow the number of pharmacy technicians in future years. "The development of independent prescribing as part of initial education and training is a gamechanger for pharmacists, patients and the NHS, with approximately 2,800 newly registered pharmacist independent prescribers due to join the workforce every year from September 2026," said Webb. "This will be transformational for all pharmacy teams, creating improved access and quality of care for patients and, importantly, a more flexible workforce with skills that are equally applicable in all pharmacy settings, enabling multi-professional clinical teams to work in new ways."

According to HEIW, it is currently investigating the viability and importance of revitalising 'return to practice' packages, formulating pharmacy apprenticeships, initiating international recruitment initiatives, and establishing a registration pathway in Wales for displaced pharmacists and pharmacy technicians holding refugee status. "In the past two years, we have arrived at a point where maintaining the desired access to the volume and quality of pharmacy services for our population has proven unattainable," said HEIW. "In Wales, instances of diminished pharmacy services are evident in both hospital and community settings. The trend of abrupt, temporary closures in community pharmacies continues."

"This was a great opportunity to discuss with the Cabinet Secretary the challenges which exist for the pharmacy workforce in Scotland and to highlight some of the solutions which need to be implemented to ensure a pharmacy workforce in Scotland which is fit for the future," she said.

PSNC:Community pharmacy workforce survey mandatory - 0 views

    The Pharmaceutical Services Negotiating Committee (PSNC) has called for improved workforce planning to be undertaken by the government and NHS. However, for this to happen, it added, "high quality workforce data for community pharmacy needs to be available." For this reason, the Department of Health and Social Care (DHSC), NHS England and PSNC have agreed that it will be a Terms of Service requirement for contractors to complete the annual Health Education England (HEE) community pharmacy workforce survey, which will then provide a full picture of the community pharmacy workforce, including identifying the number of vacancies and regions where these are particularly hard to fill. PSNC said: "It is acutely aware of the challenges that contractors and their teams are currently facing, so in recognition of the workload associated with completing the annual workforce survey, we have negotiated with DHSC and NHS England that the requirement to undertake an annual patient satisfaction survey will be removed from the Terms of Service from 1st October 2022." This means that contractual requirement will no longer apply to contractors in 2022/23 and going forward.

"With a 'refresh' of the NHS Long-Term Plan and the Government's workforce plan expected later this year, these must support a more ambitious approach to advancing the clinical role of pharmacists across the NHS to better meet changing patient demand, backed by investment in pharmacy education and training.

RPS Wellbeing survey:Community pharmacy at high risk burnout - 0 views

    Ninety-six per cent of community pharmacists surveyed in the Royal Pharmaceutical Society (RPS) Workforce Wellbeing survey said they were at 'risk of burnout'. A higher number of respondents working in community pharmacy (20%) reported not being offered breaks compared to all other sectors (8%) and were more likely to experience verbal or physical abuse from patients and the public (69% vs an average 44%). The annual Workforce Wellbeing survey also revealed that 88 per cent of pharmacists surveyed are at high risk of burnout due to winter pressure. Therefore, RPS is calling for workforce planning for pharmacy to address skill mix and staffing levels so that workloads can be effectively managed. Top factors causing poor mental health and wellbeing revealed by the survey include inadequate staffing (70%), lack of work/life balance (53%), lack of protected learning time (48%) and lack of colleague/senior support (47%). This is the fourth survey RPS has run in partnership with the charity Pharmacist Support on the state of mental health and wellbeing in pharmacy. The findings demonstrate continued pressure on pharmacists and trainees across the workforce, especially in community pharmacy where 96% of those surveyed said they were at risk of burnout.

    In an oral parliamentary debate on community pharmacy held on Monday (20 March), the government was asked for an indication of 'how much it would cost to make the best use of community pharmacies'. A number of Peers at the House of Lords spoke out in support of pharmacies, while others asked when would the government address the current crisis in the sector. Kicking off the session, Baroness Hodgson asked the responding minister, Lord Evans, about recent pharmacy closures as well as underfunding. She asked whether the government would 'enter into discussions with PSNC to look at introducing a fairly funded pharmacy first service as soon as possible which will help relieve the work load on GPs'. The minister responded: "We have already introduced and funded a range of service in community pharmacy that make use of the clinical skills of pharmacy teams… we continue to discuss with PSNC how the government can best support the sector to provide support to patients."     Pharmacy technicians will soon be recognised as fully regulated healthcare professionals in North Ireland. Work has begun to bring pharmacy technicians under statutory regulation by the Pharmaceutical Society of Northern Ireland, health minister Robin Swann has announced. The public consultation was launched in March 2022 on a proposal to introduce statutory regulation of the Pharmacy Technician workforce in Northern Ireland. The minister said: "This will be a key enabler to enhancing the contribution that pharmacy technicians can make to the delivery of healthcare across all settings. It will allow the regulator to strengthen its role in protecting patients and promoting high standards, thereby enhancing the public's confidence and trust in pharmacy practice." He added: "While there are many practical issues to be worked through with stakeholders, and legislative change required, I have now instructed my Department's officials to develop a detailed project plan to bring about the statutory regulation of pharmacy technicians by the Pharmaceutical Society of Northern Ireland".

Tackle regulatory and other burdens: Pharmacies must be protected from medicines market shocks, supported to help them weather the workforce crisis, helped to free up capacity and freed from red tape that does not enhance patient care. Help pharmacies to expand their role in primary care: Pharmacies could do more to support the delivery of primary care for example through offering clinical services for long-term conditions - like hypertension, diabetes and respiratory disease, supporting people to adopt healthier lifestyles and prevent the development of long-term conditions, medicines optimisation, and a much wider variety of NHS vaccinations.

    The National Pharmacy Association (NPA) has called the future prime minister to deliver on the commitments made by the previous health secretaries to reform primary care through a 'pharmacy first' approach and fairly fund community pharmacies to avoid closures.     The Pharmacists Defence Association (PDA) has expressed its keenness to work with the NHS nationally and at the ICB level to discuss how the pharmacist workforce can most effectively be part of the multidisciplinary team, after the publication of Long-awaited NHS England workforce plan. Welcoming its publication Alison Jones, PDA Director of Policy said: "It gives greater clarity around the future direction and strategy for professional development, training, and opportunities for those currently working in the health service or considering their future career. There is a strong emphasis on further development of the clinical role of pharmacists to support better patient care. "However, this is a plan that will take years, indeed decades to come to fruition and its success will need to be underpinned by significant funding for its entire life course. Workplace pressures, reductions in support staff, and a lack of protected learning time are matters of immediate concern for many PDA members, issues which are regularly highlighted through activities, such as the safer pharmacies survey.
