The Community Pharmacy England (CPE) has called the recent announcement of six per cent pay rise for the public sector workforce as 'unfair' for the community pharmacy sector. On Thursday (13 June), the Department of Health and Social Care (DHSC) announced that pay scales for most doctors and dentists will increase by at least a six per cent this year after the government accepted the recommendations from the independent pay review bodies in full. Responding to the recent announcement Chief Executive Janet Morrison, said: "The public sector workforce pay rise will be welcome news for its recipients given the huge inflationary pressures and the ongoing impact of the cost-of-living crisis. But for community pharmacy owners - who have faced 30% funding cuts in recent years and who are struggling to meet their rising wage costs - this feels unfair, and very far from good news. At Community Pharmacy England we are fully focused on the current financial and operational pressures and fighting hard for a sustainable long-term funding arrangement.

Well Pharmacy, one of the UK's leading independent pharmacy chains, has been offering flu vaccinations for free. The chain says it is concerned as the winter flu season is now in full force, with hospital admissions reaching a peak and flu stats higher than they have been in recent years. Recent data shared by NHS England showed that there was an increase in flu cases by nearly 70 per cent leaving many in hospital each week. Well Pharmacy is worried about those who have yet to have the flu jab and has been urging people to get one for free. It recognises that only children aged 2-11, people over 50, and those with certain medical conditions are eligible for free NHS jabs, leaving millions who would normally have to pay for a flu vaccination which usually costs £15. Research recently undertaken by the chain shows that a quarter of people (25 per cent) think that after so many Covid-19 jabs in the last few years, 'vaccine fatigue' has led to a perceived lack of motivation in others to get their jabs.

"Discussions must involve the government on behalf of NHS Scotland, CPS on behalf of the owners, and the PDA as the pharmacists' representative," it said. The association believes that there is a need for discussion and decision-making that listens to and balances the rights and responsibilities of both employers and workers, to generate benefits for individuals, organisations, and society. It added: "Even though Scotland provides the most generous community pharmacy settlement in the UK, recent reports suggest it is not enough for pharmacy owners with CPS's rejection of the latest funding proposal in May. Though the Scottish government found an extra £20M to ease pressures related to medicines price increases, an overall agreement has still not been reached." "The UK-wide chains may be doing less well in the parts of their networks covered by the Westminster government's contract, but the taxpayers and government of Scotland need to be given reassurance that they are in no way subsidising funding shortfalls in England's pharmacy contract." Recently, when LloydsPharmacy's Scotland branches recently came on the market, they appear to have been sold exclusively to existing contractors, including the UK-wide multiple, Rowlands Pharmacy, who have acquired 30 of them. In a recent minute of meeting, the General Pharmaceutical Council (GPhC) explored the implications of its unique authority under the Regulation of Investigatory Powers Act (RIPA), granting powers for covert surveillance. Although never utilized, the GPhC is obligated to maintain appropriate policies for such actions. During a recent meeting, the pharmacy regulator discussed that the use of RIPA be brought to a future Council workshop to discuss issues including the "ethical implications of having and using the powers, the possible use of RIPA in online pharmacy investigations and retaining the powers to deal with future scenarios as yet unknown". Led by Chief Executive and Registrar, Duncan Rudkin, the discussion underscored the importance of having robust oversight mechanisms in place. The inspection report provided assurance that the GPhC's policies align with regulatory requirements.

There is clear evidence that the majority of distance selling pharmacies are operating in breach of their NHS contracts, and a failure to properly regulate 'pseudo' distance selling pharmacies is leading to local pharmacy closures, the Company Chemists' Association has reported. According to the CCA's recent findings, 72 per cent of DSPs dispense over 50 per cent of their prescriptions to patients within a single postcode area within 10 miles of the pharmacy. "Operating within constrained geographical regions, pseudo-DSPs achieve reduced overheads and operational costs by focusing on localised marketing and medicine delivery. They compete against local brick-and-mortar pharmacies, causing them to lose vital trade," the CCA claimed, based on its recent survey - The Impact of Pseudo Distance Selling Pharmacies. "As per their terms of service, DSPs are obligated to provide prescription delivery nationwide, extending beyond local patients," said the CCA, adding that the financial savings resulting from the lack of patient access are balanced by the necessity to function on a national scale.

Shares in GSK, Sanofi and Haleon fell sharply on Thursday (August 11) amid growing investor concerns about US litigation focused on a heartburn drug that contained a probable carcinogen, while Johnson and Johnson has decided to end sales of talcum powder after cancer claims. GSK shares were down 6.8 per cent, Sanofi's were down 6.9 per cent and Haleon's down per cent. GSK and Sanofi at various points sold the drug - originally branded as Zantac - which US regulators ordered off the market in 2020. Haleon, spun out as an independent listed company last month, comprises consumer health assets once partly owned by GSK. The prospect of impending litigation is not new. Among other disclosures, recently-listed Haleon had highlighted the risk of such lawsuits in its prospectus. The topic has arrived in investor consciousness in recent days it seems, but has been rumbling on in the background for a few years, Deutsche Bank analysts wrote in a note.

Recent uptake of COVID-19 vaccine booster doses in Europe has been "rather disappointing," an official said on Thursday (November 24), amid concerns that protection against severe cases of the disease could weaken during the winter. The European average rate of re-vaccination, or receiving booster doses, was only 29 per cent in the groups of people considered to be at highest risk, such as the elderly and immunocompromised. "It is of concern that those most at risk of hospitalisation or severe COVID are not adequately protected," the European Medicines Agency's head of health threats and vaccines strategy, Marco Cavaleri, told a news briefing. Though there have not been major increases in COVID-19 case rates in recent weeks, Cavaleri said that could change during the colder winter months.

The UK Health Security Agency (UKHSA) said last week (Aug 5) there were "early signs" that the monkeypox outbreak was plateauing across the country and that its expansion had slowed. "While the most recent data suggests the growth of the outbreak has slowed, we cannot be complacent," Dr Meera Chand, director of clinical and emerging infections at UKHSA, said. There were 2,859 confirmed and highly probable cases of monkeypox in the UK as of Aug. 4, with nearly 99 per cent of the cases among men, the country's health authority said in a statement. The recent analysis by the UKHSA showed that "monkeypox continues to be transmitted primarily in interconnected sexual networks of gay, bisexual, or other men who have sex with men", it added. British authorities in June were recommending gay and bisexual men at higher risk of exposure to monkeypox be offered a vaccine, as the outbreak of the viral disease had gathered pace, mostly in Europe.

In a recent interview with The Telegraph, health secretary Steve Barclay stated that he has asked his officials within DHSC to look at a "pharmacy first" approach to alleviate pressures on A&E departments in order to avoid the widely predicted NHS winter crisis. On the face of it, this a welcome if long overdue recognition that community pharmacy is an essential part of our national healthcare infrastructure alongside our GP and A&E colleagues. But let's not get carried away - we have had lots of praise from politicians in the past which have not then been backed by firm commitments for a sustainable future for the network. Could this be a turning point? I hope so, but I am not confident it will be. I fear this may turn out to be another emergency stop-gap measure which does nothing to secure the long-term viability of the sector in England. The role of community pharmacy during the recent Covid pandemic demonstrated clearly how important we are to ensure people have easy access to essential healthcare support, advice and services. The NHS winter crisis can only be avoided or at least mitigated if the potential of the community pharmacy network to provide more patient care services is unlocked and that Barclay requires you to end pharmacy funding austerity and start investing. The Treasury will no doubt say there is no more money, but what then the alternative other than a NHS winter crisis? And, of course, treating people in secondary care settings is far more costly than community pharmacy based interventions.

The government has extended VAT exemption from Monday (1 May) on healthcare services carried out by pharmacy staff under the supervision of pharmacists. HM Revenue and Customs has issued a note detailing the change to the VAT treatment of medical services. The Government said this will bring the VAT treatment of pharmacists in line with other registered health professionals providing medical services to the public. The Pharmaceutical Services Negotiating Committee (PSNC) said: "This is something that PSNC has been seeking Government agreement on for a long time, including in recent CPCF negotiations." PSNC believes that the extension of this VAT exemption will help as community pharmacy businesses try to make better use of the skill mix in their teams both now and in the future. "Not only does it enable contractors to review the VAT status of any locally commissioned services currently provided by non-registered pharmacy staff but also, in time, it could be used to amend nationally commissioned services to allow support staff to provide certain parts. For example, following a recent amendment to the service Directions, pharmacy technicians are now able to perform blood pressure checks as part of the Hypertension Case-Finding Service and deliver the Smoking Cessation Service.

Scottish community pharmacies will now hold two Naloxone kits, available in either nasal spray or injectable form, essential for reversing opioid overdoses. The Emergency Access Naloxone Scheme, which is backed by £300,000 of Scottish Government funding, began on Monday (30 October). Drugs and Alcohol Policy Minister Elena Whitham said, "Through our National Mission to reduce drug deaths and harms, we have invested more than £3 million in widening access to Naloxone, including through our emergency services." Witham said this new nationwide service is a welcome addition to existing services. "Police Scotland recently completed a force-wide rollout to 12,500 officers who have used the kits more than 300 times. According to the most recent statistics, 70 per cent of those who are at risk of opioid overdose are being provided with a lifesaving kit," she added. "It provides a substantial increase in life-saving emergency access and I'm grateful to all those in community pharmacies who are supporting our £250 million National Mission to reduce drug deaths," Whitham said.

Victoria Atkins MP, the new Secretary of State for Health and Social Care, visited NPA board member Sukhi Basra (L) at CliniChem pharmacy in Central London on Thursday (16 November). Basra was accompanied by NPA Chief Executive Mark Lyonette. This was among Atkins' first appointments following her recent promotion in the recent Cabinet reshuffle. Atkins met with staff and patients to explore clinical services and discuss the evolving role of the community pharmacy sector. "Welcoming politicians and officials to my pharmacy is always a pleasure," Basra said. In partnership with the pharmaceutical company Boehringer Ingelheim, Leeds Teaching Hospitals Trust (LTHT) has recently established an innovative cardiometabolic clinic. The clinic focuses on reducing cardiovascular risk in people with diabetes who have recently been discharged from LTHT following a heart attack. It is delivered jointly by the cardiology department at Leeds General Infirmary and the diabetes services at the Trust. This is a patient-centred approach to reducing that risk, with pharmacist-delivered clinics scheduled for six to eight weeks after the heart attack. Stephen Wheatcroft, Professor of Cardiometabolic Medicine and Consultant Cardiologist at LTHT, said: "This is an exciting and innovative development, one of the first in the country. Previously, Type 2 diabetic patients presenting with heart issues would have been treated by two separate specialty teams. This is the first time there has been a specific clinic combining the cardiac and diabetes team working together. "We aim to reduce the risk for patients, with earlier multidisciplinary hospital care, to help discharged patients achieve better diabetes control, through improved medication support and optimisation, reducing the need for further treatment and future hospital stays. Overall, it will mean a better patient experience, with improved monitoring and information about treatment options, along with a reduction in waiting times for review in a specialist clinic."

Community pharmacy should be involved in key decisions in neighbourhoods and systems to help reduce workload and increase patient access, a roundtable organised by the National Pharmacy Association to discuss a recent review on primary care integration has concluded. The NPA said it would be sending the recently published report on the roundtable to local pharmaceutical committees (LPCs) and other local pharmacy leaders as a tool to help them engage with Integrated Care Systems (ICSs) which will become statutory bodies from July 1. The 'Fuller Stocktake: Community Pharmacy Roundtable' report, published on June 13 by the NPA, is based on a meeting hosted by the association on behalf of the NHS team running a key review of primary care integration, the so-called 'Fuller Stocktake'. NPA integration lead, Michael Lennox, said: "The NPA recognises the critical importance of our LPC network colleagues being there for contractors at the 42 local systems level and influencing to fulfil the laudable ambitions of the Fuller Report. "We ensured that community pharmacy voices were heard in the stocktake process and now that conversation needs to be amplified locally."
