In a move to make healthcare more accessible, the Department of Health and Social Care (DHSC) has announced plans to empower pharmacy technicians, dental therapists, and hygienists with enhanced authority following two public consultations run by the government in 2023. Revealed by Primary Care Minister Andrea Leadsom on Thursday 28th March, this strategic decision promises to usher in "a faster, simpler, and fairer access to primary care" by granting pharmacy professionals "the ability to both supply and administer medications". Based on the public consultations that garnered widespread support, with 97% backing the empowerment of dental hygienists and therapists and 84% favouring similar rights for pharmacy technicians, the new reform is aimed to cut through bureaucratic red tape and bolster efficiency in patient care. Dental hygienists and therapists, under the proposed change, will be empowered to administer select medications, including pain relief and fluoride, without the need for dentist approval.

Over the last few years, we've seen the aftermath of Covid-19, with the demand for consumer health products being unprecedented and unpredictable, placing pressure on supply chains and labour market. In turn, the industry has experienced acute shortages across the healthcare sector, placing huge pressure on pharmacists, doctors, nurses, and other healthcare professionals. Europe has an estimated shortage of around 50,000 public-sector doctors[1], which is set to increase in the coming years. While this shortage stems from several complex problems, there is a hidden force that could play a key part in helping to alleviate this burden. That force is the potential of self-care. Encouragingly, last month the UK government recognised the unique role that self-care can play through the introduction of its Delivery plan for recovering access to primary care. Through this, it has pledged to empower patients to manage their own health through several commitments, including improving accessibility to online tools and reclassifying medicines to make formerly prescribed options available over the counter.

[1] With the growing prevalence of diabetes, it's even more important to utilise all options to support people with diabetes (PwDs) in managing their daily life with diabetes. Where do PwDs most often access healthcare support? On average, PwDs visit the pharmacy three-to-eight times more than the general population to obtain medicines and testing supplies.[2] It is clear that pharmacists play an integral role in empowering the self-management needs of PwDs beyond the traditional role of supplying medicines. This relationship, however, may be underutilised. Research suggests there is a lack of broad recognition of pharmacists as a key source of diabetes care, and that resource constraints - particularly following the COVID-19 pandemic - can interfere with patient education provision and training.[3,4] Furthermore, the circumstances and role of the pharmacy vary, nationally and internationally. Responding to an MP's question in the House of Commons, prime minister Rishi Sunak reiterated his deep concern for the future of UK community pharmacies, stressing their commitment to enhancing the sector with an additional £645 million in funding through the Pharmacy First initiative. At the recent Prime Minister's Questions last Wednesday, Angela Richardson, the Conservative MP for Guildford, raised the issue of rising pharmacy closures, revealing that Guildford recently lost two neighbouring pharmacies. Highlighting that empowering local pharmacies is a key part of this government's plan to cut waiting lists, she asked Sunak whether he would agree that it is vital for residents to have access to "a good, efficient, and above all, local pharmacy." In response, Sunak said: "I care deeply about the future of our community pharmacies."

The National Pharmacy Association (NPA) is distributing new campaign materials to pharmacies across England this week to empower them to advocate for fair funding in the forthcoming general election. Throughout the past decade, digital transformation has been at the forefront of the agenda for the NHS which has been accelerated by the abundance of digitally enabled ways of working during the pandemic. While the last year has unquestionably heralded the spring shoots of transformation, there is so much to be done to build upon this and accelerate further. For example, do both pharmacists and patients comprehend the value of digital to drive change at a fundamental level? The issue is not simply ensuring that the temporary fixes inspired by the pandemic successfully transition to standard practice, but also rapidly building on that foundation to enable the greatest value from digitisation within pharmacy. Covid-19 has increased the need for digitally enabled and empowered ways of operating. From the backlog in outpatient appointments to postponed screening programmes and, crucially, the potential exodus of overworked and stressed pharmacists, the efficient, effective and intelligent care enabled by the right digital technologies is now critical.

Panelists during a session on Empowering Women In the Workplace held during the Pharmacy Business Diversity Conference on Thursday (December 9), agreed that having gender diversity in business, not just benefits women, but the whole organisation. "It drives engagement, diversity of thinking and ultimately performance," said Ifti Khan, pharmacy superintendent at Well Pharmacy, in the session moderated by the conference chair and BBC presenter Clive Myrie. To substantiate his point, he cited a recent report by McKinsey & Company, as per which companies in the top quartile for ethnic and cultural diversity are 36 per cent more profitable than those in the fourth quartile.

The Health and Social Care Committee (HSCC) has undertaken an inquiry into prevention and has published its first report of the series which focuses on vaccination. It has announced ten workstreams that will form the basis of inquiry, of which vaccination is one. HSCC said: "The UK has long been one of the world leaders on vaccination - one of the most successful and cost-effective preventative tools available. However, if challenges around uptake and bureaucratic processes in clinical trial set-up are not addressed, there is a very real risk that the UK's position as a global leader could be lost. This cannot be allowed to happen and in this report we set out some of the steps that we think will make a difference." It recommended a more flexible delivery model making use of a wider range of healthcare professionals. "The NHSE vaccination and immunisation strategy must have a strong focus on tackling practical challenges that limit vaccination access, make best use of a wider array of professionals, empower local leaders to pursue ways of addressing uptake in their own areas, and to set out guidance and examples of best practice around how voices other than NHSE can communicate important messaging around vaccination programmes," it suggested.

The NHS plans to train hundreds of pharmacy staff, expanding their ability to provide advanced clinical services and assume wider roles in dispensing medicines. With a targeted launch in September, up to 840 pharmacy technicians can join in the training programme. The online modules will cover consultation skills, therapeutics, clinical decision-making, assessment skills, and service improvement. "Community pharmacies are pivotal in local communities, and this novel training scheme empowers them to extend their service offerings to a wider patient base," said Health Minister Neil O'Brien. "Through our investment in the workforce, we're bolstering the implementation of the Pharmacy First initiative with £645 million, ensuring patients have access to expert assistance for various common ailments, including urinary tract infections and earaches." NHS said the training will offer flexibility to align with the working schedules and prior experience of community pharmacy technicians. It will combine independent online e-course study, educational supervision, and clinical skills training. Facilitated workshops will concentrate on enhancing clinical assessment skills and applying knowledge and skills through case studies, practice activities, and group discussions.

The lessons from Covid crisis applied in the future through collaboration can create a better integration between GP practices, hospitals and community pharmacies, Pharmacists Defence Association (PDA) has proposed. Stating that a more integrated healthcare system could enable pharmacists to provide effective and more efficient care to patients, the PDA proposed a model where at least two pharmacists would be working in each community pharmacy, empowered, and enabled with two-way referral pathways, having more clinical input and full access to patient records. "Such an environment could not only help to improve communications between health professionals and increase access to services for patients, but would support the NHS to operate more effectively."

The National Pharmacy Association (NPA) has partnered with training provider Skills 4 Pharmacy to provide Level 2 and Level 3 pharmacy apprenticeships to its members in England. Skills 4 Pharmacy is an experienced pharmacy apprenticeship training provider dedicated to initiating and developing the careers of pharmacy support staff and technicians. They manage the recruitment of apprentices, as well as their enrolment and training. The apprenticeship package offers a Level 2 Apprenticeship - Pharmacy support worker and Level 3 Apprenticeship - Pharmacy technician.
