The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. According to HEIW, it is currently investigating the viability and importance of revitalising 'return to practice' packages, formulating pharmacy apprenticeships, initiating international recruitment initiatives, and establishing a registration pathway in Wales for displaced pharmacists and pharmacy technicians holding refugee status. "In the past two years, we have arrived at a point where maintaining the desired access to the volume and quality of pharmacy services for our population has proven unattainable," said HEIW. "In Wales, instances of diminished pharmacy services are evident in both hospital and community settings. The trend of abrupt, temporary closures in community pharmacies continues."

The government asked the GPhC and other pertinent health professional regulators to close temporary registers by March 31, 2024. The temporary register was established after the Health and Social Care Secretary asked the Council to utilise its emergency powers to swiftly register pharmacy professionals for their essential role in the national COVID-19 response. Pharmacists and pharmacy technicians who had previously opted to withdraw from the GPhC register or failed to renew their registration are now eligible for immediate re-registration, the regulator added.

In an April 29 letter to the Anti-Corruption Bureau (ACB) in Haryana state reviewed by the news agency, a lawyer named Yashpal accused the state's drug controller, Manmohan Taneja, of taking a bribe of 50 million rupees (£481,600 approx.) from local manufacturer Maiden Pharmaceuticals to help it switch the samples before an Indian government laboratory tested them. Maiden's factory is based in Haryana state. Reuters points out that it was unable to independently establish that any bribes were paid. Taneja did not respond to phone calls, messages or emails seeking comment. Maiden did not respond to requests for comment. The WHO said it had no knowledge of the allegation. Yashpal - who like some Indians uses only one name - did not say in the letter where he got the information, or provide evidence for his claim about the syrups made by Maiden. Reuters was unable to independently establish that any bribes were paid.

The association said: "The previous structures in England, established by the Health and Social Care Act 2012, originally had over 200 clinical commissioning groups. This number had reduced over recent years via mergers." "However, this latest shift to just 42 commissioning entities means a significant change to significantly larger geographies and populations covered by each ICS. Although each ICS and its activity can be subdivided into 'places', and within places into 'neighbourhoods', it is at the ICS level that the employer is formed." "Whereas CCGs previously employed many local health professionals, including pharmacists, the new arrangements mean that ICBs are now that employer. The PDA is supporting members who have contacted its Service Centre about the impact of these changes."
